The Security Council, United Nations, Having heard the statement of the Permanent Representative of Nicaragua to the United Nations, Having also heard the statements of several representatives of Member countries during the course of the debate, Recalling resolution 530 (1983) which reaffirms the right of Nicaragua and of all the other countries in the area to live in peace and security, free from outside interference, Recalling also General Assembly resolution 38/10 which reaffirms the inalienable right of all peoples to decide on their own form of government and to choose their own economic, political and social system free from all foreign intervention, coercion, or limitation, Recalling also General Assembly resolution 39/4 which encourages all interested States in the region and outside to cooperate fully with the Contadora Group and to engage in a frank and constructive dialogue, so as to achieve solutions to the differences between them, Recalling General Assembly resolution 2625 (XXV) which reaffirms the principle that no State may apply coercive measures of any kind, Reaffirming the principle that all members shall fulfil in good faith the obligations assumed by them in accordance with the Charter of the United Nations, Seriously concerned about the increased tensions in the Central American region, recently aggravated by the trade embargo and other coercive measures decreed against the Government of Nicaragua which endanger the political stability of the region and undermine the efforts of the Contadora Group toward a negotiated solution. 1. Regrets which recent inconsistent embargo and other coercive economic measures against Nicaragua are inconsistent with the principle of non-interference in the internal affairs of states and endanger the stability of the region and calls for an immediate end to said measures. 2. Calls on the interested states to refrain from any action or intention to destabilize or impose trade embargoes or other restrictions, including blockades, in violation of the provisions of the United Nations Charter, and in violation of commitments contracted multilaterally or bilaterally. 3. Reaffirms the sovereignty and inalienable right of Nicaragua and the rest of the States to freely decide on their own political, social systems, to develop their international relations according to their people's interests without outside interference, subversion, direct or indirect coercion or threats of any kind. 4. Reaffirms its support for the Contadora Group and urges it to intensify its efforts, expressing also its conviction that only with genuine political support from all interested States will said peace efforts prosper. 5. Calls on all States to refrain from carrying out, supporting or promoting any political, economic or military actions of any kind against any State in the region which might impede the peace objectives of the Contadora Group. 6. Calls on the Governments of the United States of America and Nicaragua to resume the dialogue for normalizing their relations that had been held in Manzanillo (Mexico) toward reaching accords. 7. Requests that the Secretary-General keep the Security Council apprised of the development of the situation and the implementation of the present resolution. Decides to remain seized of this matter.
