PERMANENT HEAD9UARTERS COMMITTEE
RESOLUTIONS ADOPTEES SUR LE RAPPORT DU COMITE
DU SIEGE PERMANENT
100 (I). Headquarters of the
United Nations
I. The General As.iembly,
Takes note, with a feeling of sincere gratitude,
of the offer made by Mr. John D. Rockefeller,
Jr., in a letter dated 10 December 1946,1 to give
to the United Nations the sum of $8,500,000
(U.S.), on certain terms and conditions, to make
possible the acquisition by the United Nations
of a tract of land in New York City in the area
bounded by First Avenue, East 48th Street, the
East River and East 42nd Street;
Notes also the assurance given by the City of
New York to fulfil) the terms and conditions ap-
plicable to it on which the aforesaid offer has
been made, and the assurances given by the rep-
resentative of the United States of America with
respect to certain other terms and conditions of
the aforesaid gift;
Resolves, therefore:
1. That the offer of Mr. John D. Rockefeller,
Jr., hereinabove mentioned, be accepted subject
to the terms and conditions therein stated;
2. That the permanent headquarters of the
United Nations shall be established in New York
City in the area bounded by First Avenue, East
48th Street, the East River and East 42nd Street;
3. That the Secretary-General be authorized to
take all steps necessary to acquire the land here-
inabove described together with all appurten-
ant rights, and to receive the aforesaid gift of
$8,500,000 (U.S.), and to apply the said gift to
the acquisition of the land as provided in the
terms of the offer;
4. That the Secretary-General be authorized to
lease the structures now on the site until the work
of demolition is undertaken, or to undertake
demolition, as appears more appropriate;
5. That nothing in this resolution shall be
deemed to restrict the authority of the Secretary-
General to take any action which he may other-
wise be authorized to take;
6. That Part I of the resolution adopted at the
thirty-third plenary meeting of the General As-
sembly on 14 February 1946 relating to the per-
manent headquarters of the United Nations, is
hereby repealed.1

tion des Nations Unies d'une somme de 8.500.000

tions, pour rendre possible !'acquisition par
l'Organisation, d'une etendue de terrain situee
en la ville de Ne\\•York dans la zone delimitee
par la Premiere Avenue, la 48• Rue (Est), l'East
River et la 42• Rue (Est);
Prend acte egalement de l'assurance donnee
par la municipalite de New-York qu'elle remplira
les termes et conditions qui lui sont applicables
et scion lesquels a ete faite l'oflre ci-dessus, et des
assurances donnees ru- le representant des Etats-
Unis d'Amerique en ce qui concerne certains
autres termes et conditions de ladite oflre;
En consequence, decide:
1. L'oflre de M. John D. Rockefeller, Jr., men-
tionnee ci-dessus, est acceptee sous reserve des
termes et conditions stipules dans cette oflre;
2. Le siege permanent de !'Organisation des
Nations Unies sera etabli en la ville de New-York,
dans la zone delimitee par la Premiere avenue,
la 48• rue (Est), l'East River, et fa 42• rue (Est);
3. Le Secretaire general est autorise A preodre
toutes mesures necessaires en vue d'acquerir le
terrain defini ci-dessus, avec tous les droits qui
s'y rapportent, d'accepter le don precite de
8.500.000 dollars (E.-U.) et de l'employer a l'ac-
quisition du terrain, ainsi qu'il est prevu aux
termes de l'oflre;
4. Le Secretaire general est autorise a louer les
batiments q ui se trouvent en ce moment sur cet
emplacement jusqu'a ce que les travaux de de-
molition aient ete entrepris. ou A entreprendre la
demolition, scion ce qui paraitra le mieux appro-
prie;
5. Aucune disposition de la presente resolution
ne devra etre consideree comme restreignant le
pouvoir qu'aura le Secretaire general de prendre
toute mesure qu'il pourrait etre par ailleurs auto-
rise a prendre;
6. La partie I de la resolution• adoptee au
cours de la trente-troisieme seance pleniere de
l'Assemblee generale, tenue le 14 fevrier 1946,
relative au siege permanent de !'Organisation des
Nations Unies est annulee par la pr~sente
resolution.

II. The General Assembly resolves:
1. That the Secretary-General is hereby re-
quested to prepare recommendations with respect
to the matters set forth below pertaining to the
establishment of the permanent headquarters. He
is further requested to prepare a report on these
matters to be distributed to the Memben of the
United Nations on or before 1 July 1947 for con-
sideration at the next regular session of the Gen-
eral Assembly:
(a) General plans and requirements for offi-
cial buildings and other necessary facilities;
(b) Arrangements for accommodations, hous-
:!lg developments and related facilities, on or
off the site, for personnel of the Secretariat, spe-
cialized agencies and national delegations and
their staffs, and for the families of such per-
sonnel;
(c) Approximate costs of construction and
development;
(d) Financial and other arrangements;
(e) Any other matters pertaining to the de-
velopment of the site which the Secretary-Gen-
eral feels the General Assembly should consider
at its next regular session.
2. In carrying out the responsibilities set forth
in paragraph 1 of· this resolution, the Secretary-
General shall be assisted by:
(4) An advisory committee consisting of rep-
resentatives of the following Members:
Australia, Belgium, Brazil, Canada, China,
Colombia, France, Greece, India, Norway,
Poland, Syria, Union of Soviet Socialist Re-
publics, United Kingdom, United States of
America and Yugoslavia.
(b) Consultants and experts who, at the re-
quest of the Secretary-General, shall be desig-
nated by the Government of the United States
of America, or by Governments of other Mem-
ber States, or local authorities.

II. L'Assemblee generale decide:
1. Le Secretaire general est invite a prcparer
des recommandations sur les points cnumeres ci-
dessous et qui ont trait a l'etablissement du siege
permanent. II est egalement invite a preparer un
rapport sur les points ci-apres, qui sera distribue
aux Membres des Nations Unies pour
le 1" juillet 1947, ou avant cette date, et qui sera
examine lors de la prochaine session ordinaire
de I' Assemblee generate:

a) Plans et conditions d'ordre general con-
cernant les hatiments officiels et autres installa-
tions necessaires;
b) Arrangements en vue du logement, de la
construction d'habitations et facilites connexes,
a l'interieur ou en dehors du site, destincs au
personnel du Secretariat, aux institutions spe·
cialisees, aux delegations nationales et a leur
personnel, et aux families du personnel men-
tionne au present alinea;
c) CoOt approximatif des constructions et de
l'amenagement;
d) Arrangements financiers ec:- autres;
e) Toutes autres questions ayant trait ti.
l'amenagement du site et gui, de l'avis du Secre-
taire general, devraie11t ~tre soumises a
l'examen de l'Asserµblee generate au cours de
sa prochaine session ordinaire.
2. Dans l'accotnplissement des dches qui lui
incombent, telles qu'elles soot enoncees au para-
graphe I de la presente resolution, le Secretaire
general sera assiste:
a) D'un Comite consultatif compose de re-
presentants des Membres suivants:
Australie, Belgique, Bresil, Canada, Chine,
Colombie, France, Grece, lode, Norvege,
Pologne, Syrie, Union des Republiques so-
cialistes sovietiques, Royaume-Uni, Etats-
Unis d'Amerique et Yougoslavie.
b) De conseillers et d'experts qui, sur de-
mande du Secretaire general, seront designcs
par le Gouvernement des Etats-Unis d'Ame-
rique, ou par les Gouvernements des autres
Etats Mexabres, ou par des autorites locales.
