Mr. Leprette (France)
Mr. President, I should like, first, to say how happy we are to see that the President of the Council during this busy month ofAugust is a diplomat whose wide experience and judgement are so well known-indeed, he has just given us another striking example of those qualities-and who represents a country, Portugal, with which France has long-standing friendly. relations.

Mr. Terzi
At the outset, Sir, I wish to congratulate you on your assumption of the presidency. We can be certain, judgingby past experience, that the deliberations and proceedings here will lead us to a fruitfu1 result. The President
The representative of Israel has asked to speak. I now call on him.
Mr. Blum (Israel)
In my statement earlier, in what passed for the reasoned deliberations of the Council, I observed that the atmosphere of utter bias against Israel prevailing at the United Nations is not compatible with the balanced. and reasoned approach required in any discussion of the Council. The outcome of this-perfunctory debate fully proves my point. 198. The resolution adopted.here today is again-and no…
The President
The representative of Egypt has asked to speak in exercise of the right of reply. I invite him to take a place at the Council table and to make his statement.
Mr. Abdel Meguid (Egypt)
The representative of Israel has referred to parts of the statement that I delivered a short while ago. 204. First of all, let me say that we are respecting the Camp David agreement, but what has been done by Israel is, in our opinion, a violation of it. I think he should be the last to talk about respect for the Camp David agreement. His country is continuing to build illegal settlements in the…

The Security Council, Recalling its resolution 476 (1980) of 30 June 1980, Reaffirming again that the acquisition of territory by force is inadmissible, Deeply concerned over the enactment and of status "basic law" in the Israeli Knesset proclaiming a change in the character and security status of the Holy City of Jerusalem, with its implications for peace and security, Noting that Israel has not complied with Security Council resolution 476 (1980), Reaffirming its determination to examine practical ways and means, in accordance with the relevant provisions of the Charter of the United Nations, to secure the full implementation of its resolution 476 (1980) in the event of non-compliance by Israel, 1. Censures in the strongest terms Israel for its refusal to comply with the enactment by Security Council of the "basic law"; 2. Affirms that the enactment of the "basic law" by Israel constitutes a violation of international law and does not affect the continued application of the Fourth Geneva Convention of August 1949 Relative to the Protection of Civilian Persons in Time of War in the Palestinian and other Arab territories occupied since June 1967, including Jerusalem; 3. Determines that all legislative and administrative measures taken by Israel, the occupying Power, which have altered or purport to alter the character and status of the Holy City of Jerusalem, and, in particular, the recent "basic law" on Jerusalem, are null and void and must be rescinded forthwith; 4. Affirms also that this action constitutes a serious obstruction to achieving a comprehensive, just and lasting peace in the Middle East. Decides not to recognize the basic character and status of Jerusalem as a result of actions by Israel; (a) to accept this decision; (b) and upon those States that have established diplomatic Missions in Jerusalem to withdraw such Missions from the Holy City; Requests the Secretary-General to report to the Security Council on the implementation of this resolution before 15 November 1980; Decides to remain seized of this serious situation.
