Mr. SIMAS MAGALHAES (Braz ilh Brazil voted in favour of draft resolution A/4l/L.2 on the situation in Kamp.tchea because it ccntains those elements we consider essential for the comprehensive political settlement of the Kampuchean question. we would like, however, to place on record our reservations concerning the fifth preanbular paragraph, which refers to the struggle against fOl'ei9'l forces by the Coali tion GoITernment of DellDcra tic Kamp.t c:hea. It is our belief that the problem cannot be solved by military means and that the interests of all the parties calcerned - and, indeed, of the Kampuchean people - will best be served by a peaceful solution reached through genuine negotiations. Brazil would not subscr ibe to language that prejudges the ou tcome of the exercise by the Kamp.tdlean people of their right to self""<3etermination. Hr. McOONAGH (Ireland) ~ I should like first to extend to the delegation of Mozarrbique the sincere condolences of the people and GOI1ernment of Ireland on the tragic death of President samora Machel. OUr sympathy goes to the people and Government of MozaniJique in their sorrow and to the families of all the victims. Ireland voted in favour of the draft resolution on the situation in Kampuchea. We did so because, as in previous years, we are in agreement with the general thrust of the draft resolution. I wish to make it clear, however, that the * Subsequently the delegation of Barbados advised the secretariat that it had intended to vote in favour~ the delegations of Algeria and Vanuatu had intended to abstain. fact that we have voted in favour of a draft resolution containing, as it does, the wording of its fifth prealllbular paragraph does not imply any change in Ireland's position regarding Kampuchean representation. The records of the Assellbly clearly show that when that question was last raised forraally in the context of the presentation of the report of the Credentials Committee to the thirty-seventh session of the General Assembly, Ireland, as in previous years, abstained.
