103. , ~ Scale of assessments for the apportionment of the expenses of the United Nations: report of the Com- mittee on Contributions (concluded)*
I should like to invite the attention of the General Assembly to document A/34/851, which contains a letter addressed to me by the Secretary-General informing the General Assembly that
11 Member States are in arrears in the payment of their financial contributions to the United Nations, within the terms of Article 19 of the Charter. The Secretariat has informed me that, since the publication of that document, the Dominican Republic and Mali have made the necessary payments [A/34/851/Add.1/].
2. With respect to South Africa, as members as aware, no delegation has been accredited by that
Member State to this session of the General Assembly.
3. In respect of the remaining nine Member States, I have been informed that steps have been taken to expedite the remittance of the necessary contributions.
4. May I remind the Assembly that today’s meeting was scheduled in exceptional circumstances and at very short notice. All members are fully aware of the circumstances in which, when we recessed on 31 December 1979, I scheduled this meeting for today in view of the importance of the Assembly's discharging its obligation under the Charter to elect five nonpermanent members of the Security Council.
5. Governments have therefore obviously had very little time to anticipate the situation facing us today. Accordingly, I should like to propose, as an exceptional measure, that the Assembly authorize the nine Member States in question to vote until 11 January. The

Secretary-General might be invited to report in this regard on 14 January at the latest.
6. IfI hear no objection, I shall take it that the General Assembly agrees to that proposal.

15. Elections to fill vacancies in principal organs (con- tinued): (a) Election of five non-permanent members of the Security Council
The General Assembly will now continue balloting for the election of one nonpermanent member of the Security Council from the group of Latin American States, for a two-year term beginning on 1 January 1980.
8. As members are aware, during 16 plenary meetings since 26 October 1979 the Assembly has held 148 ballots which have proved to be inconclusive. The Assembly will now proceed to the one hundred and fortyninth ballot, the first of a series of three unrestricted ballots, in accordance with rule 94 of the rules of procedure. In this unrestricted ballot, any member State from the group of Latin American States may be a andidate for election except, of course, Bolivia, which is about to vacate its seat, and Jamaica, which is already a member of the Security Council. The ballot papers will now be distributed.
At the invitation of the President, Mr. Nikulin (Byelorussian Soviet Socialist Republic and Mr. Celikkol (Turkey) acted as tellers.
A vote was taken by secret ballot.
I propose now to suspend the meeting while the ballots are being counted.
The meeting was suspended at 11.45 a.m. and resumed at 11.55 a.m.

Since the second unrestricted ballot has proved inconclusive, we shall now proceed to the third unrestricted ballot. As before, in this unrestricted ballot any member State from the group of Latin American States may be a candidate for election except, of course, Bolivia and Jamaica. The ballot papers will now be distributed.

17. May I remind representatives that any ballot paper containing any name other than that of Cuba or Colombia will be declared invalid, sirce the balloting is restricted to those two States.

As neither of the two countries obtained the required two-thirds majority, the General Assembly will continue the voting and will hold a second ;estricted ballot. As in the fast ballot. the only countries whose names may be included in the ballot papers are Cuba and Colombia. Any papers containing the names of other countries will be declared invalid. The ballot papers will now be distributed.

The ballot papers will now be distributed.
