I now have the honour to present the report of the Second Committee contained in document Al45/853, under agenda item 83, entitled "£Sternal debt crisis and development". In its paragraphs 16 and 17" respectively" the report contains one draft resolution and one draft decision, which the Second Committee recommends to the General Assembly for adoption. The Co.nittee adopted both drafts without a vote. Document A/45/854 contains the report on aqende item 84, entitled "Operational activities for development". In paragraphs 27 and 28, respectively, of the report the Second Committee recommends to the General Ass~mbly the adoption of four draft resolutions and two draft decisions, all of which the Committee adopt.d without a vot••. Document A/45/855 contains the report of the Second COl'lllrl1tt.e UDder agenda item 85, entitled "Training and research". In its paragraph 14 the report contains two draft resolutions, which the Second Committee recommends to the Gon.ral Assembly for adoption. The Committee adopted both draft resolutions without a vote. Document Al4S/8S6 contains the report of the Second Committae under agenda item 86, entitled "Special economic and disaster relief assistance". In this document the following corrections should be made to paragraph 2s In the third line, insert a comllUl after "51st" and insert the words "and 54th" after "5221d'·; in the fourth line, the date "14 December" should be replac@d by "11 December"; finally, in the 8i~th line, summary record AlC.2/4S/SR.54 should also be included. In its paragraph 75 this report contains 12 draft resolutions, which the Second Committee recomme~ds to the General Assembly for adoption. The Committee adopted all 12 draft resolutions without a vote. With regard to draft resolution X, entitled "Strengthening of the Office of the United Nations Disaster Relief Co-ordinator", there is a small editorial error in the English text, which needs to be correeted. The last phrase of paragraph 2 of t~is draft resolution, as adopted by consensus during the informal consultations, should read as' follows: "which should address, inter alia, the implementation of General Assembly decision 42/433 of 11 December 1987 and the strengthening of arrangements for the response to complex emergencies". Thus.. in the last line of the paragraph "by the United NatioDs" should be deleted BDd "strengthen" should be replaced by "the strengthening of". I request the Assembly to take note of these corrections, and request the Secretariat to ensure that all the language versions a~e consistent with thQ text I have just read out. Document A/45/8S7 contains the report of the Second Committee under agenda item 87, entitled "International assistance for the economic rehabilitation of Angola". I should like to pay homage to the spirit of iuovatioD of our Chaimilll, Hr. inter~stloDa1 economic co-operation adopted by the Assembly at its eighteenth
special se8s10n. That Declaration represents an !mpo~t~t Dew step forwa~d in the

a convergence of views on the need for sound macroeconomic policies, enhanced
competition and greater flexihility, innovation and openness.
The International Development Strategy contains useful observations about
~ _- human rights .. about political and economic pluralismudabOut' 'othe"i "ftiportiiif"-'-
n~tioDal policies ~d national responsibility, about the role of the sartet, about
··points.
My delegation is also sensitive ~o the need for a supportive international
environment and believes that the developed ,countries do have a special
responsibility in this regard. Nevertheless~ the development strategy, we believe,
is slightly unbalanced regarding the responsibilities cf the developing co~tries.
This tendency in the text conveys a tone Characteristic of previous, UDful~illed
strategies, and it concerns my delegation. One way to have tempered this would
have been through a more thorough historical analysis of key elements in the
international economy, such ~s the destabilizing effect of increased oil prices,
the lack of developing-country growth despite the massive transfers of resources to
developing countries in earlie~ years and the ri4dle of why some developing
countries prospered in the economic enviroument of the 19808 while others did not.
Also characteristic of previouD, failed strategies is the setting of targeted,
numerical goals for economic growth, agricultural production, aid t anafers and
industrialization. In joining the consensus on the International Development
Strategy, the United Statea does not commit itself to these arbitrary goals, nor
will it support increases in international-organisation budgets beyond those
necessary to maintain zero real growth•
We have join.d the conseD,sua as an .xpression of our desire for global harmony
and our support for the aspirations of the d.veloping world. However, given the
breadth of the International Development Strategy document, compromise was
necessary if consensus vas to be achieved. The process of compromise inevitably
means that Gov.rDments retain differing positions on matters important to them. It
-< is in this light that I wish to tu. ~~'l\t to clarify a number of points in the
text of the development strategy.'
The United States recognises the opportunity that the International
D.velopment St~ategy brings to broaden the cODsensus OD current policies and the
rrogress of the strengthenod debt strategy. The International Development
Strategy, in its treatment of multifaceted issues, itself demon~trate8 that debt ia
only one aspect of the ecoDomic and financial problems currently faced by many
developinq countries. n. external debt problems of the developing' countri.s
~equire a growth-oriented approach that e4dress.s overall economic and financial
problems. The approach must be pursued on a cas8-by-case basi8, taking into
account the particular circumstances of .achcountry. The most important st.p in
addressing debt problems ls the adoption of appropriate domestic economic
polici.s. Without strong adjustment, no amount of debt relief can restor. growth.
The United States does Dot agree with the statement in paragraph 28 of the
International Development Strategy that special action by creditor cOUDtri~s to
facilitate debt and debt mervice reduction by commercial banks is nocessary.

As we have stated before, the United States considers that debt issu.s are
appropriately handled in the International MOn.tary Fund, the World Bank and the
Paris Club. We must be careful Dot to impinge on the independence or the mandates

of the international financial institutions and ether mUltilateral forums. The
value of these bodies to the global economy lies i~ thoir technical expertise and
relative freedom from political pressure.
Accordingly, the United States cannot support ~alls in the development
strategy or in United Nations forums for specific action by the Paria Club or
creditor Governments, or for debt relief by internctional financial institutionse
It must be recalled that the United States objected to parts of the external
debt section of the Programme of Action of the Second United Nations Conference en
the Least Developed Countries, and made a specific reservation OD the issue of debt
relief by multilateral financial inatitutions. Thorefore~ we must reserve our
position OD paragraph 2~ of the International Development Strategy.
Finally, and in keeping with our position about the appropriate forum, for
treatment of such issues, the United States do~s not support the establishment of
more than an ,external-debt monitoring role for the Secretary-General.
With respect to the important question of the environment, the United States
reiterates its intention to continue to play a major role in addressing shared
international environmental problems. The International Development Strategy
offered an opportunity to further the integration ef developmental and
enviroDmGntal concerns, we believe that this opportunity was, unfortunnt.ly,
missed. In our view, the development strat891- lacks belance on this subject in
tenor and in language. The United States believes that all countries ahare
responsibility for the protection and management. of our global environment, and
that we mUllt work together to develop common lIoluticnso The language in the
International Development Strategy, which places blame for all pollution at the
. feet of developed countries, diverts attention from the fact that there are

The background of tl&1s draft '·reS'o~ut1on 111 clear. The Assembly wishes to
support the process of ensuring grass-roots p&rticipatio~ in the expression of the
will of the people in Haiti •. We ar$·&w~re of the enormous problemd confrontinq
that country and of Haiti's great Dead for technical and other forms of assimtance
to help it overcome its aocial and economic problems.
The draft resolution contains an appeal to Member States, international
financial institutioDS, the specialized agencies, and orqanizatiGn8 and programmes
of the United Nations system to respond geDerously and urgently to thg needs of
Haiti in overcoming its severe economic and social problems. It e:pressell the
Assembly' detormination to assist Haiti in overcoming' its seve~e economic and
social problems.
In order to make the provisions of paragraph 3 more flexible, the beginning of
that paragraph should nov read ea followsl
