I thank the Rapporteur of the First Committee.
If there is no proposal under rule 66 of the rules of procedure, I shall take it that the General Assembly decides not to discuss the reports of the First Committee which are before the Assembly today.
It was so decided.
Statements will therefore be limited to explanations of vote. The positions of delegations regarding the recommendations of the First Committee have been made clear in the Committee and are reflected in the relevant official records.
May I remind members that, in accordance with General Assembly decision 34/401, a delegation should, as far as possible, explain its vote only once, that is, either in the Committee or in plenary meeting, unless that delegation’s vote in plenary meeting is different from its vote in the Committee; and that explanations of vote are limited to ten minutes and should be made by delegations from their seats.
Before we begin to take action on the recommendations contained in the reports of the First Committee, I should like to inform representatives that we are going to proceed to take decisions in the same manner as was done in the Committee, unless notified otherwise in advance. That means that where separate or recorded votes were taken, we will do the same. I therefore hope that we may adopt without a vote those recommendations that were adopted without a vote in the First Committee.
Before proceeding further, I would like to draw the attention of members to a note by the Secretariat, in English only, entitled “Situation reports of the First Committee on agenda items 88 to 104, 118, 130 and 162”, which has been circulated as document A/C.1/65/INF/3. This note has been distributed desk- to-desk in the General Assembly Hall as a reference guide for action on draft resolutions and decisions recommended by the First Committee in its reports. In that connection, members will find in the second column of the note, the numbers of the draft resolutions or decisions of the First Committee, with
the corresponding numbers for action in the plenary in fifth column of the same note.
Furthermore, members are reminded that additional sponsors are no longer accepted now that draft resolutions and decisions have been adopted at the Committee. Any clarification about sponsorship in the Committee reports should be addressed to the Secretary of the Committee.

I wish to offer an explanation of our vote regarding draft resolution XX, entitled “The illicit trade in small arms and light weapons in all its aspects”.
For Mexico, the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects is one of the most relevant instruments with regard to international security. We are fully convinced that its implementation will contribute to saving thousands of lives that are lost in Latin America and around the world daily due to the use of firearms. Although, as we expressed during the First Committee debates, this draft resolution does not explicitly reflect the progress made in the Fourth Biennial Meeting of States on the Programme of Action, we do think that the endorsement of the final outcome document of that meeting (A/CONF.192/BMS/2010/3) has added value as we move forward with the Programme of Action. It is on this premise that my delegation joins the adoption of draft resolution XX without a vote.
Mexico reiterates its commitment to continuing to work within the United Nations, particularly during the next meeting of the Experts Group in 2011 and the Review Conference of 2012, to address the threats and challenges posed by the illicit trade in small arms and light weapons through constructive and inclusive
dialogue. We emphasize the importance of moving ahead in this process with all possible speed.

Consensus
I would like to explain my country’s position on draft resolution VIII. As the French delegation pointed out in detail in the First Committee, we cannot associate ourselves with the decision taken on this text. For all that, we do not wish to be an obstacle to its adoption. Here I refer to the statement my delegation made in the First Committee (see A/C.1/65/PV.21).
My delegation believes that draft resolution XVII is not a balanced text in terms of the obligations of nuclear- weapon States and the agreement reached by consensus at the 1995, 2000 and 2010 Review Conferences on the Treaty on the Non-Proliferation of Nuclear Weapons.
The New START treaty lacks the basic principles of transparency, irreversibility and verifiability. It does not even aim for nuclear disarmament and the total elimination of such weapons. According to the bilateral agreement, the parties have only changed the status of their warheads from high-trigger alert to storeroom. It seems that the cost savings go to modifying some components and the development of more reliable life- extended warheads, with a service life of 85 to 100 years or more. That is stipulated in the nuclear programme of one of the parties.
It is an irony to call this nuclear disarmament and talk about a world free of nuclear weapons while one of the parties to this treaty has officially announced the allocation of more than $100 billion for modernizing nuclear warheads and constructing new facilities for developing nuclear weapons. The international community cannot turn a blind eye to those clear and obvious facts. During the meeting of the First Committee (see A/C.1/65/PV.22), 118 States Members that are members of the Non-Aligned Movement, through their explanations of vote on this draft resolution, made it clear that reduction in deployment cannot substitute for the total elimination of nuclear weapons.
Given the aforementioned reasons, as well as the reasons outlined by my delegation during the meeting of the Committee, my delegation will not participate in the decision by the General Assembly on this draft resolution.
The General Assembly will now take a decision on draft resolutions I to XXXIII, and on one draft decision, one by one. After all the decisions have been taken, representatives will again have the opportunity to explain their vote or position on any or all of the draft resolutions and decision.
I now invite delegations to turn to paragraph 88, in section III of the report, containing the draft resolutions.

I now give the floor to the representative of Chile to introduce draft resolution A/65/L.28.
It is my pleasure and great honour to introduce, as a co-facilitator of negotiations and together with Singapore, draft resolution A/65/L.28, entitled “The United Nations in global governance”.

As a consequence of this additional language, A/65/L.28 is modified so that the current third preambular paragraph becomes the fourth preambular paragraph.
The text of the draft resolution that we are presenting is the result of extensive open and transparent consultations and negotiations that took place over numerous weeks, which allowed for active participation by all delegations. It shows the importance that the States Members of the United Nations attribute to the role of the Organization in global governance.
The text has been negotiated bearing in mind that the importance of this topic requires all Member States to join together in a common effort. Along those lines, it is our pleasure to indicate that the text has had very broad support from all regions and from developing and developed countries alike. We trust that throughout the process that this draft resolution puts in motion we will continue to work with this same approach.
The text of the draft resolution that we are presenting is of a procedural nature. There are four preambular and three operative paragraphs. It is a brief document. Basically, it establishes, under agenda item 120 — “Strengthening of the United Nations system” — a sub-item entitled “Central role of the United Nations system in global governance”.
It also requests the Secretary-General to submit to the Assembly at its sixty-sixth session a report focused on global economic governance and development, to be prepared in consultation with Member States and relevant organizations of the United Nations system, taking into account such relevant inputs as the result of the thematic debate on global governance to be organized by the President of the Assembly. The draft resolution does not prejudice
the focus of future debates on this issue to be determined by the General Assembly.
The draft resolution underscores in particular the vital importance of and need for an inclusive, transparent and effective multilateralism in order to appropriately address the global challenges of today. In that respect, it recognizes the universality of the United Nations and reaffirms its commitment to promoting and strengthening the effectiveness and efficiency of the United Nations system. Likewise, it reaffirms the central role of the United Nations in current efforts to find collective solutions to those challenges.
Further, it reaffirms the role and authority of the General Assembly in global matters that concern the international community, as set forth in United Nations Charter. Lastly, the draft resolution welcomes the decision of the President of the General Assembly to designate “Reaffirming the central role of the United Nations in global governance” as the theme of the sixty-fifth session. It also welcomes his intention to organize a thematic debate on global governance in 2011.
As facilitator, together with Singapore, we would like to thank all delegations for their constructive participation in the negotiations and consultations. That has allowed us to achieve a consensus-based result, which is reflected in the text that we have submitted for approval and orally revised. We appreciate the flexibility and the spirit of constructive cooperation of all involved, including the flexibility shown by delegations in achieving an agreement that has the broad support of the Assembly.
I note that following consultations, consensus has emerged on draft resolution A/65/L.28, as now revised orally by the representative of Chile. In the light of that, there is no need to take a decision on the proposals contained in documents A/65/L.30 and A/65/L.37.
The Assembly will therefore now take a decision on draft resolution A/65/L.28, entitled “The United Nations in global governance”, as orally revised. May I take it that the Assembly decides to adopt draft resolution A/65/L.28, as orally revised?
Draft resolution A/65/L.28, as orally revised, was adopted (resolution 65/94).
I shall now give the floor to those representatives who wish to speak in explanation of position.
The matter addressed in the resolution 65/94, which we have just adopted, is of great importance to the Member States of the Organization, in particular developing countries. Given the circumstances the world now finds itself in, the very existence of the United Nations is at stake.
The choices are clear: allow for the most important decisions concerning global governance to be taken by an exclusive club of countries dominated by a cabal of great Powers — those same countries that brought about the largest financial economic crisis seen since the Great Depression — or foster true multilateralism through the strengthening of the Organization and its most democratic body, the General Assembly.
For developing countries — particularly the poorest, smallest and most vulnerable States — the United Nations is the only forum that allows them to exercise their legitimate right to participate in conditions of full equality in the process of making decisions of great importance at the global level. We, the Member States, have before us the historic responsibility to strengthen the Organization in order to ensure that it plays the central role that it should in global governance, in accordance with the principles and purposes enshrined in the Charter.
Because of this, the Cuban delegation has been engaged in the process of consultations and negotiations on the resolution from the beginning. We submitted numerous amendments to the original text. However, in order to respond to the requests made to us, and in an effort to reach an agreement that is in step with the constructiveness and flexibility that has always characterized our positions, we decided to not insist on the majority of our proposals and to give priority to those that we consider to be a vital importance — in this case, those aimed at underscoring the central role of the United Nations, in particular the General Assembly, in global governance.
We believe that it was of the greatest importance to insist on the clarity of the language in the resolution, given that it sets out, for the first time in the General Assembly, a conceptual framework for future
discussions and possible actions in the context of global governance.
We would like to express our appreciation to the sponsors of the resolution for the decision taken today to reconsider their position of not accepting any modifications to resolution 65/94. We welcome their decision to take a flexible position with regard to our legitimate concerns. That allowed us to reach a compromise solution that is acceptable to all parties on the basis of a revised text. The inclusion in the resolution of a new preambular paragraph, in which the role and authority of the General Assembly are explicitly reaffirmed, demonstrates how right our position was. That is to say that resolution 65/94 as originally presented was not the best possible option and that there was room for accommodating the legitimate demands of developing countries in the text.
The new language that was introduced today in the revised draft resolution as the new third preambular paragraph was part of one of the amendments presented by Cuba at the beginning of the process of consultations, many weeks ago. Unfortunately, at that time, the proposal was left out of the text. The decision taken today by the sponsors to accept the inclusion of this language in the resolution is an important achievement. The paragraph sets forth clearly and directly the authority of the General Assembly in matters of global importance.
We can affirm that the resolution adopted today by the Assembly is clearly a step forward, compared to resolution 65/94 as initially presented. Member States now have a more solid foundation for future discussions on global governance in the framework of the General Assembly, in which our delegation will actively participate. For those reasons Cuba has been able to join consensus on the resolution.
Algeria would like to express its satisfaction at the adoption by consensus of resolution 65/94, as orally revised. I wish to thank the sponsors for the flexibility they have demonstrated throughout the consultations. Algeria is convinced that the changes introduced to the draft are consistent with the theme we have adopted for the sixty-fifth session of the General Assembly and that they will benefit the whole membership, in particular developing countries, which constitute the vast majority of the membership. Algeria looks forward to participating constructively in the implementation of resolution 65/94.

I would like a decision from you, Mr. President, on the following question. We have prepared a statement that was to be delivered on behalf of the European Union. The problem is that the rules of procedure do not, in principle, allow sponsors of draft resolutions to explain their positions. Therefore I am asking the Assembly if I may give the statement on behalf of the entire European Union or whether you, Mr. President, will strictly apply the rule that does not allow a sponsor to speak in explanation of vote or position.
In the light of the fact that we are an assembly for speaking and explaining, I give the floor to the representative of Belgium.
I have the honour to speak on behalf of the European Union (EU). The candidate countries Croatia, the former Yugoslav Republic of Macedonia and Turkey; the countries of the Stabilization and Association Process and potential candidates Albania, Bosnia and Herzegovina, Montenegro and Serbia; as well as the Republic of Moldova, Ukraine and Georgia, align themselves with this statement.
The European Union warmly welcomes resolution 65/94, on the United Nations in global governance, and is pleased to have joined the consensus on such an important resolution. We are very grateful to the delegations of Chile and Singapore for spearheading it.
The EU is a staunch promoter of effective multilateralism and a firm believer in the fundamental role of the United Nations system in global governance. It is indeed a founding principle of the EU, in the words of the Lisbon Treaty, to “promote multilateral solutions to common problems, in particular in the framework of the United Nations”. For that reason we welcome the opportunity to deepen the reflection within the General Assembly on the ways the United Nations can play an effective and key role in managing global challenges as the main forum for international cooperation, where appropriate, in
collaboration with all relevant international institutions, forums and processes.
The establishment of a specific sub-item for the sixty-sixth session of the General Assembly is an important element in that reflection. The EU is ready to contribute actively to the debate. In addition, one of its member States — France — will be chairing the Group of 20 (G-20) until the next summit in November 2011. The EU will do its utmost to enhance the cooperation between the United Nations and the G-20 with a view to promoting a strongly cooperative approach to globalization and enabling the United Nations system to better tackle emerging global challenges.
The EU sincerely hopes that the new framework provided by this resolution will give rise to a fruitful dialogue, and calls upon all members of the General Assembly to join EU member States in this constructive approach.
I will now take the liberty of closing this meeting with a few remarks of my own.
I want to thank all those who have cooperated in drafting resolution 65/94, especially the delegation of Chile, all the sponsors and all those who have supported the resolution. I also would like to say that I am proud of the fact that the General Assembly has in such short order been able to draft a resolution on this very important question, which I raised by making it the theme of our general debate.
I believe and reiterate to the Assembly that I am convinced that global governance, as well as the United Nations and the General Assembly in particular, now find themselves at a turning point. It would benefit the Assembly to find the resources today to reaffirm that. For me personally, it motivates me to continue my efforts to promote the issue of strengthening the role of the General Assembly in global governance. I thank the Assembly for its diligent work and for its patience.
