Mr. MANUILSKY (Ukrainian Soviet Socialist Republic) (translated from Russian): I should like to point out that, under the Council's rules of procedure, documents concerning the. agenda should be communicated to members three days before the meeting. It was only today, however, that the delegation. of the Ukrainian SSR received these very interesting documents, which require thorough study. In my opinion, all that need be done today is to place this question on the Council's agenda, without embarking on any discussion, for which the necessary documents must first be made available. I should 31so like to point out that the documents which have been distributed to the Security Council contain only the decision of which all the representatives had already learned through the Press, and some decisions of a financial nature. They do not contain any very important decisions on diplomatic or military questions. In these circumstances, I think it would be difficult to form an accurate opinion of that agreement and to take part in a discussion. Consequently, I would ask the President not to start a discussion on the substance now, and merely to include that question in the Council's ·,agenda. General McNAUGHTON (Canada) : The Call;;-Jian delegation finds itself in complete agre(:~l ent with the position taken by the representatIve of the Ukrainian SSR. It wouJd be difficult for us, as for other members of the Council, to debate this very important matter in the absence of the appendices to the special report of the United Nations. Commission on Indonesia covering the Round Ta,ble Conference. . This is a very important matter, and I tllink that, when the Council comes to deal with it, full infotmation should be available to ·us. I know that the Canadian delegation, for one, in the light of that very full and complete information which we shall have, will wish to pay a proper tribute to those who have participated in this greatendea'\T0ur of the United .Nations-not ,only to our own Commission on Indonesia but also' to the several authorities which met together , and hammered out a solution of this problem. MANUILSKY CRepublique socialiste SOVletique d'Ukraine) (traduit d1t russe) : Jevoudrais attirer l'attention du Conseil sur le fait que, conformement au reglement interieur, les documents ayant trait a l'ordre du jour doivent etre ~envoyes aux delegations trois jours avant la seance a laquelIe ils sont discutes. Or, la delegation de la RSS d'Ukraine n'a rec;u ces documents qu'aujourd'hui. Ils sont fort interessants et exigent une etude approfondie. A mon avis, il faudrait se borner aujourd'hui a inscrire cette question a l'ordre du jour du Conseil de securite; il n'y aura~t pas lieu de commencer le debat aujourd'hui meme, car, pour le faire, il faudrait que 1es membres du Conseil aient d'abord rec;u les documents. Je me permettrai aussi de faire observer que· les documents qui ont ete communiques aux membres du Conseil ne contiennent que la decision qui a deja ete publiee dans leg jOJ1rnaux et que tous les representants connaissent deja par ceuxci, ainsi que les decisions pontant sur 1es incidences financieres. Maig i1 n'y figure pas de decisions tn~s importantes, ni sur les questions diplomatiques, ni sur les questions mi1itaires. n me semble que, dans ces conditions, il est tres difficile d'apprecier cet accord a sa juste valeur et de prendre part a sOn examen. Je voudrais donc demander au President de ne pas ouvrir des maintenant le debatquant au fond et de se borner a inscrire cette question a l'ordre du jour dti Conseil de securite. Le general McNAUGHTON (Canada) (traduit de l'anglai$) : La delegation canadienne approtlve entierement l'attitude adoptee par le representant de la RSSd'Ukraine. Les membres du Conseil pourront difficilement discuter cette tres importante question avantd'avoir rec;ude laCommission des Nations Unies pour l'Indonesie leg annexes au rapport special sur la Conference de la· Table ronde. Il s'agit, je le repete,d'urre question particulierement importante, et j'estime que pour la traiter, le Conseil doit disposer de renseignements trescomplets. Lorsque la delegation canadienne aura.ohtenu ces informations, elle,tiendra assurement a rendre hommage a tous ceux qui ont participe ala grande·ceuvre entreprise.par 1'0rga:" nisation, c'est-a-dire aux membres de .la Commission des Nations Uniespour l'Indonesie et aux diverses.· autorites qui sont parvenues, apres de longsentretiens, aunreglement de la question. ,." Mr. MALIK' (Union of Soviet Socialist Republics) (translated from Russian) : The Council's position' is somewhat peculiar. A meeting which would simply adopt the agenda and then adjourn would be unprecedented in the hist()ry of. the Security Council. Furthermore, a similar item is on the Council's agenda. When relevant documents have been received, when they have been translated into the offici?l languages, and when they have been examined, the Council can consider them. I doubt whether any useful purpose would be served if we were now to decide to adopt the agenda formally and then adjourn. We might, rather, take note of the statement, just made to the Council by the President, that we shall soon receive all the document3 and annexes mentioned in the report. Having done so, the Council should conclude today's meeting, and then in a few days' time, when we have received and studied these documents, we can meet, adopt the agenda and· begin a discussion qn the substance of the question. That would be the proper procedure. I do not object to the President's proposal, although it is somewhat unusual, namely that the Council should adopt the agenda and then adjourn the meeting; the alternative procedure would' be for us to wait until we have received and examined all· the relevant documents and then hold a regular meeting of the Council and formally include that question in the agenda, since it has been on the agenda for a very long time. That might be a more sensible course to adopt. Mr. TSIANG (China): My delegation finds itself in the same situation as those delegations whose representatives have spoken so far. Although I received. the documents, I believe, two days ago, I should like the discussion to be postponed until we have had time to study' the appendices. It appears that these a.ppendices will comprise some very fundamental documents, without a. detailed study of which discussion would not be· really useful. However, since we are here, I should like to take advantage of the occasion to say that my delegation is very grateful to the Council's Commission on Indonesia for having succeeded in bringing about this agreement. I am not referring to the substance of the agreement,. since that is left for subsequent discussion; but the fact that there has been agreement is undeniable, and is very important not only as regards the question of Indonesia but as regards the whole history of the United Nations. MALIK (Union des Republiques socialistes sovietiques) (traduit dUr russe): Le Conseil se trouve dans une situation quelque peu extraordinaire: s'i! decide d'adopter l'ordre du jour et de se separer, sa presente seance sera sans precedent. Le Conseil de securite a, d'ailleurs, une question analogue cl son ordre du jour. Lorsqu'on aura re<;u les documents necessaires, lorsqu'on les aura fait traduire dans les langues officielles, lorsqu'on les aura etudies, le Conseil pourra en aborder l'examen. Je me demande cependant s'il serait opportun que le Conseil decide maintenant d'adopter l'ordre du jour, puis de se separer. Il me semble plus indique de prendre note des renseignements que le President vient de communiquer au Conseil et seIon lesquels les documents et toutes les annexes dont i1 est question dans le rapport seront distdbues sous pen. . Le Conseil pourrait terrniner la-dessus sa sea.nce d'aujourd'hui, puis, dans qnelques jours, lorsque les representants auront re<;u et etudie ces document." it pourrait se reunir, approuver l'ordre du jour et commencer le debat quant au fond. Je ne m'oppose pas a la proposition duPresident, mais elle est· quelque peu extraordinaire: en efIet, il propose d'adopter', l'ordr~ du jour et de lever la seance, au lieu d'attendre que les membres duConseil aient re<;u les documents et les aient etudies, pour reunir le Conseil en seance ordinaire et decider officiellement d'examiner cette question qui figure cl l'ordre du jour du Conseil . de securite depuis longtemps. Peut-etre la solution que je propose est-elle plus opportune. M. TSIANG (Chine) (trad~£it .de l'anglais) : Nous nous trouvons dans la meme situation que les autres delegations qui viennent d'exprimer leur point de vue. J'ai bien re<;u des documents, il y. a deux jours environ, mais je youdrais que le debat ne commence qu'apres que nOllS aurons eu le temps d'etudier les annexes' au rapport. Ces annexes contiennent, semble-t-H, certaines informations essentielles que nous devons etudi.~r avee soin si nous voulons Que le debat soit fructueux. ~ , Ma delegation voudrait, a cette occasion,· exprimer sa reconnaissance a la Commission des Nations Dnies pour l'Indonesie, creee par le Conseil quiacontribue cl l'heureuse conclusion de cet accord. Je ne parlerai pas des termes de cet accord, puisque nous devons en discuter par la suite. Mais le fait est qu'un accord a ete condu, et ceci est tres ip:tportant non seulement en ce qui concerne l'Indolnesie, mais en ce qui concerne toute l'ceuvre .de l'Organisation des Nations Unies. M. I believe it would be better if the Chinese representative did not press his proposal, be~ause by so doing he would put some delegations, including my own, in an embarrassing position. We cannot, as it were, .sign a blank cheque and express' our gratitude in advance, before we are familiar with the substance of the question. l\{t.. TSIANG (China) :. I did not make any proposal to the Security Council. I merely stated that my delegation welcomed the fact that there has been an agreement, without saying whether or not the agreement is a good-one. I wish to say ag'clin that my delegation welcomes the fact that there has been agreement, and, so far as my delegation is concerned, we are very grateful for th~, services which the Commission has rendered in bringing about that agreement.

As theageuda of the Council has not been formally adopted, the, speciaIJ7eport of the Commission dealing with the Indonesian questionwhich, as the representative of the Soviet Union has well said, is on the con~inuing agenda of the Council-has been included in it. However, since the Chairhas noted that th~ majority of representatives think. it would be premature to begin the discussion today, we can, if there is no objec-, tion, postpone <:onsideration of that item until the arrival of the additional documenti, which, according to the information we have received, will be available on 22 or 23 November.
