I feel sure that I am speaking on behalf of the Council as a whole in expressing to Mr. Urrutia, the representative of Colombia, our appreciation of the skill with which he directed the Council's work during the month of August. Mr. Urrutia, who has been Colombian representative to the United Nations for many years, is leaving us, and with him go the Council's best wishes for his happiness and personal success. His wisdom, his breadth of interests and his devotion to the cause of peace will long be remembered by those of us who have had the privilege of being his colleagues here. 2. I should like to draw the Council's attention to the draft resolution submitted by Australia and the United Kingdom [S/3876].
It is a matter of both pleasure and pride for Her Majesty's Government in the United Kingdom that the Security Council should have before it today an application by the Federation of Malaya for membership in the United Nations. On 31 August 1957 the Federation became, as is well known to all members of this Council, the tenth sovereign and independent member of that commonwealth of free nations to which my country is proud to belong. 6. The ceremonies surrounding the declaration of the Federation's independence in Kuala Lumpur were attended by His Royal Highness the Duke of Gloucester, representing Her Majesty the Queen, by representatives of Her Majesty's Government in the United Kingdom and of other Commonwealth Governments, and of many Governments of States Members of this organization. Greetings have been sent to His Majesty the new Head of State of the Federation from all over the world. 7. I have said that the emergence of the Federation as an independent State is a matter of pride to my Government. It follows upon 170 years of British rule, to which tribute was paid in the ceremonies of independence. It is also a matter of pleasure for us for the following reason: the independence of the Federation of Malaya, following upon the independence of Ghana and of many other of the countries we gladly recognize as fellow Members of the United Nations, represents Adoption de l'ort'lre du jour L'ordre du jour est adopte. To devise a constitution which would be generally acceptable was, given the political complexities of the Federation, no easy task. The Constitution which has now been adopted is a tribute to the wisdom, tolerance and understanding shown by the statesmen of the Federation in their progress to independence. It was as a result of their consultations with Her Majesty's Government and with the constitutional commission - composed, as members of the Security Council will remember, of representatives of several other countries of the Commonwealth - that the present Constitution of the Federation of Malaya emerged. 9. At their meeting in London in June and July 1957, the Prime Ministers of the Commonwealth countries extended their warm good wishes to the Federation of Malaya on the eve of its achievement of independence and looked forward to welcoming the Federation as a member of the Commonwealth of Nations. The day of independence has now come, and Commonwealth countries again, with many other States, have sent messages of greeting to Kuala Lumpur. I feel that I can speak with confidence, therefore, when I predict a welcome no less warm from all the Members of the United Nations. I feel sure that they will share the opinion, expressed by the Australian and United Kingdom delegations on behalf of our respective Governments in the letter now before the Council [8/3874J, that the Federation of Malaya is well qualified for membership is this Organization. 10. I am confident that the Security Council will wish, accordingly, to dispense with the reference of the application of the Federation for admission to a committee of the Council, since such a reference could only be a formality. It is therefore my privilege to sponsor with the delegation of Australia, the other Commonwealth member of the Council, the draft resolution that is before the Council. 11. It is my hope and expectation that the process of the Federation's admission may proceed without delay and that the General Assembly may complete this process at the earliest possible occasion in its twelfth session. We look forward to very close and cordial co-operation with the delegation of the Federation of Malay~ to United Nations when the time comes for it to join us here.
It was a great honour and pleasure for the Australian delegation to join with the United Kingdom delegation in requesting this meeting of the Security Council and in sponsoring the draft resolution recommending the admission of the 12. Today we welcome the Federation of Malaya, a rich and colourful country situated very near to Australia, a country with which we naturally have very close ties. Indeed, apart from New Zealand, the Federation will now be Australia's nearest neighbour in the Commonwealth. Australians have been working in various economic enterprises in Malaya for many years, and there is an important two-way trade between Malaya and Australia. The Australian Government has long maintained a representative in Malaya, and in recent years there has been intimate collaboration between our Governments under the Colombo Plan which, besides fostering many economic ties and cooperation in numerous fields of enterprise, has important cultural aspects. A number of Australians are now working in Malaya, under Malayan authorities, doing all they can to assist in the establishment of a smoothworking, modern, democratic State and community. This first-hand experience of the Malayan way of life and appreciation of the wealth of the ancient Malay culture is proving very valuable to our own people. On the other hand, many Malayans have chosen to undertake courses of training in various subjects in Australia, where we welcome them and where they have established for themselves a very high reputation. 15. Australia has been proud also to assist in the Federation's constitutional development towards selfgovernment. Sir William McKell, who, first as Premier of the State of New South Wales and later as Governor General of the Commonwealth of Australia, had a wide practical experience of the working of our federal system, served as a member of the commission appointed by the Malayan authorities to advise in the preparatory stages of drawing up the Federation's Constitution. 16. The Australian Minister for External Affairs, Mr. Richard G. Casey, represented the Australian Government at the Independence Day celebrations in Kuala Lumpur on 31 August. The establishment of the Federation's independence as a fully self-governing member of the Commonwealth of Nations constitutes yet another tribute to the wise policies and skilful administration of the United Kingdom. We have long been accustomed to salute the United Kingdom Parliament as the" Mother of Parliaments ", whose institutions and practices have guided and inspired parliaments in many countries. We are now witnessing repeated demonstrations of the way in which the democratic institutions of the United Kingdom have nurtured the growth of democratic ideas and practices 19. I sincerely agree with the United Kingdom representative that the Council will not wish to go through the formality of referring the application to any committee on new Members. I would like to suggest that in the case of the Federation of Malaya the same steps be taken as were taken last year in the case of countries recommended for admission by the Security Council and that arrangements should be made for the admission of the Federation to membership is the United Nations as soon as possible after the twelfth session of the General Assembly convenes on 17 September 1957. 20. I would like to add that my delegation looks forward to very close and friendly relations with Tunku Ja'Afar and the members of his staff in the work of this Organization.
The United States will vote enthusiastically in favour of the admission of the Federation of Malaya to the United Nations. The United States has watched with great interest the negotiations which culminated last Saturday, 31 August, in the proclamation of the Federation's independence. 21.. M. Une fois encore, nous avons vu s'accomplir une evolution pacifique dans le monde libre. Une fois de plus, nous avons eu la preuve convaincante que, avec de la bonne volonte et une direction perspicace, des liens historiques precieux peuvent s'adapter aux exigences du present et de l'avenir. Once again, we have seen the process of peaceful change at work in the free world. Once again, we have seen clear evidence that, with good will and imaginative leadership, historic and valuable relationships can be adapted to meet the needs of the present and the future. This process of adaptation is implicit in all sound international relations.. When it is well done, as it was in the present case, a responsive chord is struck in all our hearts. For this reason, the United 25. The United States, as President Eisenhower has \vritten in a letter to the Paramount Ruler of the Federation, looks forward to years of mutually beneficial relations with the Federation. With our vote today, the United States sends to the Government and people of the Federation of Malaya good wishes for the development of our mutual relations as Members of the United Nations.
My Government is well satisfied that the Federation of Malaya meets the requirements for membership in the United Nations. I ",ill therefore vote for the draft resolution submitted by Australia and the United Kingdom. 27. I observe that the representative of the United Kingdom looks upon the present occasion with both pleasure and pride. As the representative of a neighbour of Malaya, I can testify to the fact that Sir Pierson Dixon has a perfect right to feel pleasure and pride on the present occasion. The achievement of the Federation's independence is basically a joint Malayan and British achievement. The United Kingdom guided its action in Malaya by the spirit of trusteeship long before the Charter of the United Nations, with its Articles on trusteeship, came into being. I should therefore like, first of all, to pay a compliment to the Government of the United Kingdom through Sir Pierson Dixon. 28. Of course, the people of the Federation are happy today. They rejoice in their new independence. They are entitled to that joy. The Prime Minister of my country extended my Government's congratulations to the Federation of Malaya on 31 August. We in China have a special reason for extending such congratulations because a considerable percentage of the people of Malaya are of Chinese origin. Indeed, I am told that, on the occasion of the celebration of the Federation's independence, the historicai documents 24. La Federation de Malaisie aborde sa carriere d'Etat sous d'heureux auspices. Elle est un pays riche en ressources humaines et naturelles. Son systeme federal de gouvernement est excellent et tire sa force d'un ordre social solidement etabli. Les Etats-Unis d'Amerique, comme 1'a ecrit le president Eisenhower dans une lettre au Chef supreme de la Federation de Malaisie, se rejouissent d'etablir des relations durables avec la Federation, dans 1'interet des deux pays. En votant aujourd'hui pour 1'admission de la Federation de Malaisie, les Etats-Unis d'Amerique forment des vceux pour le developpement des relations mutuelles des deux pays au sein de 1'Organisation des Nations Unies. 26. Aussi voterai-je en faveur du projet de resolution presente par I'Australie et le Royaume-Uni. 27. Le representant du Royaume-Uni a dit etre heureux et fier en cette occasion. En ma qualite de representa.nt d'un Etat voisin de la Malaisie, je puis affirmer que sir Pierson Dixon a pleinement le droit d'etre heureux et fieI'. En somme, l'accession de la Federation de Malaisie a 1'independance est l'ceuvre commune de la Federation et du Royaume-Uni. Le Royaume-Uni a administre la Malaisie dans 1'esprit des accords de tutelle longtemps avant que la Charte des Nations Unies, et ses dispositions sur la tutelle, aient vu le jour. Je voudrais donc tout d'abord adresser, par 1'intermediaire de sir Pierson Dixon, mes felicitations au Gouvernement du Royaume-Uni. 28. On comprend que la population de la Federation de Malaisie soit dans la joie aujourd'hui. Elle jouit de 1'independance nouvellement acquise. Elle en a le droit. Mr. GEORGES-PICOT (France) [translated from French]: The French delegation is prepared to support the draft resolution calling for the admission of the Federation of Malaya to membership in the United Nations submitted by Australia and the United Kingdom. 31. As in the case of the admission of the newest Member State, Ghana, it appe~rs that all procedural difficulties have been obviated with exceptional rapidity, in view, no doubt, of the fact that the twelfth session of the General Assembly wHI open very soon. The fact that the admission of the new State is recommended by such Powers as the United Kingdom and Australia, and the membership of the Federation of Malaya in the British Commonwealth of Nations are in the French delegation's opinion prima facie evidence of the political wisdom of the new State. 32. We have also carefully studied the Constitution of the Federation of Malaya as published on 2 July 1957 and have taken note of the declaration of 31 August 1957 by the Prime Minister and Minister of External Affairs of the Federation. In our view, the principles which underlie and imbue them plainly justify the recommendation that the Council should support the admission of the new State. 33. We are disposed to believe that the new State is genuinely democratic and that it fulfils all the requirements laid down in Article 4 of the Charter with regard to the admission of new Members. 34. The French delegation, for its part, warmly welcomes the accession of the Federation of Malaya to independence. The presence of Mr. Maurice Faure, Secretary of State for Foreign Affairs of France, at Kuala Lumpur during the independence ceremonies is evidence of the importance the French Government attaches to relations between our two countries and to their harmonious development. 35. The French dele.,,--I-ion wishes to express its best wishes for the fut'.1 of the new State and hopes that the delegation of tLle Federation of Malaya will soon be in a position to make its constructive contribution to the work of the Organization. 30. GEORGES-PICOT (France) : La delegation frangaise est prete a soutenir de son vote le projet de resolution presente par I'Australie et le Royaume-Uni tendant a l'admission de la Federation de MaIaisie au sein de I'Organisation des Nations Unies. 31. Comme dans le cas du dernier pays adm's, le Ghana, il semble que toutes les difficultes de procedure aient cte levees avec une exceptionnelle rapidite, en vue, sans nul doute, de 1'0uverture prochaine de la douzieme session de l'Assemblee generale. Le fait que la candidature du nouvel Etat soit recommandee par des puissances telles que le Royaume-Uni et l'Australie, l'appartenance de la Federation de Malaisie au Commonwealth des nations, constituent des l'abord pour la delegation frangaise autant de gages de la sagesse politique du nouvel Etat. 32. La delegation franl;aise, pour sa part, se rejouit de l'accession a l'independance de la Federation de Malaisie. La presence a Kuala-Lumpur, a 1'0ccasion des ceremonies de l'independance, de M. Maurice Faure, secretaire d'Etat aux affaires etrangeres de la France, est le meilleur temoignage de l'importance que le Gouvernement frangais attache aux relations existant entre les deux pays et aleur developpement harmonieux. 35. La delegation franl;aise tient a exprimer ici tous ses vreux pour l'avenir du nouvel Etat, et souhaite que la delegation de la Federation de Malaisie soit prochainement en mesure d'apporter aux travaux de l'Organisation sa contribution constructive. 37. At the moment, when consideration is being given to the admission of the Federation of ~Ialaya to membership in the United Nations, the Security Council is in fact writing the final chapters in the : history of colonial relationships in Asia. 38. In a period of seven months the Government of the United Kingdom has come twice to the Security Council to introduce a new State: first Ghana, and now the Federation of Malaya. No doubt this policy of peaceful termination of former rule is an example of the liberal and realistic attitude taken by the Government of the United Kingdom in its relations with people and territories that have been held under a system born in a different historical epoch. This policy reflects a true appraisal of the national liberation movements and of the importance of allowing such movements to emerge into independence and freedom. This policy reflects also a profound understanding of the direction in which history is developing and the futility of attempting to arrest such trends. Those who recognize this trend and abide by the historical law of national development are not only saving themselves and the people concerned much material damage and human suffering, but are also contributing to the construction of the present and future human society on solid and progressive foundations. 39. While it is our duty to pay a tribute to the Government of the United Kingdom for the steps it has taken to bring the Federation of Malaya to the level of statehood, our thoughts are bound to turn to other peoples who still suffer the bondage of colonial and semi-colonial rule. The world would certainly be a more orderly and peaceful place were it not for the failure of certain Governments to realize that it is no longer possible, even by force of arms, to hold people under an outdated colonial system. The numerous acts of the Government of the United Kingdom in making the achievement of national aspirations by colonial peoples possible should serve as an example of how a great Power can win universal admiration and confidence. These acts by the Government of the United Kingdom have set, at this stage of relations between colonial Powers and the peoples of the colonies, 38. En l'espace de sept mois, le Gouvernement du Royaume-Uni s'est presente par deux fois au Conseil de securite pour y faire admettre un nouvel Etat : le Ghana d'abord, et maintenant la Federation de Malaisie. Il est certain que cette politique qui met fin pacifiquement aune domination reflete l'attitude genereuse et realiste adoptee par le Gouvernement du Royaume-Uni dans ses relations avec les populations et les territoires auxquels est applique un regime ne it une autre epoque. Cette politique decoule de la comprehension exacte de" mouvements de liberation nationaux et de la necessite de laisser ces mOllvements conduire al'independance et ala liberte. Elle traduit, en outre, un sens profond de l'histoire et de la futilite de tous les efforts tentes pour en arreter le cours. Ceux qui reconnaissent cette orientation que prend l'histoire et qui s'inclinent devant la loi historique du developpement national, non seulement evitent pour eux-memes et pour les populations interessees bien des pertes materielles et des souffrances humaines, mais contribuent aussi a l'edification de la societe humaine presente et future sur des fondements solides generateurs de progres. 39. Nous rendons hommage, comme c'est notre devoir, au Gouvernement du Royaume-Uni pour les mesures qu'il a prises en vue de donner it la Federation de Malaisie le rang d'Etat, mais nos pensees se tournent inevitablement vers d'autres populations qui souffrent encore d'etre asservies sous un regime colonial ou semicolonial. L'harmonie et la paix seraient sans aucun doute plus grandes dans le monde si certains gouvernements comprenaient qu'il n'est plus possible, meme par la force des armes, d'imposer a un peuple un regime colonial depasse. Les nombreux actes du Gouverneme~t du Royaume-Uni qui ont permis ades colonies d'obtemr leur independance nationale doivent montrer comment une grande puissance peut s'assurer l'admiration et la confiance de tous. Ces actes creent, en l'etat actuel des relations entre puissances coloniales et populations des colonies, un regime precis, que ne peuvent plus ignorer 41. IVIr. JARRING (Sweden): On behalf of the Swedish Government, I wish to express great satisfaction that the Federation of Malaya has now become an independent and sovereign State. 42. It is a pleasure for my delegation to give its unreserved support to the draft resolution which is now before the Council recommending to the General Assembly the admission of the Federation of :Malaya to membership in the United Nations. We have no doubt that the Federation is able and willing to carry out the obligations of the Charter, and it is our firm conviction that it '''ill make valuable and constructive contributions to the activities of the United Nations. We express our best wishes for the progress and prosperity of the new State and its people. 43. The Swedish delegation also wishes to put on record its appreciation of the conscientious and enlightened manner in which the United Kingdom, in accordance with its great traditions, has encouraged and guided the people of the Federation on the road to independent statehood.
The Philippines will be happy to vote for the draft resolution submitted by Australia and the United Kingdom recommending to the General Assembly that the Federation of :Malaya be admitted to membership in the United Nations. 45. The Federation comprises the nine States of Perlis, Kedah, Perak, Kelantan, Trengganu, Pahang, Selangor, Negri Sembilan - which is itself a confederation of nine States - and Johore and the two settlements of Penang and Malacca. On 31 August 1957, the Federation of Malaya achieved independence and took its place as a full and free member of the British Commonwealth, the fourth Asian nation to be one of the ten independent countries members of the Commonwealth. When the Federation's independence was pro~ claimed a few days ago at Kuala Lumpur, President Carlos P. Garcia - the worthy and able successor of our late President Magsaysay - who, before he beca~e President, was the eo-architect of our foreign polIcy and Secretary of Foreign Affairs for more than three years and whose cardinal policy was to strengthen our ties of friendship with our fellow Asians, sent as his personal representative to the independence ceremony Mr. Quintin Paredes and Mr. Domocao Alonto, 40. ROMULO (Philippines) [traduit de l'anglais] La delegation des Philippines sera heureuse de voter en faveur du projet de resolution de 1'Australie et du Royaume-Uni, qui recommande a l'Assemblee generale d'admettre la Federation de Malaisie a l'Organisation des Nations Unies. 45. La Federation se compose des neuf Etats de Perlis, Kedah, Perak, Kelantan, Trengganu, Pahang, Selangor, Negri-Sembilan, qui lui-meme groupe neuf Etats, et Johore, auxquels s'ajoutent les deux etablissements de Penang et Malacca. Le 31 aolit 1957, la Federation de Malaisie a accede a 1'independance et est devenue librement, avec tous les droits qui s'y rattachent, un membre du Commonwealth britannique ; elle est le quatrieme pays d'Asie sur les 10 pays independants qui constituent le Commonwealth. Lorsque l'independance de la Malaisie fut proclamee il y a quelques jours a Kuala-Lumpur, le president CarIos P. Garc a - successeur digne et capable de feu le President Magsaysay - qui, avant de devenir president, avait contribue a forger notre politique etrangere et occupe le poste de ministre des affaires etrangeres pendant plus de trois ans avec pour principal souci le renforcement de nos liens d'amitie avec les autres pays d'Asie, a envoye a la ceremonie marquant 47. We share in the justifiable pride of the people of )Ialaya over the fact that, despite the manifold and complex problems brought about by the existence of many racial groups and the drain on the manpower and resources caused by their unremitting struggle against an alien ideology that has sought to destroy their freedom by brutality and terrorism, they have succeeded in welding themselves into a federation united by democratic ideals and determined as one nation to uphold and defend its independence. Here is a multiracial State in Asia that emerges before the world as an example that race relations, no matter how complicated, can be solved on the durable basis of unity and co-operation. Here, too, is an unforgettable lesson for all non-self-governing peoples the world over: the Federation of ~falaya achieved its independence despite all the methods of the most barbaric sort resorted to in order to divide :.\Ialaya against itself and make it possible for an alien ideology to impose on it a new form of colonialism. 48. The events of recent years have shown that the colonialism of the West in Asia is becoming a thing of the past. Since the Second World War, many Asian nations have gained their freedom. The United Kingdom must be given full credit for its share in making possible this new advance in the evolntion of human freedom. As I said in 1955 at the Bandung Conference -- and it will bear repeating on this occasion: "The empires of yesterday on which it used to be said the sun never set are departing one by one from Asia. What we fear now is the new empire of communism on which we know the sun never rises." 49. As we pay our tribute to the people of Malaya, we must also pay our homage to Her Majesty's Government, to the leaders and to the people of the United Kingdom. Only recently we saw a new sovereign nation in Africa, Ghana, born under the aegis of the United Kingdom. The Federation of Malaya is the result of the close partnership of Asian leaders and British administrators who have worked together in amity and understanding. British officials have patiently and long laboured together with the leaders of }Ialaya to establish law, order and stable government, and the l~ deux.ieme, qui est premier ministre, assumera aussi les fonctions de ministre des affaires exterieures. A en juger par leur passe, on ne saurait. douter qu'ils reussissent dans cette tache. 47. Comme le peuple malais, nous sommes justl'ment tiers que, malgre les problemes multiples et complexes decoulant de la presence de nombreux groupes etniques et de la ponction operee sur la main-d'ceuvre et sur les ressources par la lutte sans reIache contre une ideologie etrangere se fixant pour hut de supprimer sa liberte par la force brutale et le terrorisme, il ait reussi it se grouper en une federation soudee par l'ideal democratique et decidee, dans l'unite, it garder et a defendre son independance. Un Etat habite par plusieurs races vient de naitre en Asie, donnant au monde la preuve que les relations raciales, si compliquees soient-elles, peuvent trouver une solution durable dans l'unite et la co-operation. La Federation de Malaisie donne aussi une lec;on inoubliable a tous les peuples non autonomes du monde : elle a obtenu son independance en depit des procedes les plus barbares que 1'0n a mis en ceuvre pour diviser la nation et pour permettre a une ideologie etrangere de lui imposer une nouvelle forme de colonialisme. 48. Ces dernieres annees, les evenements ont montre que le colonialisme de l'Ouest en Asie appartiendra bientot au passe. Depuis la deuxieme guerre mondiale, de nombreux pays d'Asie sont devenus libres. Il faut rendre hommage au Royaume-Uni pour ce qu'il a fait afin de permettre ce nouveau progres de l'humanite vel'S la liberte. Ce que j'ai deja dit en 1955 a la Conference de Bandoung, il est bon que je le repete en cette occasion: « Les empires d'hier, sur lesquels on disait que le soleil ne se couchait jamais, disparaissent d'Asie l'un apres l'autre. Ce que nous craignons maintenant, c'est l'empire nouveau dll communisme sur lequel on sait que le soleil ne se leve jamais. )) 49. Mais si nous rendons hommage au peuple malais, nous devons aussi feliciter le gouvernement, les hommes d'Etat et la population du Royaume-Uni. Il y a tres peu de temps, nous avons assiste a la naissance d'un nouvel Etat souverain en Afrique, le Ghana, sous les auspices du Royaume-Uni. La Federation de Malaisie est le fruit de la cooperation etroite d'hommes d'Etat d'Asie et d'administrateurs britanniques, qui ont ceuvre ensemble dans la concorde et la comprehension. Because the Philippines is convinced that the Federation of Malaya meets all the requirements of membership under our Charter, I have been instructed by my Government to vote for the draft resolution submitted by Australia and the United Kingdom, and thus help to make possible the admission of the Federation of Malaya as the eighty-second member of the United Nations. 52. La proclamation officielle de l'independance de la Federation de Malaisie dans le cadre du Commonwealth britannique ne marque qu'un premier pas de son existence d'Etat libre, et le peuple malais aura des taches importantes a mener a bien : il devra consolider la souverainete de l'Etat, veiIler au developpement harmonieux de l'economie nationale et al'elargissement des relations amicales avec les autres Etats. 55. L'admission de la Federation de Malaisie comme Membre de l'Organisation des Nations Unies l'aidera sans aucun doute a accomplir ces taches. La participation aux travaux des Nations Unies lui permettra d'apporter a son tour une contribution importante a la consolidation de la paix et au developpement des relations amicales entre les peuples asiatiques et le reste du monde. 56. Until very recently, however, its people laboured under a colonial yoke and the independence of the Federation of Malaya was officially proclaimed only a few days ago. 53. The USSR delegation congratulates the people of Malaya On this momentous event in the history of their country and wishes them further success in their national development. 54. The attainment of independence by yet another State in Asia represents a new victory in the stubborn struggle of colonial peoples for their liberation. A broad path now lies open before the people of the Federation. The official announcement of the independence of the Federation of Malaya within the framework of the British Commonwealth of Nations is the first step towards its existence as an independent State; its people face the tremendous task of strengthening the sovereignty of their State, developing all branches of their national economy and developing friendly relations with other States. 55. Membership in the United Nations will undoubtedly help the Federation of Malaya to achieve these goals, while, by particit:Jating in the work of the United Nations, the Federation of Malaya will, in turn, have the opportunity to make a valuable contribution to t~e task of strengthening the peace and developing fflendly relations among the peoples of Asia and of the entire world. 56. Faithful to the principle of universality as regards membership is the United Nations, the USSR delegation supports the application of the Federation of Malaya for admission to the United Nations and will vote for the draft resolution. 57. The USSR delegation, while noting with satisfaction the wide measure of support for the application 58. The USSR delegation expresses the hope that the question of the admission of the Mongolian People's Republic to the United Nations will be solved in a positive way in the very near future, in the same spirit of respect for the principle of universality that prevails at today's meeting. 59. In conclusion, the USSR delegation would like to Couvey to the Government and people of the Federation of Malaya its own sincere wishes - as well as those of all the people of the Soviet Union - for their success in the task of strengthening and developing their national sovereignty, their economy and their culture. 60. Mr. VESGA DUARTE (Colombia) [translated tram Spanish]: The Colombian delegation will vote in favour of the draft resolution which we are now considering and which, as the statements made have shown, will secure the unanimous approval of the Council. 61. On behalf of my country, I wish warmly to congratulate the noble people of the Federation of Malaya on the admission of that State to membership in the United Nations, following upon their accession to freedom and independence. 62. At the same time I must congratulate the United Kingdom on this culmination of its civilizing policy in the world under which, besides co-operating in the development of under-developed peoples, the United Kingdom has worked, within the Commonwealth, to assist such peoples to attain their independence. 63. Our position could not be otherwise, for as a Latin-American country we view with great sympathy the growth of independence among the Asian peoples in keeping with their capacity for self-government. On an earlier occasion I said, in another connexion, that the Latin-American peoples' sympathy with the Asian peoples' desire for independence is attributable to the fact that little more than a century ago we were in the same position and therefore consider it natural and right that all those peoples who have not yet attained their independence should achieve it by peaceful means, as the Federation of Malaya has just done. 64. Moreover, the admission of the Federation of Malaya as a Member of the United Nations is a further contribution to this Organization's magnificent task of bringing the free peoples of the world together in a common effort to advance freedom, progress, and the maintenance of a just peace throughout the world. J'ai deja dit, a propos d'une autre question, que si les peuples d'Ameri.que latine sont favorables a l'independance des peuples d'Asie, c'est parce qu'il n'y a guere plus d'un siecle, ils se sont trouves dans les memes circonstances et jugent par consequent naturel et legitime que tous les peuples qui n'ont pas encore leur independance l'obtiennent par des moyens pacifiques, comme vient de le faire ~ la Federation de Malaisie. 64. Mais il y a plus : l'admission de la Federation de Malaisie a l'Organisation des Nations Unies est une contribution nouvelle ala tache magnifique que l'Organisation accomplit : s'efforcer de rapprocher tous les ' peuples libres de la terre, lutter pour qu'ils progressent " et deviennent libres, et aussi pour qu'une paix juste regne dans le monde. 67. My delegation will gladly vote in favour of the application of the Federation of Malaya. We also wish publicly to recognize the new international legal status of that State, with which we propose at an early date to establish diplomatic relations in accordance with the rules of international law. We consider that the Federation of Malaya possesses the qualifications required by the Charter, and we have no reason to question the sincerity of its offer to discharge its obligations under the Charter. 68. We wish also to express our hope that the Hepublic of Korea and the Republic of Viet-Nam which, as the General Assembly has repeatedly affirmed, meet the requirements for membership in the United Nations, may also be admitted in the near future. 69. We also wish once again to express to the Government and people of the United Kingdom our appreciation of the exemplary policy they have followed, which has led to the application and the draft resolution on the admission of the Federation of Malaya now before us, which will, I hope, receive the unanimous approval of the Council. 70. As PRESIDENT, I would recall that the representative of the United Kingdom has requested that we waive rule 59 of our rules of procedure, which provides that an application for membership should be referred to a committee. If there is no objection, the Council will vote on the application of the Federation of Malaya without having before it the report of a committee.
