When we adjoumed the meeting this morning the representative of Cyprus still had a few words to say which, as 1 understand it, were related to the allocatton of agenda items. I now call on him for the purpose of concluding his statement. 7. The representative of the Federal Republic of Gerrnany has asked to speak before the vote and i now callon him.
As the General Assembly is proceeding to a vote on the amendment I should, like to state, on behalf of ::he 9 member States of the European Community, that our negative vote orithe TurWsh amendment is based on purely prccedural considerations which do not involve sUbstantive issues.
If I appeared at the meeting in the morning to be entering into the substance of the matter perhaps more than the two previous speakers obviously did, I willingi)f apologize, but I must say l was compelled to do so in order not to allow the misrepresentations made to go unrectified on the substance and to refer to concrete and undoubted facts. My argument was p't8ctically completedat the time. I only wished to add that it was really an insult to the Palestine Liberation Organization and other liberation movements to compare them with the instruments of an aggressor against the, freedom and independence of Cyprus.

In concluding, I should like to say that we certainly oppose the amendment P~tN::~ by Turkey IA/33/L.2/. which is calculated to confuse the Issue before the General Assembly by violating the procedural agreement decided upon by the General Assembly with .the consent of the parties and reaffirmed by the General Committee's recom- mendation yesterday, which had been .overwhelmingly adopted without a single dissenting vote. Any adoption of the amendment proposed would run counter to the principles of the United Nations Wld to the rules and procedures of the General Assembly and would open up a Pandora's box in respect of unbridled representations by communities against the rulesin the General Assembly. I invite representatives to turn to paragraph 24(a) (Hi) of the report of the General Committee IA/33/250/, containing the Committee's recommendation with regard to the allocation of item 28, concerning the question of Cyprus. Abstaining: Bahrain, Bangladesh, Bolivia, Brazil, Burma, Chile, Israel; Jordan, Kuwait, Maldives, Mauritania, Nepal, Oman,. Philippines, Qatar, Spain, Suriname, Thailand, Uganda, United Arab Emirates, Uruguay, Venezuela. The amendment wasrejected by 81 votes to 10, with 22 abstentions. 1
I am of course very sorry that the Assembly has not seen fit to adopt our amendment. 11. We are now going to vote on the recommendation of the General Committee, and I should like to state for all who are interested in our attitude that we are defmitely going to vote against the recommendation of the General Committee, because it is not consonant with the principle of the equal footing of the two communities in Cyprus. .12. I wish to explain very briefly that the negative vote of the United States delegation on the proposal made by the representative of Turkey was cast to express our long-standing view that only representatives of Member States should be heard in the plenary meetings of the Assembly.
The Austrian delegation is of the opinion that, for reasons of principle, participation in the plenary meetings of the General Assembly should be limited to representatives of States. It was only because of this position of principle that we were forced to cast a negative vote on the amendment to the report of the General Committee proposed by the representative of Turkey. 16. However, I should like to stress that my delegation would have been prepared to consider favourably other procedural measures which would have allowed equal participation by the representatives of the two Cypriot communities in the debate on the question of Cyprus.

In connexion with item 32 (Policies of apartheid of the Government of South Africa) on the list of items recommended by the General Committee for allocation to the plenary meetings in paragraph 25 of its report, I invite the Assembly's attention to the recommendations contained in paragraph 24 (a) (iv) of the report. The General Committee recommends that this item should be considered directly in the plenary meetings of the Assembly; it also recommends that the representatives of the Organization of African Unity and of national liberation movements recognized by .that Organization should be permitted to participate in the discussion in the plenary meetings, and that organizations havinga special interest in the question should be permitted to be heard by the Special Political' Committee. Those recommendations were adopted by the General Committee without objection. May I consider that the General Assembly approves the recommendations of the General Committee? 18. The -PRESIDENT (interpretation [ram Spanish): In connexion 'with item 38 on the list (Development and international economic co-operation), the General Com- mittee recommends in paragraph 24 (e) (i) of its report that subitern (a) entitled "Report of the Committee Established under General Assembly Resolution 32/174", should be considered directly in plenary meetings and that it should be taken up as the first item following item 9, "General uebate". We turn now to the list of items which the General Committee has recommended for allocation to the First Committee. 21. Regarding item 13 on the list, relating to general and complete disarmament, the General Committee recommends in paragraph 24 (h) (i) of its report that the relevant paragraphs of the annual report of JAEA, which is to be considered directly in plenary meetings under item 14, mould be drawn to the attention of the First Committee in connexion with its consideration of the item. May I take it that the Assembly approves that recommendation?

Regarding item 9 on the list, concerning questions relating to information, the General Committee's recommendation is contained in paragraphs 24 (d) (i) and 24 (e). The General Committee's recommendation is that the item should be allocated to the Special Political Committee on the understanding that the administrative and budgetary aspects exclusively of subitem (c), "United Nations public information policies and activities: report of the Secretary- General", would be considered in the Fifth Committee. The General Committee adopted that recommendation without a vote. May I consider that the General Assembly approves the recommendation?

I wish to thank the members of the Assembly for their co-operation, which has made it possible for us to complete our task at this meeting. 35. Each Committee will receive promptly the list of agenda items allocated to it. so that it may begin its work as soon as possible, in accordance with rule 99 of the rules of procedure.
