6 General Assembly-Twenty-seventh Session Mindful of the principle of the inadmissibility of acquisition of territory by force and the inherent right of States to recover suc1i territories by all the means at their disposal, Reaffirming its recognition of the legitimacy of the struggle of colonial peoples for their freedom by all appropriate means at their disposal, Recalling the Declaration on the Prohibition of the Use of Nuclear and Thermonuclear Weapons, con- tained in General Assembly resolution 1653 (XVI) of 24 November 1961, Recalling further its resolution 2160 (XXI) of 30 November 1966 on the strict observance of the pro- hibition of the threat or use of force in international relations, and of the right of peoples to self-determi- nation, Believing that renunciation of the use or threat of force and prohibition of the use of nuclear weapons should be fully observed as a law of international life, 1. Solemnly declares, on behalf of the States Mem- bers of the Organization, their renunciation of the use or threat of force in all its forms and manifesta- tions in international relations, in accordance with the Charter of the United Nations, and the permanent prohibition of the use of nuclear weapons; 2. Resolution adopted by the Gen- eral Assembly at its 2093rd plenai·y meet- ing3 The General Assembly, Having in mind the relevant provisions of the Char- ter of the United Nations, the Declaration on Prin- ciples of International Law concerning Friendly Rela- tions and Co-operation among States in accordance with the Charter of the United Nations and Security Council resolution 307 (1971) of 21 December 1971, Having noted with satisfaction the steps taken so far to facilitate the restoration of conditions of normalcy in the South Asian subcontinent, notably the Simla Agreement, Mindful of the fact that the Geneva Conventions of 12 August 19498 require the release and repatriation of prisoners of war without delay after the cessation of active hostilities, Considering that the solution of all outstanding prob- lems, including the return of military and civilian per- sonnel to their respective countries, is important for the establishment of a climate of peace and tranquillity in the area, Expressing the hope that all parties will refrain from any act which could jeopardize the prospects of set- tlement and render more difficult eventual reconcil- iation, Expresses the desire that the parties concerned make all possible efforts, in a spirit of co-operation and mu- tual respect, to reach a fair settlement of the issues that are still pending, and calls for the return of the prisoners of war in accordance with the Geneva Con- ventions of 1949 and the relevant provisions of Secur- ity Council resolution 307 ( 1971). 2093rd plenary meeting 29 November 1972 2948 (XXVII). Resolutions adopted without reference to a Main Committee 7 Reaffirming that Security Council resolution 242 (1967) of 22 November 1967 must be implemented in all its parts, Deeply perturbed that Security Council resolution 242 ( 1967) and General Assembly resolution 2799 (XXVI) of 13 December 1971 have not been im- plemented and, consequently, the envisaged just and lasting peace in the Middle East has not been achieved, Reiterating its grave concern at the continuation of the Israeli occupation of Arab territories since 5 June 1967, Reaffirming that the territory of a State shall not be the object of occupation or acquisition by another State resulting from the threat or use of force, Affirming that changes in the physical character or demographic composition of occupied territories are contrary to the purposes and principles of the Charter of the United Nations, as well as to the provisions of the relevant applicable international conventions, Convinced that the grave situation prevailing in the Middle East constitutes a serious threat to interna- tional peace and security, Reaffirming the responsibility of the United Na- tions to restore peace and security in the Middle East in the immediate future, 1. Reaffirms its resolution 2799 (XXVI); 2. Deplores the non-compliance by Israel with General Assembly resolution 2799 (XXVI), which in particular called upon Israel to respond favourably to the peace initiative of the Special Representative of the Secretary-General to the Middle East; 3. Expresses its full support for the efforts of the Secretary-General and his Special Representative; 4. Declares once more that the acquisition of ter- ritories by force is inadmissible and that, consequently, territories thus occupied must be restored; 5. Reaffirms that the establishment of a just and lasting peace in the Middle East should include the ap- plication of both the following principles: (a) Withdrawal of Israeli armed forces from terri- tories occupied in the recent conflict; ( b) Termination of all claims or states of belliger- ency and respect for and acknowledgement of the sovereignty, territorial integrity and political indepen- dence of every State in the area and its right to live in peace within secure and recognized boundaries free from threats or acts of force; 6. Invites Israel to declare publicly its adherence to the principle of non-annexation of territories through the use of force; 7. Declares that changes carried out by Israel in the occupied Arab territories in contravention of the Geneva Conventions of 12 August 194911 are null and void, and calls upon Israel to rescind forthwith all such measures and to desist from all policies and practices affecting the physical character or demographic com- position of the occupied Arab territories; 8. Calls upon all States not to recognize any such changes and measures carried out by Israel in the oc- cupied Arab territories and invites them to avoid ac- tions, including actions in the field of aid, that could constitute recognition of that occupation; 11 United Nations, Treaty Series, vol. 75, Nos. 970-973. 9. Recognizes that respect for the rights of the Palestinians is an indispensable element in the estab- lishment of a just and lasting peace in the Middle East; 10. Requests the Security Council, in consultation with the Secretary-General and his Special Represen- tative, to take all appropriate steps with a view to the full and speedy implementation of Security Council resolution 242 ( 1967), taking into account all the relevant resolutions and documents of the United Na- tions in this connexion; 11. Requests the Secretary-General to report to the Security Council and the General Assembly on the progress made by him and his Special Represen- tative in the implementation of Security Council reso- lution 242 ( 1967) and of the present resolution; 12. Decide.s to transmit the present resolution to the Security Council for its appropriate action and re- quests the Council to keep the General Assembly in- formed. 2105th plenary meeting 8 December 1972 2954 (XXVU). Revision of the lists of States eligible for membership in the Industrial Development Board The General Assembly, Recalling section II, paragraph 4, of its resolution 2152 (XXI) of 17 November 1966 on the United Nations Industrial Development Organization, Decides to include Bangladesh in list A of the annex to its resolution 2152 (XXl). 12 • 2106th plenary meeting 11 December 1972 • • As a result of the above resolution, the lists of States eligible for membership in the Industrial Development Board will be as follows: A.
