I am sure that all the members of the Council will agree that it is my duty before opening the debate to express our gratitude to Mr. Nunez Portuondo, the Cuban representative, who presided so skilfuHy over the work of the Council during the month of September. He has once again shown us his ability to combine his remal;kable wit and tenacity in debate with scrupulous objectivity, calm and impartiality as President. We are glad to have this opportunity of congratulating him today. 2. The Security Council is now called upon to elect five members of the International Court of Justice, in accordance with Article 13, paragraph 1, of the Statute of the Court, to fill the five seats which will become vacant on 5 February 1958 on the expiry of the terms of office of Mr. Badawi (Egypt), Mr. Winiarski (poland), President : M. G. GEORGES-PICOT (France). I should also like to point out that Mr. Kuriyama (Japan), Mr. Read (Canada), Mr. Pal (India) and Mr. Thein (Burma) have withdrawn their candidacies. 6. In regard to the voting procedure, I think I should remind the members of the Council that if, after the first vote, more than five candidates have an absolute majority, the Council will have to vote again. If, on the other hand, fewer than five candidates receive such a majority, the Council will likewise have to vote again, but only to fill the places that remain vacant. The meeting will continue until five candidates have been elected with the required majority. 7. We shall now proceed to the vote. A vote was taken by secret ballot. I shall convey the results of the voting to the President of the General Assembly. May I remind the members of the Council that the Council will remain in session until the President of the General Assembly has informed us of the results of the voting in the Assembly. The meeting was suspended at 12.05 p.m. and resumed at 12.55 p.m.

The President of the General Assembly has just addressed to me, in my capacity as President of the Security Council, a letter informing me that at its first meeting, held on 1 October 1957, to elect five members of the International Court of Justice, Mr. Badawi (Egypt), Mr. Wellington Koo (China), Sir Percy Spender (Australia), Mr. Spiropoulos (Greece) and Mr. Winiarski (poland) obtained an absolute majority of votes in the General Assembly. 5. Je voudrais egalement signaler aux membres du Conseil que M. Kuriyama (Japon), M. Read (Canada), M. Pal (Inde) et M. Thein (Birmanie) ont retire !eur candidature. 6. En ce qui concerne la procedure de vote, je crois necessaire de rappeler aux membres du Conseil que si, au premier tour de scrutin, plus de cinq candidats recneillaient la majorite absolue, leConseil devrait proceder it un second tOUi'. Si, par contre, moins de cinq candidats recueillaient cette majorite, le Conseil devrait alors proceder egalement it un second tour de scrutin, mais seulement en vue de pourvoir les sieges encore vacants. La seance se poursuivra jusqu'it ce que cinq candidats aient ete elus it la majorite requise. 7. Nous allons maintenant proceder au vote. II est procede au vote au scrutin secret.
