General AHembly-Sixteenth Seuion
paragraph 1 above, an assessment of the possibilities,
and recommendations, for the peaceful settlement of the
question o f the future of the M wami of Rwanda ;
3.
Considers that the implementation of the present
resolution will further ensure for Rwanda the speedy
return of an atmosphere of peace and tranquillity;
4.
Requests the Administering Authority, and ap-
peals to the M wami and the Government and people
of Rwanda, to co-operate fully with the Commission in
the performance of the task entrusted to it.

17 45 (XVI). General questions relating to the
transmission and examination of informa-
tion from Non-Self-Governing Territories
The General Assembly,
Recalling resolution 1514 (XV) of 14 December
1960 entitled "Declaration on the granting of independ-
ence to colonial countries and peoples",
Recalling its resolution 742 (VIII) of 27 November
1953, by which the General Assembly approved a list
of factors to be used as a guide in determining whether
a territory is or is not within the scope of Chapter XI
of the Charter of the United Nations, and in particular
section C of the second part of that list,
Recalling further resolution 1541 (XV) of 15 De-
cember 1960, by which the General Assembly approved
a list of principies to be applied in the light of the
facts and the circumstances of each case to determine
whether or not an obligation exists to transmit informa-
tion under Article 73 e of the Charter,
Bearing in mind that, according to principie XI set
forth in resolution 1541 (XV), the constitution of a
Non-Self-Governing Territory giving it self-govern-
ment in economic and social matters has to be estab-
lished through freely elected institutions,
Mindful of the fact that the indigenous inhabitants
have not been adequately represented in the legislature
and not represented at all in the government,
l. Requests the Special Committee established by
General Assembly resolution 1654 (XVI) of 27 No-
vember 1961 to consider whether the territory of South-
ern Rhodesia has attained a full measure of self-gov-
ernment;

Requests the special Committee to report on this
matter to the General Assembly at its seventeenth
session.
