125.  Scale of Assessments for the Apportionment of the Expenses of the United Nations (Article 19 of the Charter) (Al45/1004/Add.3)

I should first like to draw the Assembly's attention to document Al4S/l004/Add.3, which contains a letter addressed to the President of the General Assembly by the Secretary-General informing him that, since the issue of his communications dated 29 April, 13 May and 31 May 1991, Chad has made the necessary payment to reduce its arrears below the amount specified in Article 19 of the Charter. May I take it that the General Assembly duly takes note of this information? It was so decided.

8.  SECRETARY-GENERAL ON REOPENING OF THE CONSIDERATION OF AGENDA ITEM 17 (a) (APPOINTMENT OF MEMBERS OF THE ADVISORY COMMITTEE ON ADMINISTRATIVE AND BUDGETARY QUESTIONS) (A/4S/10l/Add.2) The PRESIDEHI: I should now like to invite the attention of members to the note by the Secretary-General contained in document A/45/101/Add.2, paragraph 1 of which reads: "The Secretary-General has received notification of the resiqnation of Mr. John rox (United States of America) and Mr. Ulrich Kalbitzer (Germany) from the membership of the Advisory Committee on Administrative end Budgetary Questions. Accordingly, the General Assembly will be required at its current session to appoint two persons to fill the unexpired portion of the terms of office of Mr. rox and Mr. Kalbitzer, that is, until 31 December 1993 and 31 December 1992, respectively." Unde~ the circumstances, and in order to enable the Assembly to take the required action, it will be necessary to reopen consideration of sub_item (a) of agenda item 17 entitled, "Appointment of members of tb! Advisory Committee on Administrative and Budqetary Questions". May I take it therefore that the ~ssembly has no objection to reopening sub-item (a) of agenda item 17 in order to appoint two members of the Advisory Committee on Administrative and Budgetary Questions? It was so decide~. 1~~~RE~!~~NT: Representatives are aware that this sub-item is usually allocated to the Fifth Committee. In view of time constraints, may I take it that reprasentativos agree that the appointments should be made directly in the plenary meeting? It was so decided.

I should again like to draw the attention of members to the note by the Secretary-General, paragraph 2 of which reads: "The Governments of Germany and the United States of America have nominated, respectively, Mr. Wolfgang Muench and Ms. Linda S. Shenwick to fill these vacancies." I therefore propose that the Assembly should proceed immediately to the ~_J appointment of th~ members of the Advisory Committee on Administrative and Budgetary Questions. As I see no objection, we shall proceed accordingly. May I take it that it is the wish of the Assembly to appoint Mr. Muench and Ms. Shenwick as members of the Advisory Committee on Administrative and Budgetary Questions for terms of office beginning on 27 August 1991, and ending, respectively, on 31 December 1992 and 31 December 1993? It was so decided.

I now call on the Rapporteur of the Fifth Committee, Mr. Shamel Elsayed Nasser of E9YP~, to introduce his Committee's report. Mr. BASSER (Egypt), Rapporteur of the Fifth Committee: I have the honour. once again to present to the General Assembly the report of the Fifth Committee on agenda item 131 (Financing of the united Nations Angola Verification Mission), contained in document A/45/882/Add.l. As stated in the report, the Committee considered this agenda item at its 65th and 66th meetings, on 12 and 13 August 1991. It had before it the report of the Secretery-General on the financing of the United Nations Angola Ver.ification Mission and the relat~d report of the Advisory Committee on Administrative and Budgetary Questions. At its 66th meeting, the Chairman of the Fifth Committee put before the Committee ~he text of the draft resolution contained in paragraph 7 or the report. The draft resolution that is before representatives follows a fo~at similar to that of other draft resolutions on financing of United Nations peace-keeping operations. I shall therefore highlight o~ly some of its aspects. In paragraph 3, the General Assembly would decide to continue to use the existing special account, established for the United Nations Anqola Verifi~ation Mission in accordance with General Assembly resolution 43/231 of 16 February 1989, for the United Nations Angola Verification Mission 11 beginning on 1 June 1991. In paragraph 4, the Assembly would also decide to appropriate to the Special Account on amount of 49,467,000 United States dollars gross, inclusive of the amount of 10 million dollars authorized by the Advisory Committee on Administrative and Budgetary Questions (ACABQ) under the terms of General Assembly resolution 44/203 for the operations of the Verification Mission for the period from 1 June to 31 December 1991. In paragraph 5, the Assembly would decide further, as an ad hoc arrangement, to apportion the amount of 49,467,000 dollars gross for the aforementioned period amonq Member States in accordance with the composition of groups set out in paragraphs 3 and 4 of General Assembly resolution 43/232 of 1 March 1989, as adjusted by the Assembly in its resolution 44/192 Band taking into account the scale of assessments for the years 1989; 1990 and 1991. In paragraph 7, the Assembly would decide also, having reviewed its decision as contained in paragraph ~ of resolution 45/246 of 21 December 1990 in the light of paragraphs 10 and 23 of the report of ACABQ, that there shall be sec ott againsc che apportionment among Member States, as provided for in paragraph 5 of the present resolution, their respective share in the projected surplus of 1,421,658 dollars gross for the period from 3 January 1989 to 31 May 1991, inclusive. These arc some aspects which I should like to highlight. The draft resolution was adopted by the Fifth Committee without a vote.

I thank the Rapporteur of the Fifth Committee. If the~e is no proposal under rule 66 of the rules of procedure, I shall take it that the General Assembly decides not to discuss the report of the Fifth Committee which is before the Assembly today. It was so decided.

Statements will therefore be limited to explanations of vote. The positions of delegations regarding the recommendation of the Fifth Committee have been made clear in the Committee and are reflected in the relevant official records. May I remind members that, under paragraph 7 of decision 34/401, the Gene~al Assembly agreed that "When the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, that is, either in the Committee or in plenary meeting unless that delegation's vote in p11nary meeting is different from its vote in the Committee". I would remind delegations that, also in accordance with General Assembly decision 34/401, explanations of vote are limited to 10 minutes, and should be made by delegations from their places. Before we begin to take action on the recommendation contained in the report of the Fifth Committee, I should like to advise representatives that we are going to proceed to take a decision in the same manner as was done in the Fifth Committee. The Assembly will now take a decision on the draft resolution contained in paragraph 7 of the report of the Fifth Committee (A/4S/882/Add.1). The Fifth Committee adopted the draft resolution without a vote. May I take it that the Assembly wishes to do the same? The draft resolution was adopted (resolution 45/269).
