103.  Programme budget for the biennium 1982-1983 I. Mr. EL-SAFfY (Egypt), Rapporteur of the Fifth Committee: I have the honour to introduce the last five reports of the Fifth Committee, relating to agenda items 12, 17 (f), 104, III and 103. 2. The report on agenda item 12, concerning the report of the Economic and Social Council, is con- tained in document A/37/783; in paragraph 7 of the report, the Committee recommends three draft deci- sions which it adopted without objection. The first two deal, respectively, with the statutes ofthe regional institutes for population studies at Accra and Yaounde and the revitalization of the Economic and Sncial * Resumed from the 110th meeting. ** Resumed from the ll~th meetil1g. 11. Draft decision I is entitled ••Statutes of the regional !nstitutes for population studies at Accra and Yaounde" and was adopted by the Fifth Committee without a vote. We turn now to the report of the Fifth Committee on agenda item 103 [A/37/790] concerning the programme budget for the biennium 1982-1983. Owing to the fact that there has been no time to finalize this report I propose that, as was done at previous sessions, representatives refer to the document that was issued in the Fifth Committeenamely document A/C.5/35/L.53 and Corr.l. The. recommendation ofthe Committee, which is contained in paragraph 77 of the report, consists of nine draft, resolutions, I to VI and VII A to C. 29. I now call on the representative of the Union of Soviet Socialist Republics, who wishes to speak in explanation of vote before the voting.
