The United States welcomes the resolution that has just been adopted on the financing of the International Tribunal for Rwanda, although, as was pointed out with respect to the resolution regarding the financing of the International Tribunal concerning war crimes in the former Yugoslavia, it is our view that the work of Tribunals of this nature should be financed entirely from the regular budget.…
