S/PV.2022 Security Council

The Security Council has just placed on its agenda the application of the Socialist Republic of Viet Narti for admission to membership in the United Nations. That application was circulated by the Secretary-General on 2Q August 1976 [S/12183], pursuant to -&he provisions of rule 59 of the provisional. rules of procedure. The agenda also includes the Secretary-General’s letter dated 7 December 1976 (S/ 122521 drawing the Council’s attention to resolution 31/21 of 26 November 1976, in which the General Assembly recommended that the Council should reconsider the application favourably in strict conformity with Article 4 of the Charter of the United Nations. In addition, the agenda mentions the Secretary-General’s note of 11 July 1977 [S/12361/, transmitting a letter of the same date from the Permanent Observer of the Socialist Republic of Viet Nam, requesting that the Council should reconsider Viet Nam’s application for membership during the current month of July. 2. In accordance with the provisions of rule 59, unless the Council decides otherwise, applications for membership shall be referred by the President of the Council to the Committee on the Admission of New Members. Accordingly, unless I hear a proposal to the contrary, I shall refer the application of the Socialist Republic of Viet Nam to the Committee on the Admission of New Members for examination and report. 3. As there has been no other proposal, I take it that the Council wishes to follow the usual procedure. It was so decided.

In order that the Council may dispose of this matter in an efficient manner, I propose that the Committee on the Admission of New Members should convene immediately upon the adjournment of this meeting. I hope the Committee will be able to prepare its report promptly so that the Council can consider the question again tomorrow morning.
