Spanish people with the aid of the Axis Powers :md which gave material assistance to the Axis Powers in the war, <loes not represent the Spanish people, and by its continued control of Spain is making impossible the participation of the Span- ish people with the peoples of the United Nations in international affairs; Recommends that the Franco Government of Spain be dcbarrcd from membership in interna- tional agencies established by or brought into rclationship with the United Nations, and from participation in conferences or other activities which may be arranged by the United Nations or by these agencies, until a new and acceptable government is lormed in Spain. The General Assembly, Further, desiring to secure the participation of ali peace-loving peoples, including the people of Spain, in the community of nations, Recommends that if, within a reasonable time, there is not established a government which de- rives its authorily from the consent of the gov- erned, committed to respect freedom of speech, religion and assembly and to the prompt holding of an clcct.ion in which the Spanish people, free lrom force and intimidation and regardless of pany, may express their will, the Security Council consider the adequate measures to be taken in order to remedy the situation; Recommends that all Members of the United Nations immediately recall from Madrid their Ambassadors and Ministers plenipotentiary accredited there. The General Assembly further recommends that the States Members of the Organization re- pon to the Secretary-General and to the next session of the Assembly what action they have taken in accordance with this recommendation. In pursuance of Article 11 of the Charter and with a view to strengthening international peace and security in conformity with the Pur- poses and Principies of the United Nations, The General Assembly, Recognizes the necessity of an early general regulation and reduction of armaments itnd armed forces. 2. Accordingly, The General Assembly, Recommends that thc Security Council givc prompt consideration to formulating the practi- ca! measures, according to their priority, which are essential to provide for the general rcgulation and reduction of armaments and armed forces aml to assure that such regulation and reduction of armaments and armed forces will be gcnerally observed by ali participants and not unilaterally by only sorne of the participants. The plans form- ulated by the Security Council shall be submittecl by the Secretary-General to the Members of the United Nations for consideration ata special ses- sion of the General Assembly. The treaties or conventions approved by the General Assembly shall be submitted to the signatory States for rati- fication in accordance with Article 26 of the Charter. 3. As an essential step towards the urgent objective of prohibiting and eliminating from national armaments atomic and ali other ma jor weapons adaptable now and in the future to mass destruction, and the early establishment of inter- national control of atomic energy and other mod- ern scientific discoveries and technical develop- ments to ensure their use only for peaceful purposes, The General Assembly, Urges the expeditious fulfilment by the Atomic Energy Commission of its tenns ol ref- erence as set forth in section 5 of the General Assembly resolution of 2,1 January 1946. 4.
