The urgent need for a treaty to han nuclear
weapons tests under e:lfective international
control
The General Assembly,
Seized of the question of halting nuclear weapons
tests,
Solemnly appeals to the Government of the Union
of Soviet Socialist Republics to refrain from carrying
out its intention to explode in the atmosphere a 50-
megaton bomb befare the end of this month.

ligations of States to refrain from their
renewal
The General Assembly,
Recalling its resolution 1577 (XV) of 20 December
1960 which urged the States concerned to continue the

suspension oí test explosions, and also its resolution
1578 (XV) oí the same date,
Further recalling its resolution 1379 (XIV) of 20
November 1959,
B earing in mind both the grave and continuing haz-
ards oí radiation resulting to humanity from test ex-
plosions as well as their adverse consequences to the
prospects of world peace through heightening rather
than lessening international tensions,
Considering it urgent and imperative that no further
tests should take place,
l. Expresses its deep concern and profound regret
that test explosions have been resumed;
2. Earnestly urges tbe States concerned to refrain
from further test explosions pending the conclusion of
necessary internationally binding agreements in regard
to tests;
3. Expresses confidence that the States concemed
will reach agreement as soon as possible on the cessa-
tion of tests of nuclear and thermo-nuclear weapons,
under appropriate international control;
4.
Calls upan the States concerned to engage them-
selves with urgency and speed in the necessary efforts
to conclude such agreements expeditiously.
