Transfer of the assets of the League of Nations The Gene-ral Assembly 1. Resolves that, In accordance with tbe prov1s1ons oi : (i) The Common Plan1 for the transfer to the United Nations of certain assets of the League of Nations, as approved by the General Assembly at the first part of its first session [resolution 24(I)], and, (ii) Resolution 7 9 (1) 2 adopted by the General Assembly at the second part of its first session, The credits in the amount oU10,809,529.21,3 arising from the transfer of the assets of the League of Nations to the United Nations, shall he made available to the Member States designated by the League of Nations in the percentages determined by the League of Nations, as detailed in annex A; and resolves that the following procedure shall be adopted : (a) The amount oU9,741,994, which relates to the permanent capital assets, shall be liqui- dated in fifteen equal annual instalments, and the credits required for this purpose shall be provided by the inclusion of an item in the annual budget estimates for each of the years 1951-1965 inclusive; (b) The amount of $1,067,535.21, which relates to other than permanent capital assets, 1 See document A/18/Add.1 of 28 January 1946. Decide q1rn, Conformement aux dispositions i) Du plan commun 1 relatif au transfert a l'Organisation des Nations Unies de certains avoirs de la Societe des Nations, approuve par l'Assemblee generale au cours de la premiere partic de sa prerniere session (resolution 24 (I); et ii) De la resolution 7 9 (I) 2adoptee par l'Assem- blee generale au cours de la seconde partie de sa premiere session, Les credits s'elevant au montant de 10 millions 809.529 dollars 2l3, provenant du transfert a !'Organisation des Nations Unies des avoirs d(! la Societe des Nations, seront mis a la dispo- sition des Etats Membres designes par la Societe des Nations, suivant les pourcentages fixes par la Societe des Nations, tels qu'ils soot indiques dans l'annexe A; et decide d'adopter la procedure suivante : a) La somme de 9.7 41.994 dollars qui cor- respond aux avoirs en capital permanents sera liquidee en quinze annuites egales, et les cre- dits necessaires a cet effet seront fournis par l'inscription d'un paste special dans les previ- sions de depenses annuelles pour chacun des exercices 19 51 a 196 5 inclus; b) La somme de 1.067.535 dollars 2i, qui correspond a des avoirs autres que les avoirs 1 Voir le document A/18/Add.1 du 28 janvier 1946. • Voir les .Raolurion, adopue, par l' A11embUs glnbal, pen• dant la seconde partie de sa premiere session, page 139. 3 Les sommes mentionnees dans c.ette resolution s'entendent en dollars des Etat .. Unis. shall he liquidated in two instalments, on the following basis : (i) An amount of$ 533,768 shall be included as an item in the supplementary budget estimates for the year 1948 and covered by assessments jointly with the assessments for the 194 9 budget, in accordance with regulation 17 of the Provisional Financial Regulations. (ii) An amount of $533,767.21 shall be included as an item in the budget estimates for the year 1950; (c) The credits shall not be liquidated in cash, but for the Members who have credits to be liquidated, the amount of each yearly instalment (i. e. liquidation of credits) shall he applied first as a credit against the amount assessable against the Member on account of the acquisition of the assets, and any balance against annual or uther contributions to the budget of the Organization; (d) The scale of contributions for the annual budget each year shall be used as the basis of assessment to cover the instalment due in each year under sub-paragraph (a) above; new "\!embers shall become liable to contribute only towards such instalments as fall due after the date of their admission, and no retroactive adjust- ments shall he made ; a permanent record shall he maintained of assessments and actual contri- butions of each Member towards the permanent asset portion of the acquisition; 2. (a) R8001nmends that the Member States designated by the League of Nations as entitled to credits as a result of the transfer of the material assets of the League of Nations should make available to nine additional Member States shares in these credits in accordance with annex B attached, and that Member States should for this purpose surrender a pro rata share of their credits as set forth in annex A, in order to provide for credits in favour of the nine additional Member States; (b) Requests Member States to communicate to the Secretary-General before the end of tlie first part of the current session of the General Assembly their decisions in this regard, and authorizes the Secretary-General to make the necessary adjustments. II sera tenu a jour, pour chacun des Etats Membres, un etat des contributions et des verse- ments au titre de la partie des avoirs acquis qui represente les avoirs permanents; 2. a) Recommande que les Etats Membres desi- gnes par la Societe des Nations comme ayant droit a des credits par suite du transfert des avoirs materiels de la Societe des Nations mettent a la disposition de neuf autres Etats Membres des parts de ces credits, conformement a !'annexe B ci-jointe, et qu'a cet effet, les Etats Membres renoncent a la partie proportionnelle de leurs credits indiquee a !'annexe A, de fa~on a constituer des credits en faveur des neuf Etats Membres supplementaires; b) Invite les Etats Membres a communiquer au Secretaire general, avant la fin de la premiere partie de la presente session de l'Assemblee gene- rale, les decisions qu'ils auront prises a cet egard et autorise le Secretaire general a proceder aux ajustements necessaires.
