Statements will therefore be limited to explanations of vote. Before proceeding further, I wish to consult members on how I intend to refer to the reports of the Committee. In order to save time, and given that this morning the Assembly is taking up only the reports of the Special Political and Decolonization Committee (Fourth Committee), I will use only the term “the Committee”, on the understanding that the Committee’s formal name, the Special Political and Decolonization Committee (Fourth Committee), will be reflected in the official records. As I hear no objection, we shall proceed accordingly. The positions of delegations regarding the recommendations of the Committee have been made clear in the Committee and are reflected in the relevant official records. May I remind Members that under paragraph 7 of decision 34/401, the General Assembly agreed that “[w]hen the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, that is, either in the Committee or in plenary meeting, unless that delegation’s vote in plenary meeting is different from its vote in the Committee”. May I remind delegations that, also in accordance with General Assembly decision 34/401, explanations of vote are limited to 10 minutes and should be made by delegations from their seats. Before we begin to take action on the recommendations contained in the reports of the Committee, I should like to advise representatives that we shall proceed to take decisions in the same manner as was done in the Committee, unless the Secretariat is notified to the contrary in advance. This means that where recorded votes were taken, we will do the same. I should also hope that we will proceed to adopt without a vote those recommendations that were adopted without a vote in the Committee. Before proceeding further, I would like to draw the attention of members to a note by the Secretariat entitled “Checklist of reports of the Special Political and Decolonization Committee (Fourth Committee) to the General Assembly on agenda items 49 to 60, 121 and 135”, which has been circulated, in English only, as document A/C.4/66/INF/3. This note has been distributed desk-to-desk in the General Assembly Hall as a reference guide for action on draft resolutions and decisions recommended by the Committee in its reports. In this connection, members will find in the second column of the note the symbols of the Committee’s draft resolutions or decisions, with the corresponding symbols of the reports for action in the plenary in the fifth column of the note. Members are also reminded that additional sponsors are no longer accepted now that draft resolutions and decisions have been adopted by the Committee. Any clarification about sponsorship should be addressed to the Secretary of the Committee.

60.  Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples Report of the Special Political and Decolonization Committee (Fourth Committee) (A/66/434) The Acting President: The Assembly has before it six draft resolutions recommended by the Special Political and Decolonization Committee (Fourth Committee) in paragraph 27 of its report and one draft decision recommended by the Committee in paragraph 28 of the same report. We will now take a decision on draft resolutions I to VI and on the draft decision, one by one. After all the decisions have been taken, representatives will have the opportunity to explain their vote. We turn first to draft resolution I, entitled “Question of Western Sahara”. The Special Political and Decolonization Committee (Fourth Committee) adopted draft resolution I without a vote. May I take it that the Assembly wishes to do likewise?

We voted in favour of all resolutions under agenda item 53, including resolutions 66/76, 66/77, 66/78 and 66/79, in order to join other members of the General Assembly in showing our solidarity and sympathy with the Palestinian people. My delegation wishes to re-emphasize, however, that it will continue to maintain its long-standing position on the resolutions relating to the Palestinian issue. In that connection, I would like to explain more clearly our position on the resolutions and certain paragraphs thereof. First, to the knowledge of all, the Islamic Republic of Iran has been unwavering in its support for the Palestinian people in their endeavours to attain their national goals and aspirations, including the full exercise of their right to self-determination, and has genuinely supported the legal and democratic Government of Palestine. Secondly, the Islamic Republic of Iran continues to emphasize the inalienable rights of the Palestinian people, who have been suffering under occupation and suppression for decades, and emphasizes the importance of the recognition by the international community of the Palestinians’ inalienable right to self-defence in the face of foreign occupation and aggression. Thirdly, the Islamic Republic of Iran believes that the settlement of the Palestinian crisis would be achievable only if the inalienable rights of the people of occupied Palestine were fully recognized, restored and maintained. Regrettably, due to lack of attention to the root causes of the crisis, it has remained unresolved for more than six decades. There are numerous reasons for this failure, including the continued occupation of the Palestinian and other Arab territories by the Zionist regime and its persistent violations of the rights of the Palestinian people, including their right to self-determination and especially the legitimate and inalienable right of the Palestinian refugees to return to their homeland. Today, the General Assembly has adopted nine resolutions that reflect clear examples of the violations of human rights, refugee rights and Palestinian rights in the Middle East, especially concerning the Palestinian people. My delegation joined others to support those resolutions, submitted under agenda items 52 and 53. Unfortunately, we have seen some countries, which always claim to have a perfect human rights record and condemn the records of others, fail to join the vast majority of the General Assembly in supporting the resolutions. We also believe, in the context of the Palestinian issue, that a durable peace in Palestine will be possible only when justice is ensured, when there is an end to discrimination and to the occupation of all Palestinian territories, when all Palestinian refugees return to their homeland, when democratic means are used to determine the wishes of the people, and when a democratic Palestinian State is established, with Al-Quds Al-Sharif as its capital.

They undermine the credibility of this body. They contribute nothing to advancing peace in our region. We hope that more of them will do the same in the future.
