An impor.tant legal question has been raised. Does the delegation of Mexico insist upon whether the draft resolution is adopted "by consensus" or "without a vote"? I am advised that it is true that it is not customary for draft resolutions to be adopted by consensus in the General Assembly, but there is nothing to prevent the Assembly's taking a decision by consensus if the members so wish. …

The Rapporteur of the Special Political Committee has said that the Committee adopted the draft resolution by consensus, and that has been confirmed by the representative of the Federal Republic of Germany.
