In accordance with Article Slia, AUSTRALIA, BELGIUM, FRANCE, NEw ZEALAND and the UNITED lúNCDOM will be members of the Trusteeship Council. By application of Article 86b, CHINA, the UNITED STATES oF AMERICA and the UNION oF SovIET SoCIALIST REPUBLICS, being such of the members mentioned by name in Article 2~ of the Charter as are not administering Trust Terri- tories, will also be members of the Trusteeship Council. In accordance with Article 86c it is neces- aary, in order to ensure that the total number of members of the Trusteeship Council is equally divided between those Members of the United Nations which administer Trust Territories and those which do not, that two members should be elected by the General Assembly. Therefore, The General Assembly, 1. Elects MEx1co and IRAQ as members of thc Trusteeship Council for a tcrm of threc yean; 1. Directs the Secretary,General to convokc thc first session of the Trusteeship Council not latcr than 15 March 1947, and to draw up and com- municate to each member of the Coun~il the pro- visional agenda for that session at least thirty days in advance of the date of the session. Future Status of South West Africa The General Assembly, Having considered the statemcnts o( thc dcle- gation of the Union of South Africa regarding the question of incorporating thc mandated ·ter- ritory of South West Africa in thc Union; Noting with satisfaction that thc Union of South Africa, by prescnting this matter to the United Nations, recognizes the interest and con- cern of the United Nations in the matter of the future status of territories now held under man- datc; Recalling that the Chartcr of the United Na- tions provides in Articles 77 and 79 that the trusteeship system shall apply to territories now under mandate as may be subsequently agrced; Referring to the resolution of the General As- sembly of 9 February 1946, inviting thc placing of mandated territories under trusteeship; Desiring that agrcemcnt betwecn the Unitcd Nations and the Union of South Africa may here- aftcr be reached rcgarding the Juturc status of thc mandated territory of South Wcst Africa; Assured by the delegation o( thc Union of South Africa that, pending such agreement, thc Union Government will continuc to administer the territory as heretoforc in thc spirit of the principies laid down in the mandate; En application de l'Articlc 86a l'AuSTRALIE, la BELCIQUE, la FRANCE, la N ouvELLE-ZELANDE et le RoYAUME-UNI seront memhres du Conseil de Tutelle. En conséquence, L'Assemblée génhale, 1. Choisit le MEXIQUE et l'lRAK comme mem- bres du Conseil de Tutelle pour une durée de trois ans; 2. Prescrit au Secrétaire général de convoquer la premiere session du Conseil de Tutelle le 15 mars 1947 au plus tard, et d'établir et de trans- mettre a chacun des membres du Conseil, l'ordre du jour provisoire de cette session, trente jours au moins avant la date de la session. Statut futur du Sud-Ouest Africain L' Assemblée générale, Ayant examiné les déclarations de la déléga- tion de l'Union Sud-Africaine relatives a laques- tion de l'incorporation a l'Union du territoire sous mandat du Sud-Ouest Africain; Constatant avec satisfaction que l'Union Sud- Africaine, en soumettant cette question a l'Orga- nisation des Nations Unies, reconnait l'intéret et le souci que les Nations Unies témoignent pour la question du statut futur des territoires actuelle- ment sous mandat; Rappelant que la Charte des Nations Unies stipule dans ses Articles 77 et 79 que le régime de Tutelle s'appliquera at..x territoires actuelle- meñt sous mandat suivant des accords qui seraient conclus; Se reférant a la résolution de l'Assemblée géné- rale <lu 9 février 1946, invitant les -Etats Membres a placer les territoires sous mandat sous le régime de Tutelle; Désirant qu'un accord puisse intervenir ulté- rieurement entre les Nations Unies et l'Union Sud-Africaine au sujet du statut futur du terrí- toire sous mandat du Sud-Ouest Africain; Ayant reru de la délégation de l'Union Sud- Africaine l'assurance qu'en attendant cet accord le Gouvernement de l'Union continuera d'admi- nistret ce territoire comme par le passé, dans l'csprit des príncipes étab:is par le mandat; 123 C onsidenng that the Afriu n mhabi tants of South West Africa have not yet secured política! autonomy or reached a stage of political develop- ment enabling them to express a considered opin- ion which the Assembly could recognize on such an important question as incorporation of their territory: The General Assembly, therefore, Is unable to accede to the incorporation of the territory of South West Africa in the Union of South Africa; a;1d Recommends that the mandatcd tcrritory of South West Africa be placed under the interna- tional trusteeship system and invites the Govern- ment of the U nion of South Africa to propose for the consideration of the General Assembly a trusteeship agreement for the aforesaid territory. Transmission of lnformation under Artkle 73e of the Charter The General Ass~bly, on 9 February 1946, approved a resolution on Non-Sclf-Governing Peoplcs. By this rcsolution thc Sccrctary-General was rcquested to include in his annual report on the work of thc Organization a statemcnt sum- marizing such information as may have been transmitted to him by Membcrs of the United Nations under Article 73c ol the Charter relating to economic, social and educational conditions in the tcrritories íor which they are responsible, other than thosc to which Chapters XII ami XJII apply. Transmission des renseiCJne- ments visés ci l'Article 73e de la Charte L' Asscmblée générale a approuvé, le g fé- vrier l!J46, une résolution relative aux popula- tions non autonomes. Par cette résolution le Secrétaire général avait été invité a inclure, dans son rapport annuel sur l'activité de l'Organisa- tion, une déclaration résumant les renseigne- mcnts qui lui auraient été transmis par les Mem- bres des Nations Unies en application de l'Ar- ticle 73e de la Charte et relatifs aux conditions économiques, sociales et de l'instruction dans les territoires dont ils sont responsables, autres que ceux auxquels s'appliquent les chapitres XII et XIII.
