Full text of resolution
Resolutione adopted on the reports of the Fourth Committee
59
Recalling its resolutions 1514 (XV) of 14 December
1%0, 1654 (XVI) of 27 November 1961, 1810 (XVII)
of 17 December 1962 an<l 1956 (XVTJT) of 11 Decem-
ber 1963,
Regretting that the administering Powers bave not
yet implemented the relevant resolntions of the (;en-
eral Assembly,
Aware of the special circumstances of geographical
isolation and economic conditions concerning sorne uf
these Territories,
l. Approves the chapters of the reports oí the
Special Committee on the Sitnation with regard to the
Implementation of the Declaration on the Granting of
Independence to Colonial Countries and Peoples re-
lating to these Territories, and endorses the conclusions
and recommendations contained therein;
2. Calls upon the administering Powers to imple-
ment without delay the relevant r{'solutions of the
General Assembly;
3. Requests the administering Powers to allow
United N ations visiting missions to visit the Territories,
and to extend to thern full co-operation and assistance;
4. Reaffirms the inalienable right of the people of
these Territories to decide their constitutional status
in accordance with the Charter of the United Nations
and with the provisions of resolution 1514 (XV) and
other relevant General Assembly resolutions;
5. Decides that the United Nations should render
ali help to the people of these Territories in their
efforts freely to decide their future status;
6. Requests the Special Committee to examine the
situation in these Territories and to report on the im-
plementation of the present resolution to the General
Assembly at its twenty-first session;
7. Requests the Secretary-General to give all as-
sistance in the implementation of this resolution.

The General Assembly,
Having considered the question of Gibraltar,
Having studied the chapters of the reports of the
Special Committee on the Situation with regard to the
Implementation of the Declaration on the Granting of
Independence to Colonial Countries and Peoples re-
lating to Gibraltar,21
Having lzeard the statements made in the Fourth
Committee,
l. Invites the Governments of Spain and of the
United Kingdom of Great Britain and Northern Ireland
to begin without delay the talks envisaged under the
terms of the consensus adopted on 16 October 1964
hy the Special Committee on the Situation with regard
to the Implementation of the Declaration on the
Granting of Independence to Colonial Countries :md
Peoples ;22
2. Requests the two Governments to inform the
Special Committee and the General Assembly, at its
twenty-first session, of th{' outcome of their negotiations.

The General Assenibly,
H aving considered the chapters of the reports of the
Spccial Committee on the Situation with regard to the
f111plcmentation of the Dcclaration on the Granting of
fndepenclence to Colonial Countries and Peoples re-
lating to British Gniana,2~

Noting that British Guiana will achieve independence
on 2Ci May 1966,
Dcsirous of ensuring that British Guiana achieves
independcnce nnder the most favourable conditions,
1. Apprm1es the chapters of thc reports of the Special
Committee on the Situation with regarcl to the lm-
plemcntation of the Declaration on the Granting of
Tnclependcnce to ( 'olonial Countries and Peoples re-
lating- to llritish Guiana, and endorses the conclusions
ami reco111111end:itions contained therein;
2. Rea.{/irms the inalienable right of the people of
lhitish Guiana hi freedom and indcpendence in ac-
corclancc with the provisions of Crneral Assembly
resolntion 1S14 (XV);
3. Requests the administering Power to end the
statc of emergency and to releasc ali political prisoners
ami detainees so as to enahle them to participate in
the political life of the Territory;
4. Aptra!s to the main political parties to resolve
existing differences so as to enahle the Territory to
achieve independl'nce in an atmosphere of peace and
nnity;
5. No tes the announcement by the Goverm'nent of
1hc United Kingdom of G1·eat Britain ancl Northern
Treland that Rritish Gniana will attain independence on
26 l\fay 1966 and reqnests the administering Power
not to take any action which rnight <lelay the inde-
pendence of the Territory.
