48 General Assembly-Eighteenth Seesion 1901 (XVIII). Special educational and training programmes for South West Mrica The General Assemblv, Recalling its resolutif,~ 1705 (XYI) of I? Decemb_er 1961, by which it eshulished a Umted N~t1ons Special Training Pr-ogramme for South West Afncans, Having considered the report of the Secretary- General8 submitted in accordance with paragraph 9 of resolution 1705 (XVI), Noting that few applicants for traini~g u:1der the Special Training Programme possess qualt~catH?~s that would enable them to enter colleges or umvers1ties, Noting further that many of the scho!arships offe~ed by individual Member States are for higher education only and that few South West Africans possess _the qualifications required to make use of such scholarsh_1ps, Taking note of the difficulties encountered by Umted Nations scholars in securing necessary travel documents and other travel facilities, 1. Expresses its appreciation to those Member ~tates which have made scholarships and travel grants available for the use of South West Africans ; 2. Jm;ites those Member States offering scholarships and those which might subsequently do so to consider providing in their offers scholarships for. ~econdary education and for vocational and techmcal trammg; 3. Further invites Member States to give sympathetic consideration to requests by the Secretary-General for the placement in their secondary, vocational or tech- nical schools of candidates who have been awarded scholarshins under the Special Training Programme for South ·west Africans; 4. Once aqain requests all Member States, and in particular the Republic of South Africa. to faci!itate in every possible way the travel of So~1th West Afn~~ns seeking- to avail themselves of educat10nal opportumt1es provided under that Programme; 5. Requests the Secretary-General to consult with the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countri~s and Peoples con- cerning the implementation of the Programme and to report thereon to the General Assembly at its nineteenth session. 1257th plenary meeting, 13 November 1963. 1913 (XVIIl). Territories under Portuguese administration The General Assembly, Having considered the question of Territories under Portuguese administration, Having considered the report on this question sub- mitted by the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting- of Independence to Colonial Countries and Peoples,9 Having heard the petitioners, Recalling the Declaration on the granting of inde- pendence to colonial countries and peoples contained in General Assembly resolution 1514 (XV) of 14 De- cember 1960, 9 Jbid., addendum to agenda item 23, document A/5446/Rev.1, chapter II. Recalling its resolutions 1542 (XV) of 15 December 1960 1603 (XV) of 20 April 1961, 1699 (XVI) of 19 Decembe~ 1961, 1742 (XVI) of 30 January 1962, 1807 (XVII) of 14 December 1962 and 1819 (XVII) of 18 December 1962, and the Security Council reso- lutions of 9 June 19611° and 31 July 1963,11 Recalling in particular that the Security Council, by its resolution of 31 July 1963, urgently called upon Portugal to implement the following : (a) The immediate recognition of the right of the peoples of the Territories under its administration to self-determination and independence, ( b) The immediate cessation of all acts of repression and the withdrawal of all military and other forces at present employed for that purpose, ( c) The promulgation of an unconditional political amnesty and the establishment of conditions that will allow the free functioning of political parties, ( d) Negotiations, on the basis of the recognition of the right to self-determination, with the authorized representatives of the political parties within and outside the Territories with a view to the transfer 0f power to political institutions freely elected and representative of the peoples. in accordance with resolution 1514 (XV), ( e) The granting of independence immediately there- after to all the Territories under its administration in accordance with the aspirations of the peoples, Noting with deep regret and great concern the con- tinued refusal of the Government of Portugal to take any steps to implement the resolutions of the General Assembly and of the Security Council, Convinced that the implementation of the afore- mentioned resolutions will provide the only means of obtaining a peaceful solution of the question of Terri- tories under Portuguese administration, l. Requests the Security Council to consider imme- diately the question of Territories under Portuguese administration and to adopt necessary measures to give effect to its own decisions, particularly those contained in the resolution of 31 July 1963; 2. Decides to maintain the question of Territories under Portuguese administration on the agenda of its eighteenth session. 1270th plenary meeting, 3 December 1963. 1948 (XVIII).
