Members of the Council h.::lve heard the important statement presented by the representative of the Netherlands. Unless I hear any request to speak from a member of the Council, or from any of the representatives seated at this t<.ble, I shall take it that members of the Council wish to proceed to c. vote on the draft resolution,
Mr. MENON (India): I do not wish, at this dosingstage of the discussion of the Indonesian question and when we are about to vote on the draft resolution, to take up the time of :he Council. However, I would request pennission to make an observation with reference to the statement of the representative of the Netherlands in regard to Hyderabad. First of all, the Nizam of Hyderabad was never placed in detention by the Government of India. and is today ns free to go about in any part of the world as the Prime Minister of India.

En premier lieu, le NizaID d'Haiderabad n'a jamais ete interne par le Gouvemement de l'Inde et it est aujourd'hui aussi libre de se rendre dans n'importe quelle partie du monde que le Premier Ministre de 1'Inde. Je vais plus loin et j'affirme que, en n~a1ite, le Nizam d'Haiderabad avaif efe fait prisonnier par une minorite active et sans scrupules et q:.le ce sont les forces indiennes qui lui ont rendu une complete Jiberte d'action. Non seuJement le Nizam, mais aussi le peuple d'Haiderabad etaient terrorises et domines par cette minorite. L'annee indienne a He lme armee liberatrice qui a Son.uve le Nizam et son peuple de la tyralmie d'une clique. Il est egalement inexact de declarer que la cen- , sure existe en Haiderabad. Les observateurs de n'importe quelle partie du monde ont toute liberte pour venir en Haiderabud et se rendre com?te par eux-memes de la veritable situation. Je demande sincerement au representant des Pays- Bas d'accorder aux observateurs militaires designes par la Commission de bons offices de cette auguste assemblee, les memes faeilites que le Gouvernement de l'Inde accorde al1X observatetJrs et aux visiteurs qui se rendent en Halderabad. En ce qui conceme les allegations relatives au massacre des musulmans et au pillage de biens musulmans en Haiderabad, je sympathise since
I go further and claim that the Nizam of Hyderabad was a virutal prisoner in the hands of a militant and unscrupulous millority grcup, and it was the Indian forces which actmlly restored him to complete freedom. Not only the Nizam of Hyderabad, but the people of Hyderabad, were. terrorized and suppressed by :his minority. The Indian Army was an army of freedom which rescued the Nizam l:md his people from the tyranny of a junta. Again it is untrue to say that there is any censorship in Hyderabad. Observers from any part of the world are free to visit Hyderabad and to see. for themselves the actual state of affairs there. I would sincerely reqt:est the representative of the Netherlands to accord, at least to the milital'"Y ooservers assigned by the Corn· mittee of Good Offices of this august body, the same facilities which observers and visitors to Hyderabad are given by the Government of India.
As to the rest of the allegations about the massacres and looting of Muslims and Muslim property in Hyderabad, I sincerely sympa6ize with the pathetic position of the representative of the Netherlancs, who has to faH 'Jack on malicious untruths coming from someone who is living hundreds of miles away from Hyderabad. I would invite the representative of the Netherlands, and the people of his way of thinking, to visit Hyderabad and see things for themselves.
As there are no further speakers, we shall proceed to the vote.
In view of the remarks of the representative of Arg~tina, and because the representative of the USSR has submitted a specific amendment which is set forth in docnment 5/1233, I pro::JOse to put the dra:t joint resolution (5(1219] to the

This doc;:ument gives effect to the decision tak~n at the 405th meeting to embody in the original draft resolution the amendments which we accepted yestercay and which were agreed to by the sponsors of the draft resolution. In consequence of tbis, we have this one working paper dated 28 January, and also document S/1233.

As there was evident misunderstanding in the minds of the representatives of the Ukrainian SSR and the USSR in reference to what'we had actually done in voting on paragraph 2, I permitted their explanations to be made. I think that is an act of courtesy to the two representatives in question which the Council would have wished to accord under the circumstances. However, it is desirable that we should adhere to our rules; namely, that, when we have taken a decision by a vote on a particular paragraph, the discussion should not be reopened. I hope that in the, future conduct of this debate members will abide by that rule.
