The Security Council, Having considered the report of the Secretary-General, Recalling General Assembly resolutions 1514 (XV) of 14 December 1960 and resolutions 2145 (XXI) of 27 October 1966, 432 (1978), Reaffirming the primary responsibility of the Security Council for ensuring the implementation of its resolutions 385 (1976) and 435 (1978), including the holding of free and fair elections in Namibia under the supervision and control of the United Nations, Taking note of the results of the International Conference in Support of the Struggle of the Namibian People for Independence, held from 25 to 29 April 1983 at UNESCO House in Paris, Taking note of the protracted and exhaustive consultations which have taken place since the adoption of resolution 435 (1978), Further noting with regret that those consultations have not yet brought about the implementation of resolution 435 (1978), Condemning South Africa's continued illegal occupation of Namibia in flagrant defiance of resolutions of the General Assembly and decisions of the Security Council of the United Nations; 1. Calls upon South Africa to make a firm commitment to comply with Security Council resolution 435 (1978) for the independence of Namibia; 2. Further calls upon South Africa to cooperate forthwith with the United Nations in order to expedite the implementation of resolution 435 (1978) for the early independence of Namibia; 3. Decides to mandate the Secretary-General to undertake consultations with the parties to the proposed ceasefire, with a view to securing the speedy implementation of Security Council resolution 435 (1978); 4. Requests the Secretary-General to report on the results of these consultations as soon as possible, but not later than 31 August 1983; 5. Decides to remain actively seized of the matter.
