Before adjourning the meeting I shall call upon the representative of the Netherlands to make a short statement.

I should like tirst of an to answer a question which was put by the Tepresentative of the Re- -public or Indonesia, Mr. Palar, earlier this afternoon. He asked whether the transfer of sovereignty would be real, cornplete and unc~:mditiona1. I should like to elaborate further on thts POint at our next meeting, but 1. should now like to state most emphatically that the transfer, according to the Renvt'lle Agreement, will be teal, complete and unconditional.
Further, se....eral speakers here this afternoon hve referred to the political leaders who are still in Bangka. Some speakers have implied that they are interned there; others have even alluded to the word "gaol", though disclaiming the wish to l1se that word. I should like to make it very clear tha.t the Republican leaders on Bangka and in PTapat 11iL\'e been fully liberated. They are allowed to return to Java or Sumatra or to go abroad if they so wish. The only limitation im~ posed on them is with regard to their rctL~rn to logiakarla, and this limitation they share with other rE'sidellts of Indonesia in view of military restrictions.

In conclusion, 1 should like to say that, in the interest of reaching an agreement, my Government has authorized me to declare that it is willing. to accept the Canadian proposal in the terms and with the objective formulated the other day by General McNaughton. This means, ann r quote his terminology, with a view to "... reaching an agreement betwi'":en the parties as to the time and conditions tlnder which the prop<Jsed conference at The Hague could be held". The Neth· erlands Government is prepared to take part in exploratOry discussions under the auspices of the United Nations Commission for Indonesia with. put prejudice to the resolution of the Security Council, and to the rights, claims. or positions of the parties.

In conclusiun I should like to join General Mc- Naughton in e.,<pressing the hope-and] trust that although he is absent, he would not object to my quoting him, "... that through the means of the preliminary discussion . , , to be carried out under the auspices of our Commission in Indonesia, it will be possible to develop the Netherlanuj; proposals for a conference at The Hague into a practicable and acceptable procedure whereby there may be direct negotiation between the parties, and that this may lead to an early settlement of the problems in Indonesia".

Mr. :YIALIK (Union of Soviet Socialist Republics) (trans!JJ.ted ft'om Rmskm): r should like to raise one question. The Council ~1as before it a proposal cnncerning the convocation of a preliminary_ conference between the representatives of H,e ~etherlands and the representatives of the Ir:donesian f(epubJic, without implementation having been g-iven to the Secl1Ti:y Council resolution of 28 Ja~uary 1949 <:oncerning the immediate and unconditional release of the representatives n; the Republic. Do not the authors of this pro· posal consider that such a conference would be like a conferente between prisoners and gaolers? I should like to have ::;QlUe dari6cation on this point.
I apologise to representatives who had asked to speak. I did nol grant their requests because it was so late, and I thought at the time that the representath'e of the Soviet Union was going to speak on the agenda of the next meeting, or to deal with a point of order.
I again propose that we adjourn and hold our next mee'jng on 'Nednescay, 16 March, at 3 p,m.
