Information from Non-Self-Gov- erning Territories transmitted under Arti- cle 73 e of the Charter of the United Nations The General Assembly, Recalling its resolution 1970 (XVIII) of 16 De- cember 1963, in which it reques~ed the Special Com- mittee on the Situation with regard to the Implementa- tion of the Declaration on the Granting of Indepen- dence to Colonial Countries and Peoples to study the information transmitted to the Secretary-General in accordance With Article 73 e of the Charter of the United Nations and to take such information fully into account in examining the situation with regard to the implementation of the Declaration, Recalling also its resolution 2870 (XXVI) of 20 December 1971 , ,in which it requested the Special Committee to continue to discharge the functions entrusted to it under resolution 1970 (XVIII), in ac- cordance with the procedures approved by the Gen- eral Assembly in its resolution 2109 (XX) of 21 De- cember 1965, Recalling further the provisions of paragraph 5 of resolution 2870 (XXVI), in which it requested the administering Powers concerned to transmit, or con- tinue to transmit, to the Secretary-General the in- formation prescribed in Article 73 e of the Charter, as well as the fullest possible information on political and constitutional developments in the Territories concerned, Having examined the chapter of the report of the Special Committee dealing with the transmittal of in- formation under Article 73 e of the Charter and the action taken by it in respect of that information, 18 Having also examined the report of the Secretary- General on this item, 19 Noting the communication dated 18 September 1972 from the Government of the United Kingdom of Great Britain and Northern Ireland to the Secretary-General concerning the Territory of Brunei,20 1. Approves the chapter of the report of the Special Committee on the Situation with regard to the Im- plementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples re- lating to the information from Non-Self-Governing Territories transmitted under Article 73 e of the Charter of the United Nations; 2. Deeply deplores that, despite the repeated rec- ommendations of the General Assembly and the Special Committee, some Member States having re- sponsibilities for the administration of Non-Self-Gov- erning Territories have ceased to transmit informa- tion under Article 73 e of the Charter, have transmitted insufficient information or have transmitted informa- tion too late; 3. Strongly condemn,<; the Government of Portugal for its continued refusal to recognize the colonial status of the Territories under its domination and to trans- mit information under Article 73 e of the Charter on those Territories, in complete disregard of the provisions of the relevant resolutions of the General Assembly and the Special Committee; 18 Jbid., Twenty-seventh Session, Supplement No. 23 (A/8723/Rev.l), chap. Reaffirms that, in the absence of a decision by the General Assembly itself that a Non-Self-Governing Territory has attained a full measure of self-govern- ment in terms of Chapter XI of the Charter, the ad- ministering Power concerned should continue to trans- mit information under Article 73 e of the Charter with respect to that Territory; 5. Requests the administering Powers concerned to transmit, or continue to transmit, to the Secretary- General the information prescribed in Article 73 e of the Charter, as well as the fullest possible informa- tion on political and constitutional developments in the Territories concerned; 6. Reiterates its request that the administering Powers concerned transmit such information as early as possible and, at the latest, within a maximum period of six months following the expiration of the admin- istrative year in the Non-Self-Governing Territories concerned; 7. Requests the Special Committee to continue to discharge the functions entrusted to it under General Assembly resolution 1970 (XVIII), in accordance with established procedures, and, as regards Brunei. to submit appropriate recommendations for a decision by the Assembly under paragraph 4 above and other relevant resolutions of the Assembly. 2110th plenary meeting 14 December 1972 2979 (XXVII). Activities of foreign t>conomic and other interests which are impeding tlw implenwntation of the Declaration on the Granting of Independence to Colonial Coun- tries and Peoples in Southern Rhodesia, Namibia and Territories under Portuguese domination and in all other Territories under colonial domination and efforts to eliminate colonialism, apartheid and racial discrimination in southern Africa The General Assembly, Having considered the item entitled "Activities of foreign economic ancl other interests which are im- peding the implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples in Southern Rhodesia, Namibia and Territories under Portuguese domination and in all other Ter- ritories under colonial domination and efforts to elimi- nate colonialism, apartheid and racial discrimination in southern Africa", Having examined the chapter of the report of the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples relat- ing to this question,21 Recalling its resolution 1514 (XV) of 14 Decem- ber 1960, containing the Declaration on the Granting of Independence to Colonial Countries and Peoples, and its resolution 2621 (XXV) of 12 October 1970, containing the programme of action for the full im- plementation of the Declaration, as well as all other resolutions adopted by it on the item, 2 1 Official Records of the General Assembly, Twenty-se1·enth Session, Supplement No. 23 (A/8723/Rev.1), chap, V. Resolutions adopted on the reports of the Fourth Committee 81 Reaffirming that the administering Powers, in ac- cordance with Chapters XI and XII of the Charter of the United Nations, have the obligation to ensure the political, economic, social and educational advanc~- ment of the inhabitants of the Territories under their administration and to protect the human and natural resources of those Territories against abuses, Reiterating its conviction that any economic or other activity which impedes the implementation of the Declaration and obstructs efforts aimed at the elimina- tion of colonialism, apartheid and racial discrimination in southern Africa and other colonial Territories violates the political, economic and social rights and interests of the peoples of the Territories and is therefore incom- patible with the purposes and principles of the Charter, Deeply disturbed by the increasingly intensified activi- ties of those foreign economic, financial and other interests in the Territories which, contrary to the rele- vant resolutions of the General Assembly, assist the Governments of Portugal and South Africa, as well as the illegal racist minority regime in Southern Rhodesia, and impede the realization by the peoples of the Ter- ritories of their legitimate aspirations for self-determina- tion and independence, 1. Reaffirms the inalienable right of the peoples of dependent Territories to self-determination and inde- pendence and to the enjoyment of the natural resources of their Territories, as well as their right to dispose of those resources in their best interests; 2. Reaffirms that the activities of foreign economic, financial and other interests operating at present in the colonial Territories of Southern Rhodesia and Namibia, as well as in those under Portuguese domination, con- stitute a major obstacle to political independence and to the enjoyment of the natural resources of those Ter- ritories by the indigenous inhabitants; 3. Approves the chapter of the report of the Special Committee on the Situation with regard to the Imple- mentation of the Declaration on the Granting of Inde- pendence to Colonial Countries and Peoples relating to this question; 4. Declares once again that any administering Power, by depriving the colonial peoples of the exercise of their rights or by subordinating them to foreign economic and financial interests, violates the obliga- tions it has assumed under Chapters XI and XII of the Charter of the United Nations; 5. Condemns the policies of the colonial Powers and other States which continue to support those for- eign economic and other interests engaged in exploit- ing the natural and human resources of the Territories without regard to the welfare of the indigenous peoples, thus violating the political, economic and social rights and interests of the indigenous peoples and obstructing the full and speedy implementation of the Declaration in respect of those Territories; 6. Strongly condemns the continuation of the con- struction of the Cabora Bassa project in Mozamhique and the Cunene River Basin project in Angola, which are designed further to entrench colonialist and racialist domination over the Territories in Africa and are a source of international tension; 7. Comiemns the policies of those Governments which have not yet prevented their nationals and bodies corporate under their jurisdiction from participating in the Cabora Bassa and Cunene River Basin projects, and urgently requests the Governments concerned to take all the necessary measures to terminate this par- ticipation and to have them withdraw immediately from all activities related to the projects; 8. Calls upon the colonial Powers and States con- cerned to take legislative, administrative and other measures in respect of their nationals who own and operate enterprises in colonial Territories, particularly in Africa, which are detrimental to the interests of the inhabitants of those Territories, in order to put an end to such enterprises and to prevent new investments that run counter to the interests of the inhabitants; 9. Requests all States to take effective measures to, end the supply of funds and other forms of assistanc&;' including military supplies and equipment, to those regimes which use such assistance to repress the peo- ples of the colonial Territories and their national libera- tion movements; 10. Calls upon the administering Powers to abolish every discriminatory and unjust wage system which pre- vails in the Territories under their administration and to apply in each Territory a uniform system of wages to all the inhabitants without any discrimination; 11. Requests the Secretary-General to give the widest possible publicity to the adverse effects of the activities of foreign economic and other interests in Southern Rhodesia, Namibia, the Territories under Portuguese domination and all other colonial Terri- tories, as well as to the decisions of the Special Com- mittee and the General Assembly on this question; 12. Requests the Special Committee to continue to study this question and to report thereon to the General Assembly at its twenty-eighth ,session. 2110th plenary meeting 14 December 1972 2980 (XXVII).
