Once again the Security Council has been convened, at the initiative of the delegations of Liberia, Tunisia, Sierra Leone and Madagascar, in order to debate problems which are of direct concern to Portugal, In the letter they addressed to the Council [S/6791], the four delegations requested that the meeting should take place on an urgent basis. The urgency felt by the four delegations for calling a meeting of the Security Council led my delegation, and presumably other delegations as well, to believe that there was a special and sudden reason for calling the Council into session and that some new and serious facts or developments had to be brought to its attention fer consideration, My delegation, therefore, could not but be deeply surprised when it became clear that the speeches of the representatives of Liberia, Tunisia, Sierra Leone and Madagascar [1250th meeting] did 3.
