The Security Council of 31 Having considered the reports of the Secretary-General of the United Nations 1987 (S/19234) Having heard the statement by the President of the United Nations Council for Namibia, Having also considered the statement by Mr. Theo-Ben Gurirab, Secretary for Foreign Affairs of the South West Africa People Organization, Recalling General Assembly resolutions (XXI) of 27 October 1966 as well as resolution S-14/1 of 14 December 1960 and (1976) 385 Recalling 431 and reaffirming its (1978) 432 (1978) resolutions 269 435 (1978) 439 (1969) (1978) 276 532 (1970) (1983) 301 539 (1971) (1983) 566 (1985) occupation strongly condemns racist South Africa's continued illegal occupation of Namibia and its stubborn refusal to comply with the resolutions and decisions of the Security Council, in particular resolutions 385 (1976) and 435 (1978) 2 Reaffirms the legal and direct responsibility of the United Nations over Namibia 3 Affirms that all outstanding issues relevant to the implementation of Security Council resolution 435 (1978) have now been resolved as stated in the Secretary-General's reports contained in documents S/18767 of 31 March 1987 and S/19234 of 27 October 1987, welcomes the expressed readiness of the South West Africa People Organization to pave the way to sign and observe a cease-fire agreement in order to implement Security Council resolution 435. 5. Decides to authorize the Secretary-General to proceed to arrange order to undertake South Africa and the South West Africa steps necessary to cease-fire between the administrative and other practical People’s Organization in for the emplacement of the United Nations Transition Assistance Group) practical urges States Members of the United Nations the Secretary-General and his to render all the implementation the necessary assistance to staff in of the present resolution / 7.
