Technical
assistance
for
economit· development
T~ General Assembly,
1. Taking into account the action in relation to
technical assistance previously taken by the
General Assembly (resolutions 52 (I) and 58 (I)
of 14 December 1946) and bytheEconomicand
Social Council (resolutions 2 7 (IV) and 51 (IV)
of28 March 1947, 96 (V) of 12 August 1947,
139 (VII), A, of 26 August 19/i8 and 1 lt9 (VII),
C, of 27 August 1948),
2. Comidering that
(a) The promotion of conditions of economic
and social progress and development is one of
the principal objectives of the Charter of the Uni-
ted Nations,
(b) The lack of expert personnel and lack of
technical organization are among the factors
which impede the economic development of
the under-developed areas,
(c) The United Nations can extend efficacious
and timely help in this connexion for the achieve-
ment of the objectives set forth in Chapters IX
and X of the Charter,
3. Daeidu to appropriate the funds necessary
to enable the Secretary-General to perform the
following functions, where appropriate in co-
operation with the specialized agencies, when
requested to do so by Member Governments :
( a) Arrange for the organization 0£ 'interna-
tional teams consisting 0£ experts provided by
or through the United Nations and the specialized
agencies for the purpose of advising thosP. Govern-
ments in connexion with thrir economic develop•-
ment programmes, the organization of such
teams, 0£ course, not to preclude the invitation of
individual, or groups of, experts from the United
Nations or from specialized agencies in connexion
with problems in the field of thosi> specializrd
agencies;
(b) Arrange for facilities for the training abroad
of experts of under-developed countries through

200 (III). Assistance technique en vve
du developpement economique
L 'AnembUe generale,
1. Tenant compte des mesures relatives It
!'assistance technique prises frecedemment par
l'Assemblee generale (resolutions 52 (I) et 58 (I)
du 14 decemhre 1946) et par le Conseil econo-
mique et social (resolutions 27 (IV) et 51 (IV)
du 28 mars 1947, 96 M du 12 aoi\t 1947,
139 (VJl). A, du 26 aoot 1948 et 149 (VII), C,
du 27 aofit 1 948),
2. Coruidbant que
a) L'un des principaux objeetifs de la Charte
des Nations Unies est de favoriser la creation de
conditions favorables au progres et au develop-
pement economique et sQCial,
b) Le manque de personnel specialise et
l' absence d 'organisation technique sont dem:
des facteurs qui entravent le developpement
economique des regions insuffisamment develop-
pees,
c) A cet egard, !'Organisation des Nations
Unies peut exercer une action opportune et
efficace en vue d 'atteindre les objectifs definis
aux Chapitres IX et X de la Charte,
3. Dkide d'accorder les credits neceaaaires
pour permettre au Secretaire general de remplir
les fonctions suivantes, en cooperation avec les
institutions specialisees dans les cas appropries,
lorsque des Etats Memhres en font la demande :
a) Prendre les dispositions pour organiser des

fields of study, have achieved an advanced level
of technical competence ;
(c) Arrange for the traininu of local technicians
within the under-developed countries themselves
by promoting visits of experts in various aspects
of economic development for the purpose of
instructing local personnel and for assisting in
the organization of technical institutions;
(cl) Provide facilities designed to assist Govern-
ments to obtain technical personnel, equipment
and supplies, and to arrange for the organization
of sueh other services as may be appropriate in
the promotion of economic development, includ-
ing the organization of seminars on special
problems of economic development, and the
exchange of current information concerning
technical problems of economic development;
4. Instructs the Secretary-General to undertake
the performance of the functions listed in para-
graph 3 above, in agreement with the Govern-
ments concerned, on the basis of requests received
from Governments with due regard to geogra-
phical considerations and in accordance with the
following Policies :
(a) The amount of services and· the financial
conditions under which they shall be furnished
to the various Governments shall be decided by
the Secretary-General, and shall be reviewed by
the Economic and Social Council at each of its
seBS1ons;
(6) The kind of service mentioned under para-
graph 3 to he rendered to each country shall he
decided by the Go-vernment concerned;
(c) The countries desiring assistance should
perform in advance as much of the work as pos-
sible in order lo define the nature and the scope
of the problem involved;
(d) The technical assistance furnished shall
(i) not he a means of foreign economic and poli-
tical interference in the internal affairs of the
country concerned and shall not he accompanied
by any considerations of a political nature;
(ii) be given only to or through Governments;
(iii) de designed to meet the needs of the country
concerned; (iv) he provided, as far as possible,
in the form which that country de~ires; (v) he of
high quality and technical competence;
(e) The sums appropriated for the perfor-
mance of the functions set forth in paragraph 3
shall not he expended on functions or services

l1. Charge le Secretaire general d'entreprendre
la mise en amvre des fonctions enumerees
au paragraphe 3 ci-dessus en accord avec les
Gouvernements interesses, en se fondant sur les
demandes re~ues des Gouvernements en tenant
dliment compte des considerations d'ordre geir
graphique et conformement aux principes sui-

ou politique de la part de l'etranger dans les
affaires interieures du pays interesse et DC sera
accompagnee d'aucune consideration de carac-
tere politique.; ii) ne sera donnee qu'aux Gou-
vernements ou par leur intermediaire; iii) devra
repondre aux hesoins du pays interesse; iv) sera
fournie, dans toute la mermre du possible, sous

5. Requests the Secretary-General to report to
each session of the Economic and Social Council
on the measures which he has taken in compliance
with the terms of the present resolution;
6. ReC1Jmmends to the Economic and Social
Council that it review at each session the actions
taken under the pre;ent resolution and, when
necessary, formulate recommendations concer-
ning policy and budgetary action required by the
General Assembly to carry on the functions insti-
tuted by the present resolution.'

201 (III). Training for apprentices
and technical workers
The General Assembly
Requests the International Labour Organi-
sation to :
Examinl'. in consultation with the United
Nations and its regional economic commissions,
the most appropriate arrangements for facili-
tating the admission to the world's centres of
training for apprentices and technical workers of
qualified persons from countries which suffer
from a lack of technicians and specialists neces-
sary to the development of their national eco-
nomy; and
Report to the Economic and Social Council
as early as possible on the action taken.

202 (III). The problem of wasting
food in certain countries
The General Assembly,
1. Bearing in mind the resolutions1 of the Ge-
11eral Assembly and of the Economic and Social
Council and the reports of the specialized agen-
cies, particularly of the Food and Agriculture
Organization,2 on the que8tion of shortages of
foodstuffs,

Invite !'Organisation internationale du Tra-
vail a :
Examiner, en consultation avec !'Organisation
des Nations Unies et ses commissions econo-
miques regionales, les dispositions les plus
propres a faciliter l'admission, dans les centres
d'apprentissage et les centres de formation pro-
fessionnelle du monde entier, de personnes
qualifiees provenant de pays qui manquent de
techniciens et de specialistes necessaires au deve-
loppement de leur economic nationale, et a

1. Tenant compte des resolutions 1 de l'Assem-
blee generale et du Conseil economique et social,
ainsi que des rapports des institutions speciali-
sees, notamment de !'Organisation pour l'ali-
mentation et l'agriculture2, sur la question de la
penurie des denrees alimentaires,
