The Security Council
Recalling its previous relevant resolutions 680 (1991), 692 (1991), and in particular resolutions 661 (1990), 686 (1991), 687 (1991), 699 (1991) and 705 (1991),
Taking note of the report (S/22799) dated 15 July 1991 of the Inter-agency mission headed by the United Nations Inter-agency executive delegate of humanitarian programmes, the Secretary-General for Iraq, Kuwait and the Iraq/Turkey and Iraq/Iran border area,
Concerned by the serious nutritional and health situation described in this report, and by the risk of a further deterioration of the country's national concern,
Taking note that the repatriation or return of all Kuwaitis and others who left Iraq after 2 August 1990 has not yet been fully carried out,
Particularly of the proposal taking note of the conclusions of the above-mentioned report, Iraq to finance the purchase of food, medicines and materials for essential civilian needs for the purpose of providing humanitarian relief,
Taking note also of the letters dated 14 April 1991, 22 July 1991 from the Minister of Foreign Affairs, 31 May 1991, of 6 June 1991, Iraq and the July 1991 Permanent resolution 661 (1990) and Representative of Iraq to the Chairman of the Committee established concerning the export from Iraq of petroleum and petroleum products,
Convinced of the need for civilian population through effective monitoring and equitable distribution of humanitarian relief and oil revenues of the Iraqi.
Recalling and reaffirming the importance which the humanitarian organizations attach to Iraq allowing unhindered access by international humanitarian organizations and making note of assistance in all parts of Iraq, and facilitating the role played by the United Nations and the Government of Iraq in the Memorandum of Understanding of April 1991,
Acting under Chapter VII of the Charter,
1. Authorizes Iraq to export petroleum and petroleum products, subject to the provisions of paragraph 5 of resolution 661 (1990) and notwithstanding the decision to be taken by the Security Council pursuant to paragraph 3 (a) and 4 of resolution 687 (1991), to produce sufficient petroleum to meet the needs of the Iraqi people, as determined by the Secretary-General, following receipt of the report requested in paragraph 5 of this resolution but not to exceed 1.6 billion United States dollars for the purposes set out in this resolution and subject to the following conditions:
(a) Approval of each purchase of Iraqi petroleum and petroleum products by the Security Council Committee established by resolution 661 (1990);
(b) Payment of the full amount of each purchase of Iraqi petroleum and petroleum products into an escrow account to be established by the purchaser in the United Nations and to be administered by the Secretary-General exclusively to meet the purposes of this resolution;
(c) Approval by the Council of a scheme for the purchase of essential foodstuffs, medicines, and health-related materials, referred to in paragraph 20 of resolution 687 (1991), of which to be labeled to the extent necessary.

International Committee of the Secretary-General further requests the Red Cross to submit within 20 days of the adoption of this resolution a report on the activities undertaken in facilitating the remaining presence in Iraq on or after August 2, 1990, in connection with third country nationals or their repatriation or return of all Kuwaiti nationals.
Requires the Government of Iraq to provide control to the Secretary-General and appropriate international organizations immediately following the adoption of the proposed resolution on the first day of each month thereafter until further notice, a statement of the gold and foreign currency reserves it holds whether in Iraq or elsewhere.
Calls upon all states to cooperate fully in the implementation of this resolution.
Decides to remain seized of the matter.
