10 General Assembly-Sixteenth Session examine urgently the feasibility of extending the present meteorological reporting system to include measure- ments of atmospheric radio-activity with the following aims in mind : (a) To ensure that reliable and standardized mea- surements of atmospheric radio-activity are made at a world-wide network of stations; (b) To ensure the day-to-day exchange of this in- formation by telegraphic and other means with a view to its prompt reception at appointed national centres; ( c) To ensure that national and/or international arrangements be made for these observations to be stored as permanent records of atmospheric radio- activity and to be published in appropriate forms at suitable intervals; 2. Invites the \Vorld Meteorological Organization to implement the above-mentioned scheme, if found feasible, at the earliest possible elate. 1043rd plenary meeting, 27 October 1961. 1661 (XVI). Treatment of people of Indian and Indo-Pakistan origin in the Republic of South Africa The General Assembly, Recalling its resolutions 1179 (XII) of 26 Novem- ber 1957, 1302 (XIII) of 10 December 1958, 1460 (XIV) of 10 December 1959 and 1597 (XV) of 13 April 1961, Having considered the reports of the Governments of Inclia2 and Pakistan,3 1. Notes that the Governments of India and Pa- kistan have once again reiterated their readiness to en- ter into negotiations with the Government of the Re- public of South Africa in accordance with the ex- pressed desires of the United Nations, and with the express declaration that such negotiations would be without prejudice to the juridical stands taken by the respective Governments; 2. Notes with deep regret that the Government of South Africa has repeatedly ignored the resolutions of the General Assembly, has not replied to the com- munications from the Governments of India and Pakis- tan on this subject and has not shown any disposition • Ibid., agenda item 75, documents A/4803 and Add.1. • Ibid., document A/4817. to arrive at a solution to this problem in accordance with the purposes and principles of the Charter of the United Nations, the Universal Declaration of Human Rights and the repeated recommendations of the As- sembly; 3. Calls upon the Government of South Africa to enter into negotiations with the Governments of India and Pakistan, in conformity with the repeated resolu- tions of the General Assembly; 4. Invites Member States to use their good offices in such manner as may be appropriate to bring about the negotiations envisaged by the General Assembly in this matter; 5. The question of race conflict in South Africa resulting from the policies of apartheid of the Government of the Repub- lic of South Africa The General Assembly, R eca/ling its previous resolutions on the question of race conflict in South Africa resulting from the policies of apartheid of the Government of the Republic of South Africa, Considering that in its resolutions 616 B (VII) of 5 December 1952, 917 (X) of 6 December 1955 and 1248 ( XIII) of 30 October 1958 the General Assembly has declared that racial policies designed to perpetuate or increase discrimination are inconsistent with the Charter of the United Nations and with the pledges under Article 56 of the Charter, N otinq that in its resolutions 395 (V) of 2 Decem- ber 1950, 511 (VI) of 12 January 1952 and 616 A (VII) of 5 December 1952 the General Assembly has successively affirmed that the policy of racial segrega- tion (apartl1eid) is necessarily based on doctrines of racial discrimination, Recalling that the Security Council in its resolution of 1 April 19604 recognized that the situation in South Africa was one that had led to international friction and, if continued, might endanger international peace and security, Recalling further that the Security Council in its aforesaid resolution called upon the Government of South Africa to initiate measures aimed at bringing about racial harmony based on equality in order to ensure that the present situation does not continue, or reettr and to abandon its policies of apartheid and racial discrimination, Recalling in particular that the Government of South Africa has completely disregarded General Assembly resolution 1598 (XV) of 13 April 1961 and, far from bringing its policies and conduct into conformity with its obligations under the Charter, has continued to re- inforce its racial policies in disregard of those obliga- tions, • Official Records of the Security Council, Fifteenth Year, Supplement for April, May and June 1960, document S/4300. Resolutions adopted on the reports of the Special Political Committee 11 1. Deplores that the Government of the Republic of South Africa has failed to comply with the repeated requests and demands of the General Assembly and with the aforesaid resolution of the Security Council and has flouted world public opinion by refusing to re- consider or revise its racial policies or to observe its obligations under the Charter of the United Nations; 2. Strongly deprecates the continued and total dis- regard by the Government of South Africa of its ob- ligations under the Charter and furthermore its de- termined aggravation of racial issues by ever-increasing discriminatory laws and measures and their ruthless enforcement accompanied by violence and bloodshed; 3. Condemns policies based on racial superiority as reprehensible and repugnant to human dignity; 4. Calls the attention of the Security Council to the provision of Article 11, paragraph 3, of the Charter; 5. Urges all States to take such separate and col- lective action as is open to them in conformity with the Charter to bring about an abandonment of those policies; 6. Reaffirms that the racial policies being pursued by the Government of South Africa are a flagrant viola- tion of the Charter of the United Nations and the Universal Declaration of Human Rights and are totally inconsistent with South Africa's obligations as a Mem- ber State; 7. Reaffirms with grave concern and deep anxiety that these policies have led to international friction and that their continuance seriously endangers inter- national peace and security; 8. Reminds the Government of South Africa of the requirement of Article 2, paragraph 2, of the Charter that all Members shall fulfil in good faith the obliga- tions assumed by them under the Charter; 9. Calls once again upon the Government of South Africa to change its policies and conduct so as to con- form to its obligations imposed by the Charter. 1067th plenary meeting, 28 November 1961. 1725 (XVI). Report of the Director of the Unit- ed Nations Relief and Works Agency for ~alestine Refugees in the Near East The General Assembly, Recalling its resolutions 194 (III) of 11 December 1948, 302 (IV) of 8 December 1949, 393 (V) and 394 (V) of 2 and 14 December 1950, 512 (VI) and 513 (VI) of 26 January 1952, 614 (VII) of 6 November 1952, 720 (VIII) of 27 November 1953, 818 (IX) of 4 December 1954, 916 (X) of 3 December 1955, 1018 (XI) of 28 February 1957, 1191 (XII) of 12 Decem- ber 1957, 1315 (XIII) of 12 December 1958, 1456 (XIV) of 9 December 1959 and 1604 (XV) of 21 April 1961, Noting the annual report of the Director of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, covering the period 1 July 1960-30 June 1961,6 Noting with deep regret that repatriation or com- pensation of the refugees as provided for in paragraph 11 of General Assembly resolution 194 (III) has not been effected, that no substantial progress has been made in the programme endorsed in paragraph 2 of resolution 513 (VI) for the reintegration of refugees either by repatriation or resettlement and that, there- fore, the situation of the refugees continues to be a matter of serious concern, l. Takes note of the efforts of the United Nations Conciliation Commission for Palestine, pursuant to the request contained in General Assembly resolutions 1456 (XIV) and 1604 (XV), to secure the imple- mentation of paragraph 11 of Assembly resolution 194 (III), and: (a) Requests the Commission to intensify its ef- forts for the implementation of paragraph 11 of resolu- tion 194 (III) and urges the Arab host Governments and Israel to co-operate with the Commission in this regard; ( b) Further requests the Commission to intensify its work on the identification and evaluation of Arab refugee immovable properties in Palestine as at 15 May 1948, and to make every effort to complete that work by 1 September 1962; ( c) Requests the Secretary-General to make avail- able to the Commission such additional staff and ad- ministrative facilities as may be required; 2. Directs attention to the precarious financial po- sition of the United Nations Relief and Work Agency for Palestine Refugees in the Near East and urges non- contributing Governments to contribute, and contribut- ing Governments to consider increasing their contribu- tions, so that the Agency can carry out its essential programmes; 3. Expresses its thanks to the Director and the staff of the Agency for their continued faithful efforts to provide essential services for the Palestine refugees, and to the specialized agencies and private organizations for their valuable work in assisting the refugees. 1086th ptenary meeting, 20 December 1961.
