United Nations S/RES/2797 (2025) Security Council Distr.: General 31 October 2025 Resolution 2797 (2025) Adopted by the Security Council at its 10030th meeting, on 31 October 2025 The Security Council, Recalling and reaffirming all its previous resolutions on Western Sahara, Expressing its full support for the Secretary-General and his Personal Envoy, Staffan de Mistura, in their efforts to implement the Security Council resolutions and to advance the political process, including through continuation of consultations between the Personal Envoy and Morocco, the Frente POLISARIO, Algeria, and Mauritania to build on the progress achieved, Reaffirming its commitment to assist the parties to achieve a just, lasting, and mutually acceptable political solution based on compromise consistent with the principles and purposes of the Charter of the United Nations, including the principle of self-determination, and noting the role and responsibilities of the parties in this respect; underscoring the urgency of the parties realizing such a solution to this dispute; recognizing the momentum and urgency and recognizing also the important role of MINURSO in supporting the Personal Envoy to achieve a mutually acceptable political solution, Taking note in this context of the support expressed by many Member States for Morocco’s Autonomy Proposal, presented on 11 April 2007 to the Secretary-General, as basis for a just, lasting, and mutually acceptable solution to the dispute; affirming that genuine autonomy under Moroccan sovereignty could constitute a most feasible solution; and further welcoming the commitment of Council members to facilitate progress, Welcoming the initiative of the Personal Envoy to convene the parties to build on momentum and seize this unprecedented opportunity for a lasting peace; urging full support for and good faith engagement in the negotiations; and expressing appreciation to the United States for its readiness to host negotiations in furtherance of the Personal Envoy’s mission to achieve a solution for Western Sahara and the region, Underlining the importance of respecting the ceasefire and avoiding any act that jeopardizes the political process, Noting with deep concern the insufficient funding for the Sahrawi refugees and strongly encouraging donors to provide additional funds while reiterating its requests for refugee registration, 25-17592 (E) *2517592* S/RES/2797 (2025) Having considered the report of the Secretary-General of 30 September 2025 (S/2025/612), 1. Decides to extend the mandate of MINURSO until 31 October 2026; 2. Expresses its full support for the Secretary-General and his Personal Envoy in facilitating and conducting negotiations taking as basis Morocco ’s Autonomy Proposal with a view to achieving a just, lasting, and mutually acceptable resolution to the dispute, consistent with the UN Charter, and welcomes any constructive suggestions by the parties in response to the Autonomy Proposal; 3. Calls upon the parties to engage in these discussions without preconditions, taking as basis Morocco’s Autonomy Proposal, with a view to achieving a final and mutually acceptable political solution that provides for the self - determination of the people of Western Sahara, recognizes that genuine autonomy could represent a most feasible outcome and encourag es the parties to submit ideas to support a final mutually-acceptable solution; 4. Invites Member States to lend appropriate assistance and support to these negotiations and to the Personal Envoy’s efforts; 5. Requests the Secretary-General to brief the Security Council on a regular basis, and at any time he deems appropriate during the mandate period, and further requests the Secretary-General, within six months of this mandate’s renewal, to provide a strategic review regarding MINURSO’s future mandate, taking into account the outcome of the negotiations; 6. Decides to remain seized of the matter. 2/2 25-17592
