The Security Council,
Recalling the request by Somalia for the Security Council to consider the situation in Somalia (S/23445),
Having heard the statement of the Secretary-General and commending the report of the Secretary-General on the situation in Somalia and commending the initiative taken by him in the humanitarian field,
Recognizing the heavy loss of life and the rapid deterioration of the humanitarian situation in the country and the widespread consequences of the situation resulting in damage to the stability and security of Somalia,
Concerned that the continuation of the situation constitutes a threat to international peace and security,
Recalling its primary responsibility under the Charter of the United Nations for the maintenance of international peace and security,
1. Takes note of the report of the Secretary-General on the situation in Somalia and expresses its concern regarding the situation prevailing in that country;
1. The Secretary-General is requested to undertake the necessary actions to increase humanitarian assistance to the population in parts of Somalia and its specialized agencies in liaison with other international humanitarian organizations.
2. To this end, the Secretary-General is requested to appoint a coordinator to oversee the effective delivery of this assistance.
3. The Secretary-General requests the cooperation of the Organization of African Unity and the Secretary-General of the Arab League to immediately contact the parties involved in the conflict to seek their commitment to the cessation of hostilities and compliance to permit the humanitarian assistance to be distributed.
4. Promote a cease-fire and compliance therewith, and to assist in the process of a political settlement of the conflict in Somalia.
5. Strongly urges all parties to the conflict to immediately cease hostilities and agree to a process of reconciliation and political settlement in Somalia.
6. Calls upon all States to implement a general embargo on the delivery of weapons and military equipment to Somalia until the Security Council decides otherwise.
7. Calls upon all States to refrain from any action which might contribute to increasing tension and to delaying a peaceful and negotiated outcome to the conflict.
8. Calls upon all parties to cooperate with the Secretary-General to facilitate the delivery of humanitarian assistance by the United Nations and specialized agencies to all those in need under the supervision of the humanitarian coordinator.
9. Urges all parties to take all necessary measures to ensure the safety of humanitarian personnel and to respect international law regarding the protection of civilian populations.
10. Requests the Secretary-General to report to the Security Council as soon as possible on this matter.
11. Decides to remain seized of the matter until a peaceful solution is achieved.
