Reaffirming its resolutions of 8 January 1992, 27 November 1991, 15 December 1991, 21 February 1992, 24 April 1992, 8 April 1992, 15 May 1992, and 12 May 1992 (S/23900) for the reports of the Secretary-General pursuant to resolution 749 (1992), Expressing its appreciation for the reports of the Secretary-General concerning the serious situation in certain parts of the former Socialist Federal Republic of Yugoslavia, in particular about the rapid and violent deterioration of the situation in Bosnia-Hercegovina, Recalling the primary responsibility of the United Nations under the Charter for the maintenance of international peace and security, Recalling also the provisions of Chapter VII of the Charter in achieving a peaceful solution in Bosnia-Hercegovina, Noting the urgent need for humanitarian assistance in Bosnia-Hercegovina.
Deploring the tragic incident on 4 May 1992 which caused the death of a member of the European Community Monitor Mission, the European Community Deeply concerned about the safety of United Nations personnel in Bosnia-Hercegovina,
1. Demands that all parties and others concerned in Bosnia-Hercegovina stop the fighting immediately, and fully respect the cease-fire signed on 12 April 1992, and cooperate urgently to bring about a negotiated political solution to any change of borders with the principle that any change of borders by force is not acceptable;
2. Welcomes the resumption of discussions under the auspices of the Conference on Yugoslavia, and demands that the discussions be resumed without delay and constructively, and that the three communities participate in these discussions on a continuous basis as recommended by the Secretary-General;
3. Demands that all units of the Yugoslav People's Army (JNA), including all forms of interference from Bosnia-Hercegovina, cease immediately, and that neighboring countries take swift action to end such interference and respect the territorial integrity of Bosnia-Hercegovina;
4. Demands that international authority disarm those elements of the Yugoslav People's Army and the Croatian Army now in Bosnia-Hercegovina, or be subject to the authority of the Government of Bosnia-Hercegovina;
5. Demands that all irregular forces in Bosnia-Hercegovina be disbanded and disarmed;
6. Calls upon all parties and others concerned to cease any attempts to forcibly change the ethnic composition of the population, and to allow the voluntary return of displaced persons to their homes;
7. Urges the international community to deliver urgent humanitarian assistance to the victims of the conflict and to assist in the voluntary return of displaced persons.
