Statements will therefore be limited to explanations of vote. The positions of delegations regarding the recommendations of the First Committee have been made clear in the Committee and are reflected in the relevant official records. May I remind Members that, in accordance with General Assembly decision 34/401, “a delegation should, as far as possible, explain its vote only once, that is, either in the Committee or in plenary meeting, unless that delegation’s vote in plenary meeting is different from its vote in the Committee”, and that explanations of vote are limited to 10 minutes and should be made by delegations from their seats. Before we begin to take action on the recommendations contained in the reports of the First Committee, I should like to advise representatives that we are going to proceed to take decisions in the same manner as was done in the Committee, unless notified otherwise in advance. That means that where separate or recorded votes were taken, we will do the same. I therefore hope that we may adopt without a vote those recommendations that were adopted without a vote in the First Committee. Before proceeding further, I would like to draw the attention of members to a note by the Secretariat, in English only, entitled “Situation reports of the First Committee on agenda items 87 to 106, 121 and 135”, which has been circulated as document A/C.1/66/INF/3. The note has been distributed desk-to- desk in the General Assembly Hall as a reference guide for action on the draft resolutions and decisions recommended by the First Committee in its reports. In that connection, Members will find, in the second column of the note, the numbers of the draft resolutions or decisions of the First Committee, with the corresponding numbers of the reports for action in the plenary in the fourth column of the same note. Furthermore, members are reminded that additional sponsors are no longer accepted, now that draft resolutions and decisions have been adopted by the Committee. Any clarification about sponsorship in the Committee reports should be addressed to the Secretary of the Committee.

99.  Review and implementation of the Concluding Document of the Twelfth Special Session of the General Assembly Report of the First Committee (A/66/413) The Acting President: The Assembly has before it six draft resolutions recommended by the First Committee in paragraph 22 of its report. The General Assembly will now take a decision on draft resolutions I to VI, one by one. After all the decisions have been taken, representatives will again have the opportunity to explain their vote or position on any or all of the draft resolutions. Before we start voting, I would like to clarify the position of the Democratic People’s Republic of Korea on draft resolution XVIII entitled “United action towards the total elimination of nuclear weapons”, contained in document A/66/412. My delegation believes that Japan has lost its moral authority to co-sponsor such a draft resolution in the General Assembly, as Japan is under the nuclear umbrella of the United States. Therefore, my delegation totally rejects the draft resolution. Moreover, with specific regard to the fifteenth preambular paragraph, my delegation wants to make it clear that that paragraph was formulated with purely sinister political purposes, which is not helpful for peace and security or for an impartial solution of the nuclear issue on the Korean peninsula. In that regard, allow me to draw the Assembly’s attention to the following phrase in the fifteenth preambular paragraph: “concern regarding the Democratic People’s Republic of Korea’s claimed uranium enrichment programme and light water reactor construction”. The peaceful use of nuclear energy is an inalienable, legitimate right of all sovereign States. The ongoing uranium enrichment and light water reactor construction in the Democratic People’s Republic of Korea represent our full exercise of that legitimate right. The Democratic People’s Republic of Korea has decided to build its own light water reactor under its economic development strategy, given that there is no prospect for the delivery of the light water reactors that had been promised from outside the country. At the present time, the construction of an experimental light water reactor and the production of low-enriched uranium as fuel for the reactor are progressing steadily, based on the solid foundation of a self-supporting national economy and the latest science and technology. At every stage, the peaceful nuclear activities of the Democratic People’s Republic of Korea will be made public domestically and internationally. At the same time, we also want to clarify our flexible stance, whereby any concern that may arise can be discussed in the Six-Party Talks. Moreover, the peaceful nature of our nuclear activities can be verified by the International Atomic Energy Agency. In article 1 of the Joint Statement of 19 September 2005 adopted at the Six-Party Talks, it is stipulated that the right of the Democratic People’s Republic of Korea to the peaceful use of nuclear energy is to be respected. The provision of light water reactors was also addressed in the document. It is noteworthy that as early as 1994, in article 1 of the Agreed Framework between the United States of America and the Democratic People’s Republic of Korea, the United States made a commitment to provide the Democratic People’s Republic of Korea with light water reactors. That commitment was later abrogated by the United States unilaterally. As to the process of denuclearization of the Korean peninsula having been subject to such twists and turns, that is absolutely attributable to the United States, which does not honour its own commitments and obligations, while encroaching on the sovereignty and deterring the peaceful development of the Democratic People’s Republic of Korea. The 19 September Joint Statement of the Six-Party Talks stipulates the United States commitment to fundamentally ending its nuclear threat and hostile relations and to building a mechanism for lasting peace on the Korean peninsula. The 19 September Joint Statement stipulates commitments not only on the part of the Democratic People’s Republic of Korea, but also on the part of all parties to the Six-Party Talks, aiming at the denuclearization of the entire Korean peninsula. We are confident that the denuclearization of the Korean peninsula can be realized only when all concerned parties honour their commitments under the Joint Statement in good faith and on the principle of simultaneous actions, which is a core principle of the Statement. The Democratic People’s Republic of Korea is ready both for the resumption of the Six-Party Talks without preconditions and for the implementation of the Joint Statement in a paced manner, on the principle of simultaneous actions. No unilateral demand by others, even as they fail to honour their commitments, can ever be tolerated, and any attempt to make illegal the peaceful nuclear activities of the Democratic People’s Republic of Korea or to delay them for an indefinite period will only bring resolute and decisive countermeasures.

I shall now give the floor to those speakers who have asked to speak in explanation of vote after the voting.
The delegation of the Democratic People’s Republic of Korea would like to make a few comments on resolution 66/33 under agenda item 98, “2015 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons and its Preparatory Committee”. The Democratic People’s Republic of Korea voted against the retention of the seventh preambular paragraph of that resolution, which contains the phrase “Welcoming the successful outcome of the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons”. As everyone knows, this contains elements that far from reflect the fundamental reality on the Korean peninsula, and portrays the situation as if the Democratic People’s Republic of Korea were a State party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which is not the case. I quote from paragraph 108 of the Final Document of the 2010 NPT Review Conference (NPT/CONF.2010/50 (Vol. I)): “The Conference deeply deplores the nuclear test explosions announced by the Democratic People’s Republic of Korea and declares that the Democratic People’s Republic of Korea cannot have the status of a nuclear-weapon State in accordance with the Treaty in any case.” First, this sentence gives the impression that the Democratic People’s Republic of Korea is a State party to the NPT, and, as I said, my country is not. It has withdrawn from the NPT under article X of the Treaty, in full exercise of its rights as a sovereign State under the Treaty, since article X clearly stipulates that any country can withdraw from the NPT if the supreme interests of that State are in jeopardy, as was case with the Democratic People’s Republic of Korea. In 2002, the United States included the Democratic People’s Republic of Korea on a list of seven countries as a potential target of a pre-emptive nuclear strike. The United States also named the Democratic People’s Republic of Korea as one of three countries in an axis of evil, along with Iran and Iraq. After that, as we all know, the United States launched a military action — an armed invasion — against Iraq and openly declared that the next target would be the Democratic People’s Republic of Korea. In that spectacularly strained security environment, the Democratic People’s Republic of Korea had no option but to withdraw from the NPT in 2003, following all the established procedures. That was therefore a legitimate exercise of its sovereignty by a sovereign State. Secondly, returning to paragraph 108 of the Final Document of the 2010 NPT Review Conference, which refers to nuclear explosions by the Democratic People’s Republic of Korea, I wish to state that that is an utterly selective approach directed against the Democratic People’s Republic of Korea. It does not take into impartial consideration the nuclear threats that the United States has made against the Democratic People’s Republic of Korea for almost six decades. In 1957, the United States brought nuclear weapons into South Korea on the Korean peninsula and has, ever since, threatened and blackmailed the Democratic People’s Republic of Korea. Under that nuclear threat to the sovereignty of the Democratic People’s Republic of Korea, to its survival as a nation and to its unity, the Democratic People’s Republic of Korea was compelled to develop nuclear weapons. And as long as the supreme interests of the Democratic People’s Republic of Korea continue to be increasingly threatened, the Democratic People’s Republic of Korea will continue to build up its nuclear deterrent. Turning to the question of the obligations of nuclear-weapon States under the NPT and the suggestion that it was as if the Democratic People’s Republic of Korea had violated its obligations while it was a party to the Treaty, I assert that the opposite in fact is true: the nuclear Powers were not made to eliminate nuclear weapons under article VI, which clearly stipulates that nuclear Powers should pursue the nuclear disarmament process and negotiations in good faith. They have never honoured that obligation but have instead encouraged their own possession of weapons of mass destruction and have openly pursued a programme of modernization.
Concerning the adoption of resolution 66/45, “United action towards the total elimination of nuclear weapons”, for which Russia voted in favour, I would like to underline our principled position on settling the nuclear issue on the Korean peninsula. We firmly believe that such settlement should be implemented within the framework of the Six-Party Talks, on the basis of the Joint Declaration of the People’s Republic of China, the Democratic People’s Republic of Korea, Russia, the Republic of Korea, the United States and Japan of 19 September 2005.
