Reports of the Fifth Committee
The General Assembly will now consider the reports of the Fifth Committee under agenda items 128 to 130, 146, 147, 149 to 151, 153 to 164 and 171.
I request the Rapporteur of the Fifth Committee, Mr. Justin Kisoka of the United Republic of Tanzania, to introduce in one intervention the reports of the Fifth Committee that are before the Assembly.
Mr. Kisoka (United Republic of Tanzania), Rapporteur of the Fifth Committee: I have the honour today to introduce to the General Assembly the reports of the Fifth Committee that contain recommendations on issues that required action during the second part of the resumed sixty-seventh session of the General Assembly.
In the course of the second part of the resumed session, which took place between 6 and 31 May and on 27 and 28 June, the Fifth Committee held eight formal meetings, as well as numerous informal meetings and informal-informal consultations.
In accordance with resolution 49/233, of 23 December 1994, the second part of the resumed session of the Fifth Committee was devoted primarily to considering the financing of the United Nations peacekeeping missions and associated peacekeeping issues. The Committee

considered the financing of 18 peacekeeping missions, as well as other related peacekeeping items and issues.
On agenda item 128, entitled “Financial reports and audited financial statements, and reports of the Board of Auditors”, the Committee, in paragraph 7 of its report contained in document A/67/666/Add.1, recommends to the General Assembly the adoption of a draft resolution, which the Committee adopted without a vote.
On agenda item 130, entitled “Programme Budget for the biennium 2012-2013”, the Committee, in paragraph 6 of its report contained in document A/67/677/Add.3, recommends to the General Assembly the adoption of a draft resolution and a draft decision, which the Committee adopted without a vote.
On agenda item 146, entitled “Administrative and budgetary aspects of the financing of the United Nations peacekeeping operations”, in paragraph 9 of its report contained in document A/67/858/Add.1, the Committee recommends to the General Assembly the adoption of two draft resolutions, entitled “Support account for peacekeeping operations” and “Financing of the United Nations Logistics Base at Brindisi, Italy”, both of which the Committee adopted without a vote.
With regard to the draft resolutions on the financing of peacekeeping operations, I should like to inform the General Assembly that, with the exception of the draft resolution under sub-item (b), entitled “Financing of the United Nations Interim Force in Lebanon”, of agenda item 158, the Committee adopted all of them without a vote.

With regard to agenda item 158 (b), entitled “Financing of the United Nations peacekeeping forces in the Middle East: United Nations Interim Force in
Lebanon”, the report of the Fifth Committee is contained in document A/67/914. The Committee considered the draft resolution as amended and decided to retain the fourth preambular paragraph and existing paragraphs 4, 5 and 13 by a single recorded vote. In paragraph 12 of that report, the Committee recommends to the General Assembly the adoption of the draft resolution as a whole, as amended, which the Committee also adopted by a recorded vote.
Finally, under agenda item 129, entitled “Review of the efficiency of the administrative and financial functioning of the United Nations”, in paragraph 5 of its report contained in document A/67/673/Add.3, the Committee recommends to the General Assembly the adoption of the draft decision relating to questions deferred for future consideration. The Committee adopted the draft decision without a vote.
Before I conclude, allow me again to thank delegations for their cooperation in the conduct of the negotiations. I would also like to thank the Chair of the Fifth Committee, Ambassador Miguel Berger, for the way in which he guided us through our difficult work, and all the other members of the Bureau at the sixty- seventh session, with whom it is always a pleasure to work.

If there is no proposal under rule 66 of the rules of procedure, I shall take it that the General Assembly decides not to discuss the reports of the Fifth Committee that are before the Assembly today.

The positions of delegations regarding the recommendations of the Fifth Committee have been made clear in the Committee and are reflected in the relevant official records. May I remind members that, under paragraph 7 of decision 34/401, the General Assembly agreed that:
“When the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, i.e., either in the Committee or in plenary meeting, unless that delegation’s vote in plenary meeting is different from its vote in the Committee”.
May I also remind delegations that, also in accordance with decision 34/401, explanations of vote or position are limited to 10 minutes and should be made by delegations from their seats.
Before we begin to take action on the recommendations contained in the reports of the Fifth Committee, I should like to advise representatives that we are going to proceed to take decisions in the same manner as was done in the Fifth Committee, unless the Secretariat is notified to the contrary in advance. That means that, where recorded or separate votes were taken, we will do the same. I should also hope that we may proceed to adopt without a vote those recommendations that were adopted without a vote in the Fifth Committee.

I now give the floor to the representative of the Syrian Arab Republic, who wishes to speak in explanation of vote after the voting.
My delegation joined the consensus on the adoption of resolution 67/278, on the financing of the United Nations Disengagement Observer Force (UNDOF), and voted in favour of resolution 66/279, on the financing of the United Nations Interim Force in Lebanon. Our position is based on our consistent
support for the principle that the responsibility for financing those two forces should be borne by Israel, the aggressor and occupying Power, which was responsible for their establishment in the first place. Our position is in conformity with the basic principles contained in resolution 1874 (S-IV), of 27 June 1963.
According to the Secretary-General in his report on the budget for UNDOF (А/67/705) with respect to supplies and contractors being sourced from the Alpha side, I wish to point out once again that any logistical support for the Alpha side must be transferred exclusively through the legitimate border gates, not through the Alpha passage. We have informed the Secretary-General, the Department of Peacekeeping Operations and UNDOF of that.
