The Security Council, Condemning in the strongest terms the act of sabotage on the Nord Stream 1 and 2 gas pipelines in September 2022, Expressing serious concern over the consequences to the environment caused by the gas leak resulting from the explosions, Emphasizing that in addition to damage to the natural environment this act of sabotage created massive danger to the navigation in the Baltic Sea as well as long-term economic loss to a number of countries, Stressing that acts of sabotage on underwater cross-country gas pipelines pose a threat to international peace and security, Urging to engage concerned parties into the national investigations conducted by some Member States, Emphasizing the importance of conducting an efficient, impartial, transparent, inclusive and thorough international investigation into all circumstances of the sabotage on the Nord Stream 1 and 2 gas pipelines, Stressing that all responsible for organizing, sponsoring and carrying out this act of sabotage must be brought to account, 1. Requests the Secretary-General to establish an international independent investigation Commission (“the Commission”) to conduct comprehensive, transparent and impartial international investigation of all aspects of the act of sabotage on the Nord Stream 1 and 2 gas pipelines, including identification of its perpetrators, sponsors, organizers and accomplices; 2. Decides that the Commission shall be composed of impartial and internationally respected, experienced experts who shall be selected by the Secretary-General and shall be furnished with an adequate number of experienced and impartial staff; 3. Requests the Secretary-General to report to the Council within 30 days the recommendations for the proposed specific modalities for the establishment of the Commission; 4. Encourages the United Nations Member States, including those conducting their relevant national investigations, to fully cooperate and share information with the Commission; 5. Decides to remain seized of this matter.
