Members of the Council have before them the report of the Secretary-General on the United Nation: Disengagement Observer Force covering the period from 24 November 1979 to 23 May 1980, circulated under the symbol S/13957 and a draft resolution contained in document S/13967. 2. Unless I hear any objection, I shall now put the draft resolution to the vote. A vote was taken by show of hands. The draft resolution was adopted by 14 votes to none (resolution 470 (1980)). One member (China) did not participate in the voting.

In connexion with the adoption of the resolution on the renewal of the mandate of the United Nations Disengagement Observer Force, I have been authorized to make the following complementary statement on behalf of the Council regarding the resolution just adopted: “As is known, the report of the Secretary-General on the United Nations Disengagement Observer Force [S/13957] states in paragraph 26 that, ‘despite the present quiet in the Israel-Syria sector, the situation in the Middle East as a whole continues to be potentially dangerous and is likely to remain so unless and until a comprehensive settlement covering all aspects of the Middle East problem can be reached.’ This statement of the Secretary-General reflects the view of the Security Council.” Statement by the President

Thus, the members of the Council are going to go their separate ways this weekend, the last one of the month of May, which coincides with the end of the term of office of the Niger in the presidency. I should not like to prejudge what is going to happen in the next few hours, but I have no doubt that wisdom will prevail in the world. I also wish to take this opportunity to express my gratitude and that of my delegation and my country to the members of the Council for kindly being at the Niger’s disposal during its presidency this month. I should like to convey my thanks also to the Secretary-General and to the members of the Secretariat for their constant attention and devotion, to the interpreters for their efficiency and good humour, to the press for the promptness with which it related our proceedings and to all the other officials and assistants for their discretion, effectiveness and kindness in serving the Council. 5. Throughout the term of its presidency, my country has attached great importance to preserving the spirit of the Council, to demonstrating our mission of maintaining peace and examining current problems in a spirit of conciliation, good will and constructiveness. 6. I wish to congratulate most warmly Mr. Algbrd of Norway on his accession to the Presidency during the month of June and wish him every success in the post. I am sure that his personal qualities and his great experience of the Council will enable him to discharge his functions with great verve and much success.
