RecaLLing the statements of the President of the Security Council of 29 January 1993 Nagorny-Karabakh (5/25199) and 6 April 1993 (5/25539) concerning the conflict.
Taking note of the report of the Secretary-General dated 14 April 1993 (5/25600)
Expresging its serious concern at the deterioration of the relationg between the Republic of Armenia and the Republic of Azerbaijan,
Noting_with_ alarm the escalation in armed hostilitieg and ,the Republic of in particular, the latebt invagion of the Kelbadjar district of Azerbaijan by local Armenian forces,
Concerned that this gituation endangers peace and gecurity in the region,
Expregeing_ arave concern atin the displacement of a large number of civilians and the humanitarian emergency the region, in particular in the Kelbadjar district.
Reaf firming the respect for sovereignty and territorial integrity of all States in the region, inadmisgibility of the use inviolability of international borders and theReaffirming_alse the of force for the acquisition of territory,
Expressing its support for the Security and Cooperation in armed hostilities peace process being pursued within the framework of concerned at the Conference on the disruptive effect that the escalation in Europe and deeply can have on that process,
1 Qemande the immediate cessation of all hostilities and hostile acts with a view to establishing a durable cease-fire, Kelbadjar wellas as immediate withdrawal of all occupy ofing Azerbai jan; forces from the district and other.
Urge the parties within the framework of the peace process concerned immediately to resume negotiations for the resolution of the conflict. The Minsk Group of the Conference on Security and Cooperation in Europe and refrain from any action that will obstruct a peaceful solution of the problem; Call for unimpeded access in particular for international humanitarian relief efforts in the region, bound to alleviating the suffering of the civilian population and reaffirming that all parties are to comply with the principles and rules of international humanitarian law; Request the Secretary-General of the Conference on Security and Cooperation in Europe in consultation with the Chairman of the Minsk Group of the Conference to assess the situation in the region, in particular in the Kelbadjar district of Azerbaijan, and to submit a further report to the Council; Decide to remain actively seized of the matter.
