Draft resolution A/63/L.29 was introduced by my colleague Ambassador Mahiga of Tanzania on 17 November. Since then, our two delegations have held constructive consultations with Member States and I am pleased about the recent news regarding the increasing number of sponsors that this initiative has received. I should like to make a few remarks on the resolution itself. This fall has indeed been a very special one for the world economy. While we — and not least the President of the General Assembly — have been busy inside this building negotiating to improve global cooperation and economic recovery, outside this building market failures and irresponsible management have wreaked havoc with the global economy. We are now facing the most dramatic economic crisis since the Great Depression. And while the epicentre of this economic tsunami is just a few blocks south of here, the consequences are felt everywhere. We should be particularly concerned about the delayed effects of this crisis and their impact on the powerless poor. Hundreds of millions of people who have worked their way out of poverty now see their jobs and the dignity that comes with a job at risk. The world economy is now so interconnected that greed and mismanagement anywhere pose a threat to working men and women everywhere. To deal with this interdependence and to protect the livelihoods of ordinary people from casino capital and misguided markets, we need new regulation of banking and finance, public investment and the restoration of trust. We should also be guided by the new International Labour Organization (ILO) Declaration on Social Justice for a Fair Globalization. Adopted by consensus among Governments’, workers’ and employers’ representatives from all Member States in June this year, the ILO Declaration presents an outline for a global New Deal — a social contract for the twenty- first century. The challenge now is to ensure its full implementation. While national Governments have the primary responsibility, together with social partners and other stakeholders, all relevant international organizations, not least the United Nations system, have a crucial role to play. That is why Norway, together with Tanzania, initiated the process to bring the ILO Declaration on Social Justice for a Fair Globalization to the General Assembly. The resolution supports the Declaration’s call for an integrated approach to the Decent Work Agenda based on the four inseparable, interrelated and mutually supportive strategic objectives of employment creation, observance of fundamental principles and rights at work, social dialogue and social protection. By adopting the resolution without a vote, the General Assembly today reflects the global consensus that the time has come to bring full employment and decent work for all to the centre of economic policymaking, nationally as well as at the global level.

I have the honour to speak on behalf of members of the Pacific Islands Forum based in New York, namely, Australia, the Federated States of Micronesia, Fiji, Nauru, New Zealand, Palau, Papua New Guinea, the Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Vanuatu and my own country, Tuvalu. I have the further honour to introduce to the General Assembly draft resolution A/63/L.56, entitled “Cooperation between the United Nations and the Pacific Islands Forum”, under agenda item 114 (s) on cooperation between the United Nations and regional and other organizations. On behalf of the Pacific Islands Forum, I would like to acknowledge and express our sincere appreciation to all those countries that have joined in sponsoring this draft resolution, namely, Canada, the Czech Republic, Finland, Israel, Luxembourg, Singapore, Slovenia, Switzerland, Turkey and the United States of America. Through this draft resolution, the Pacific Islands Forum and its associated institutions reaffirm our commitment to a partnership of cooperation and friendship with the United Nations and its development partners. The Pacific Islands Forum members wish to thank the Secretary-General again for his report on cooperation between the United Nations and regional and other organizations (A/63/228). We look forward to receiving the Secretary-General’s next report, which we hope will demonstrate the concrete areas in which cooperation between the United Nations and the Pacific Islands Forum has been improved and strengthened. As we highlighted in our statement in the debate under this agenda item, cooperation between the United Nations and the Pacific Islands Forum has to be seen through the lens of the serious threats posed to our vulnerable island States by climate change and global economic recession. We hope that the United Nations system and all Member States can acknowledge this and support our region’s efforts to tackle these issues. The many areas of cooperation, as mentioned in our recent statement, are greatly valued, as is the strengthened United Nations presence in our region in recent years. However, we believe that there is scope to do significantly more and, in particular, to increase the impact of partnerships between the United Nations system and the Pacific Islands Forum. We urge all United Nations agencies operating in the region to revitalize their efforts to improve cooperation and support in our region. There are challenges in delivering effective support to the island States of our region, and it is critical that we all look to maximize collaborative action and avoid duplication. We express our hope that the General Assembly will adopt draft resolution A/63/L.56 by consensus.

I have the honour to present for the Assembly’s consideration the following reports of the Second Committee on the agenda items allocated to it by the General Assembly at its sixty-third session. I would like to take this opportunity to express my gratitude to all the facilitators who persevered in the negotiations on the Committee’s draft resolutions. Under agenda item 38, entitled “Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources”, the Committee recommends, in paragraph 11 of document A/63/410, the adoption of one draft resolution. Under agenda item 46, entitled “Information and communication technologies for development”, the Second Committee recommends, in paragraph 11 of document A/63/411, the adoption of one draft resolution. Under agenda item 47, entitled “Macroeconomic policy questions”, the report of the Committee has been issued in five parts. The report under the chapeau “macroeconomic policy questions” is contained in document A/63/412, and the recommendations are contained in the following addendums: Under sub-item 47 (a), entitled “International trade and development”, the Second Committee recommends, in paragraph 10 of document A/63/412/Add.1, the adoption of two draft resolutions. Under sub-item 47 (b), entitled “International financial system and development”, the Second Committee recommends, in paragraph 8 of document A/63/412/Add.2, the adoption of one draft resolution. Under sub-item 47 (c), entitled “External debt and development: towards a durable solution to the debt problems of developing countries”, the Second Committee recommends, in paragraph 7 of document A/63/412/Add.3, the adoption of one draft resolution. Under sub-item 47 (d), entitled “Commodities”, the Second Committee recommends, in paragraph 5 of document A/63/412/Add.4, the adoption of one draft resolution. Under agenda item 48, entitled “Follow-up to and implementation of the outcome of the 2002 International Conference on Financing for Development and the preparation of the 2008 Review Conference”, the report of the Committee has been issued in two parts, as documents A/63/413 (Part I) and A/63/413 (Part II). As the Assembly will recall, the five recommendations contained in Part I were adopted by the Assembly at its 53rd plenary meeting, on 18 November. In paragraph 6 of document A/63/413 (Part II), the Second Committee now recommends the adoption of one draft resolution. Under agenda item 49, entitled “Sustainable development”, the report of the Second Committee has been issued in eight parts. The report under the chapeau “sustainable development” is contained in document A/63/414, and the recommendations are contained in the chapeau as well as in the various addenda. Under the chapeau of item 49, the Second Committee recommends, in paragraph 20 of document A/63/414, the adoption of three draft resolutions. Under sub-item 49 (a), entitled “Implementation of Agenda 21, the Programme for the Further Implementation of Agenda 21 and the outcomes of the World Summit on Sustainable Development”, the Second Committee recommends, in paragraph 9 of document A/63/414/Add.1, the adoption of one draft resolution. Under sub-item 49 (b), entitled “Follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States”, the Second Committee recommends, in paragraph 16 of document A/63/414/Add.2, the adoption of two draft resolutions. Under sub-item 49 (c), entitled “International Strategy for Disaster Reduction”, the Second Committee recommends, in paragraph 19 of document A/63/414/Add.3, the adoption of three draft resolutions. Under sub-item 49 (d), entitled “Protection of global climate for present and future generations of mankind”, the Assembly will recall that, at its 60th plenary meeting, on 26 November 2008, the General Assembly adopted the draft resolution contained in document A/63/414/Add.4. Under sub-item 49 (e), entitled “Implementation of the United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa”, the Second Committee recommends, in paragraph 9 of document A/63/414/Add.5, the adoption of one draft resolution. I would like to draw the attention of the Assembly to section III of the report, which contains the text of the draft resolution. The following correction should be made to bring it into line with the text of A/C.2/63/L.53, as adopted by the Second Committee. The phrase “the secretariats of” should be deleted from the first line of the seventh preambular paragraph. Under sub-item 49 (f), entitled “Convention on Biological Diversity”, the Second Committee recommends, in paragraph 8 of document A/63/414/Add.6, the adoption of one draft resolution. Under sub-item 49 (g), entitled “Report of the Governing Council of the United Nations Environment Programme on its tenth special session”, the Second Committee recommends, in paragraph 8 of document A/63/414/Add.7, the adoption of one draft resolution. Under agenda item 50, entitled “Implementation of the outcome of the United Nations Conference on Human Settlements (Habitat II) and strengthening of the United Nations Human Settlements Programme (UN-Habitat)”, the Second Committee recommends, in paragraph 11 of document A/63/415, the adoption of one draft resolution. Under agenda item 51, entitled “Globalization and interdependence”, the report of the Committee has been issued in six parts. The report under the chapeau “globalization and interdependence” is contained in document A/63/416, and the recommendations are contained in the following addenda. Under sub-item 51 (a), entitled “Role of the United Nations in promoting development in the context of globalization and interdependence”, the Second Committee recommends, in paragraph 20 of document A/63/416/Add.1, the adoption of three draft resolutions. Under sub-item 51 (b), entitled “International migration and development”, the Second Committee recommends, in paragraph 9 of document A/63/416/Add.2, the adoption of one draft resolution. Under sub-item 51 (c), entitled “Culture and development”, no action was taken by the Second Committee, as indicated in paragraph 2 of the report contained in document A/63/416/Add.3. Under sub-item 51 (d), entitled “Preventing and combating corrupt practices and transfer of assets of illicit origin and returning such assets, in particular to the countries of origin, consistent with the United Nations Convention against Corruption”, the Second Committee recommends, in paragraph 8 of document A/63/416/Add.4, the adoption of one draft resolution. Under sub-item 51 (e), entitled “Integration of the economies in transition into the world economy”, the Second Committee recommends, in paragraph 3 of document A/63/416/Add.5, the adoption of one draft decision. Under agenda item 52, entitled “Groups of countries in special situations”, the report of the Committee is issued in three parts. The report under the chapeau “groups of countries in special situations” is contained in document A/63/417, and the recommendations are contained in the following addendums. Under sub-item 52 (a), entitled “Third United Nations Conference on the Least Developed Countries”, the Second Committee recommends, in paragraph 10 of document A/63/417/Add.1, the adoption of one draft resolution. The positions of delegations regarding the recommendations of the Second Committee have been made clear in the Committee and are reflected in the relevant official records. May I remind members that, under paragraph 7 of decision 34/401, the General Assembly agreed that “When the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, i.e., either in the Committee or in plenary meeting, unless that delegation’s vote in plenary meeting is different from its vote in the Committee”.
