97. Scale of assessments for the apportionment of the expenses of the United Nations: report of the Com- mittee on Contributions * REPORT OF THE FIFTH COMMITTEE (A/35/564) 1. Mr. PEDERSEN (Canada), Rapporteur of the Fifth Committee: I have the honour to submit for consideration by the General Assembly three reports of the Fifth Committee, as follows. I 2. The first report on agenda item 92 entitled "Medium-term plan for the period 1980-1983" , is part I of the Fifth Committee's report [A/35/548], in para- graph 8 of which the Fifth Committee recommends a draft resolution for adoption by the General Assem- bly. As members will note from the report, the draft resolution was adopted by the Fifth Committee without objection. 3. The second report relates to agenda item 96, on the pattern of conferences [A/35/576]; paragraph 33 contains three draft resolutions recommended by the Fifth Committee for adoption by the General As- sembly. 4. Draft resolution A, dealing with the future work of the Committee on Conferences, and draft resolution C, on the subject of special conferences of the United Nations were adopted by the Fifth Committee without objection. Draft resolution B, which deals with the question ofsummary records for meetings ofsubsidiary organs of the General Assembly, was adopted by the Fifth Committee by a vote of 87 to 6, with 20 ab- stentions. 5. Finally, I should like to introduce the Fifth Com- mittee's report on agenda item 97, on the scale of assessments for the apportionment of the expenses of the United Nations [A/35/564], paragraph 5 of which contains two draft resolutions which were adopted by the Fifth Committee without objection and which it recommends for adoption by the Assembly. Pursuant to rule 66ofthe rules ofprocedure, it was decided not to discuse the reports of the Fifth Com- mittee. "When the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, Le. either in the Committee or in plenary meeting unless that delegation's vote in plenary meeting is different from its vote in the Committee." 8. May I also remind members that, in accordance with decision 34/401, explanations of vote should not exceed 10 minutes and should be made by delegations from their seat. 9. We shall now consider part I of the report of the Fifth Committee on agenda item 92, concerning the medium-term plan for the period 1980-1983 [A/35/548]. The Assembly has to take a decision on the draft resolution recommended by the Committee in para- graph 8 of its report. The Fifth Committee adopted that draft resolution without objection. May I take it that the General Assembly wishes to do likewise?
The draft resolution was adopted (resolution 35/9).
The General Assembly will now consider the report of the Fifth Committee on agenda item 96, on the pattern of conferences [A/35/576]. The General Assembly will now take a decision on the three draft resolutions recommended by the Fifth Committee in paragraph 33 of its report. Draft resolution A is entitled ., Future work of the Committee on Conferences". The Fifth Committee adopted draft resolution A by consensus. May I consider that the General Assembly wishes to do likewise?

We shall now take a decision on draft resolution B, entitled "Summary records for meetings of subsidiary organs of the General Assem- bly". A recorded vote has been requested.

60. Question of the composition of the relevant organs of the United Nations REPORT OF THE SPECIAL POLITICAL COMMITTEE (A/35/583) 15. Mr. PELAEZ (Peru), Rapporteur of the Special Political Committee (interpretation from Spanish): I have the honour and privilege of presenting to the General Assembly four reports of the Special Political Committee on five of today's agenda items. 16. The first report is on agenda item 52, concerning the entitled effects ofatomic radiation [A/35/555]. That item was discussed at two meetings of the Special Political Committee on the basis of the report of the United Nations Scientific Committee on the Effects of Atomic Radiation [A/35/45/]. Nineteen representa- tives spoke in the general debate and agreed to' commend the work done by the Scientific Committee, the next report of which will be submitted to the General Assembly at the thirty-sixth session. A d.raft resolution sponsored by 26 MemberStates was adopted without a vote. It is recommended for adoption by the Assembly and is contained in paragraph 7 of the report. 17. The second report is on item 53 regarding UNRWA [A/35/579]. This item was considered at eight meetings ofthe Special Political Committee, with the participation of the Commissioner-General of UNRWA. Fifty-three delegations spoke during the general debate on this item. During that discussion most speakers agreed to commend the work of the Agency and to highlight the delicate financial situation being faced by it. As can be seen from the relevant part of the report of the Committee, six draft resolu- tions are being recommended for adoption by the General Assembly, two of which were adopted by the Committee without a vote. The draft resolutions are contained in paragraph 22 of the report of the Committee. 18. The third report concerns agenda items 55and 56, on international co-operation in the peaceful uses of outer space and the preparation of an international convention on principles governing the use by States of artificial earth satellites for direct television broad- casting [A/35/582]. The Special Political Committee considered these two items simultaneously at six meetings. The Chairman of the Committee on the Peaceful Uses of Outer Space introduced the reports of that Committee and then 46 statements were heard during the general debate on these items. The three draft resolutions recommended by the Special Political 27. The Assembly will take a decision on the six draft resolutions recommended by the Special Political Committee in paragraph 22 of its report. 28. I now put to the Assembly draft resolution A, entitled "Assistance to 'Palestine refugees". A recorded vote has been requested.
