LETTER DATED 20 APRIL 1994 FROM THE PERMANENT REPRESENTATIVE OF CAMEROON TO THE UNITED NATIONS ADDRESSED TO THE PRESIDENT OF THE SECURITY COUNCIL

Further to my letter of 28 February 1994 (S/1994/228) conveying my Government’s request for an urgent meeting of the Security Council to discuss the bitter tension caused by the border dispute between Nigeria and Cameroon in the Bakassi Peninsula, and in the light of our recent conversation in which I confirmed and reiterated to you our request for an urgent meeting of the Council, I have the honour to submit for your attention, and that of the members of the Council, the informal text of a draft resolution that could mark the conclusion of the Council’s consideration of this case. I should be grateful if you would have this text circulated as a document of the Security Council. The Security Council, Having taken note of the letter of 28 February 1994 (S/1994/228) from the Permanent Representative of Cameroon to the President of the Security Council and the letter of 4 March 1994 (S/1994/258) from the Chargé d’affaires a.i. of Nigeria to the President of the Security Council, Deeply concerned by the deteriorating situation in the Bakassi Peninsula and the potential repercussions with respect to bilateral relations between Cameroon and Nigeria and throughout the region, Having taken note of the communiqué issued on 24 March 1994 by the Central Organ of the Mechanism for Conflict Prevention, Management and Resolution of the Organization of African Unity and transmitted to the Council by the Permanent Representative of Cameroon in a letter dated 28 March 1994 (S/1994/351), Commending the efforts made by the Organization of African Unity to facilitate the peaceful settlement of the dispute between the two countries, Noting in particular the significant contribution of the head of State of Egypt as current Chairman of the Organization of African Unity and that of the head of State of Togo, Bearing in mind the need to respect the principle of inviolability of borders which is embodied in Chapter I, article 2, paragraph 4 of the Charter of the United Nations, Further bearing in mind the provisions of Chapters VI and VIII of the Charter of the United Nations, 1. Welcomes the initiative of Cameroon in submitting the dispute to the Organization of African Unity and in having brought it before the International Court of Justice; 2. Welcomes also the appropriate and prompt measures taken by the Central Organ of the Mechanism for Conflict Prevention, Management and Resolution of the Organization of African Unity, which were publicized in its communiqué of 24 March 1994; 3. Invites the parties to avoid taking any action that might further worsen the dispute; 4. Also invites the parties, as recommended by the Central Organ, to exercise restraint and to take appropriate measures to restore confidence, including the withdrawal of troops and continuation of the dialogue; 5. Requests the Secretary-General to send a mission to evaluate the situation on site, to make contact with the two countries concerned and with the Secretary-General of the Organization of African Unity, and to report to the Council in one month’s time; 6. Decides to remain seized of the matter.
