The Security Council, Reaffirming its strong commitment to the sovereignty, independence, unity and territorial integrity of Venezuela, and to the purposes and principles of the Charter of the United Nations, Noting the resolution adopted by the Permanent Council of the Organization of American States on 10 January 2019 (CP/RES. 1117) and the resolution adopted by the General Assembly of the Organization of American States on June 5, 2018 (AG/RES. 2929), Noting the importance of establishing the necessary conditions for a new and credible electoral process in Venezuela, Noting the constitutional authority of the democratically elected National Assembly and commending the National Assembly’s efforts to release political prisoners, continue the fight against corruption, and provide appropriate amnesties for civil and military officials in support of the National Assembly in the restoration of democracy and rule of law in Venezuela, Expressing deep concern with the violence and excessive use of force by Venezuelan security forces against unarmed, peaceful protesters, and urging all actors to lower tensions and pursue every effort to prevent violence and avoid any escalation, Expressing deep concern about the human rights and humanitarian situation in the Republic of Venezuela, including recent attempts to block the delivery of humanitarian aid, Expressing deep concern about the actions of a regime that have caused an economic collapse, forcing millions of Venezuelans to leave their country as refugees and migrants in search of food, basic medicines, and opportunities in other countries in the region, Recognizing the increasing strain on the capacity of nations in Latin America and the Caribbean to provide basic humanitarian services to Venezuelan refugees and migrants, including nutrition, water and sanitation, and basic medicines, and commending their efforts to do so, 1. Expresses its deep concern that the presidential elections of May 20, 2018 were neither free nor fair; 2. Calls for the start of a peaceful political process leading to free, fair, and credible presidential elections, with international electoral observation, in conformity with Venezuela’s Constitution; 3. Supports the peaceful restoration of democracy and rule of law in Venezuela; requests the Secretary-General utilize his good offices to help ensure free, fair, and credible presidential elections, and encourages subsequent peaceful, inclusive, and credible initiatives to address the prolonged crisis in the country; 4. Stresses the importance of ensuring the security of all members of the National Assembly, and members of the political opposition; 5. Stresses the need to prevent further deterioration of the humanitarian situation in Venezuela and to facilitate unhindered access and delivery of assistance to all in need in the entirety of the territory of Venezuela in accordance with humanitarian principles; and 6. Decides to remain seized of the matter.
