Reports of the First Committee
The General Assembly will take up the reports of the First Committee on agenda items 87 to 104, 118 and 133.
I request the Rapporteur of the First Committee, Mrs. Saada Daher Hassan of Djibouti, to introduce the reports of the First Committee in one intervention.
Mrs. Hassan (Djibouti), Rapporteur of the First Committee: It gives me great pleasure to introduce to the General Assembly the reports of the First Committee on agenda items 87 to 104, 118 and 133. The reports are contained in documents A/69/431 through A/69/450.
In response to the General Assembly’s appeal, the First Committee continued to fully utilize its allocated resources efficiently and was able to conclude its work at the current session in four weeks, in full accordance with the planned completion date, with 24 formal meetings. The work of the Committee at the current session was very efficient, procedurally smooth and substantively constructive, especially in the light of the ongoing efforts to re-energize the process of disarmament in multilateral forums.
Twenty-two agenda items were allocated to the Committee, including a new sub-item, under the item entitled “Prevention of an arms race in outer space”. In the course of the general debate, 107 delegations, including observers, made statements. Among those, eight spoke on behalf of various groups. A record- breaking total of 265 statements were made within

the framework of thematic discussions at the second stage of the Committee’s work. Also during the second stage, the Committee held exchanges with the High Representative for Disarmament Affairs and other high-level officials in the field of arms control and disarmament, including from the International Atomic Energy Agency, the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization, the Organization for the Prohibition of Chemical Weapons, the Conference on Disarmament and the Disarmament Commission, among others, as well as with civil society organizations.
Notably, the Committee’s high-level exchange, held on 16 October, on the “Current state of affairs in the field of arms control and disarmament and the role of international organizations with mandates in this field”, was aided by a sub-theme entitled “Increasing capacities to address weapons of mass destruction”, proposed by the Chair and by his concept paper thereon. These made it possible for discussions on the item to be much better focused.
During the third and final stage of its work, devoted to action on draft resolutions and decisions, the First Committee had before it 57 draft resolutions and 6 decisions. Of the 63 adopted by the Committee, 32 drafts, or 51 per cent, were adopted without a vote.
Meeting on the heels of the ministerial-level informal meeting of the plenary convened by you, Mr. President, to commemorate the “International Day for the Total Elimination of Nuclear Weapons” on 26 September, the First Committee saw this year that
nuclear disarmament issues were the primary concern for many delegations, illustrated by the fact that of the 63 resolutions and decisions adopted by the Committee, 21 were on nuclear weapons. They included a provision calling for the convening of an annual meeting of the General Assembly to commemorate this International Day.
Under the cluster on other weapons of mass destruction, six draft resolutions are recommended, three of which were adopted on disarmament aspects of outer space, including a provision mandating a joint ad hoc meeting of the First Committee and the Special Political and Decolonization Committee — the Fourth Committee — to address possible challenges to space security and sustainability.
In addition, 6 draft resolutions on conventional weapons are recommended, including on the Arms Trade Treaty, which will enter into force on 24 Decemberthis year; 12 draft resolutions on other disarmament measures and international security; 5 on regional disarmament and security; and finally, 10 draft resolutions under the cluster on disarmament machinery. There was no proposal with programme budget implications.
Under Ambassador Courtenay Rattray’s leadership, the Committee held an informal meeting on 20 November to discuss its working methods, including the participation of civil society organizations in the work of the Committee, as requested in resolution 68/307 of 10 September 2014, on the revitalization of the work of the General Assembly.
At this point of my introduction of the First Committee reports, I would like to bring the attention of delegations to the following correction in the reports. Following the informal meeting of the Committee held on 20 November and subsequent consultations on the provisional programme of work and timetable of the First Committee for 2015, contained in the annex to document A/69/449, the provisional programme was orally revised to move footnote b from its current location under “Thematic discussion” to “General debate on all disarmament and international security agenda items”, immediately following footnote a. The words, “General debate on all disarmament and international security agenda items” will therefore be accompanied by both footnotes a and b.
In conclusion, I would like to pay a well-deserved tribute to all delegations for their active participation in
the work of the Committee and their spirit of cooperation in the common search for a better, safer and more stable world. I should like to express special gratitude to the Chairman of the First Committee, His Excellency Mr. Courtenay Rattray, Permanent Representative of Jamaica, who skilfully guided the proceedings of the Committee with vision and great leadership. I am confident that his efforts were greatly appreciated, in particular in ensuring the timely conclusion of the work of the Committee.
On behalf of the Committee, let me also extend our sincere gratitude to the Committee’s Vice-Chairs, Ms. Maria Victoria González Román of Spain, Ms. Narcisa Daciana Vlădulescu of Romania and Mr. Saad Abdullah Al Saad of Saudi Arabia, for their invaluable contribution in facilitating the work of the Committee.
I should also like to express my sincere appreciation to Ms. Angela Kane, High Representative for Disarmament Affairs, and to Mr. Tegegnework Gettu, Under-Secretary-General for General Assembly and Conference Management, for their leadership and contributions, as well as to the Secretariat staff that assisted the Committee, including interpretation and documentation staff. Likewise, I offer special thanks to the Secretary of the First Committee, Mr. Kenji Nakano, who, together with his team, contributed significantly to the successful outcome of the Committee’s work.
With those brief remarks, I present the reports of the First Committee, as contained in documents A/69/431 through A/69/450, to the General Assembly for consideration and adoption.

May I remind members that in accordance with General Assembly decision 34/401, a delegation should, as far as possible, explain its vote only once, that is,
either in the Committee or in plenary meeting, unless that delegation’s vote in plenary meeting is different from its vote in the Committee, and that explanations of vote are limited to 10 minutes and should be made by delegations from their seats.
Before we begin to take action on the recommendations contained in the reports of the First Committee, I should like to advise the representatives that we will take decisions in the same manner as was done in the Committee, unless notified otherwise in advance. That means that where separate or recorded votes were taken, we will do the same. I also hope that we may proceed to adopt without a vote those recommendations that were adopted without a vote in the First Committee.
Before proceeding further, I would like to draw the attention of the members to a note by the Secretariat, in English only, entitled “Situation reports of the First Committee on agenda items 87 to 104, 118 and 133” (A/C.1/69/INF/3). The note has been distributed desk to desk in the Hall as a reference guide for action on draft resolutions and decisions recommended by the First Committee in its reports. In that connection, members will find in the second column of the note the symbols of the draft resolutions and decisions of the First Committee, with the corresponding symbols of the reports for action in the plenary in the fourth column. For reports containing multiple recommendations, the draft resolution or decision number is listed in the fifth column of the note.
Furthermore, members are reminded that additional sponsors are no longer accepted, now that draft resolutions and decisions have been adopted by the Committee. Any clarification about sponsorship in the Committee reports should be addressed to the Secretary of the Committee. The Assembly is reminded that we are acting on draft resolutions recommended for adoption by the First Committee. Those draft resolutions can no longer be additionally sponsored in the plenary by Member States. Should delegations wish to make any corrections concerning the reports of the First Committee, including the list of sponsors of draft resolutions in the Committee’s reports, those should be submitted to the secretariat of the Committee for issuance of corrigenda. Since a number of reports still have to be considered, I would ask delegations to approach the secretariat of the First Committee at the end of the meeting for their corrections. However, the floor will be given to any delegation who wishes
to make corrections to the text of any draft resolution contained in the Committee’s report.

I shall now give the floor to representatives who wish to speak in explanation of vote or position on the resolutions just adopted.
The delegation of Egypt voted in favour of resolution 69/67, on the implementation of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction, despite our reservations with respect to particular language and wording and concerns that important elements remain missing from the resolution.
Egypt wholeheartedly participated in the negotiations on the Chemical Weapons Convention and has always strongly supported the aims of the Convention. In the same vein, and within the framework of equality, Egypt has, since the 1970s, worked tirelessly to establish a zone free of nuclear weapons and all other weapons of mass destruction in the Middle East within the framework of equal obligations from all States in the region and their accession to all the relevant treaties. We remain firmly committed to achieving real and tangible progress towards that goal.
The lack of progress towards the establishment of a zone free of nuclear weapons and all other weapons of mass destruction in the Middle East makes it imperative to link accession to this treaty to the universalization of the Treaty on the Non-Proliferation of Nuclear Weapons within the Middle East region, where there remains only one State that is not party to any of the three multilateral treaties on weapons of mass destruction.
Additionally, in September 2013, Egypt invited States of the region that have not signed or ratified any of the multilateral instruments on weapons of mass destruction to commit themselves to becoming party to these instruments and to deposit letters to this effect with the Security Council in order for the Secretary- General to arrange for accession by all States of the region to occur simultaneously. All States of the region except one answered the call, as is clear from the
note by the Secretary-General contained in document A/68/781.
Egypt reiterates once again its call to free the Middle East from all weapons of mass destruction — nuclear, chemical and biological. It is up to that one State now to respond to this renewed call.
My delegation would like to explain its vote on resolution 69/59, entitled “Compliance with non-proliferation, arms limitation and disarmament agreements and commitments”.
The major blocks to achieving disarmament at present are the pursuit of the doctrine of hegemony and power politics of the Cold War era, undisguised armed demonstrations, threats and blackmail, and the open use of wartime tools. Nuclear power politics based on double standards make the disarmament-related legal instruments, such as the Treaty on the Non-Proliferation of Nuclear Weapons, merely nominal and are driving the world into a nuclear arms race. The main reason for long-standing lack of progress in the Conference on Disarmament in Geneva and other parts of the United Nations machinery in general is also the continued, one-sided insistence on non-proliferation alone, while setting aside the urgency of nuclear disarmament.
The resolution implies an attempt to effect only a one-size implementation of non-proliferation and disarmament agreements and a dispute as to the self- defence capabilities of sovereign States with a view to disarming them without any consideration of their respective security concerns. That reflects thereby the strategic interests of the sponsor States. After having made a more careful analysis of the draft resolution, my delegation decided to vote against it and did so.

Programme of work
I would like to make the following announcement concerning the work of the plenary.
The consideration of agenda item 31, “The role of diamonds in fuelling conflict”, originally scheduled as the second item of the plenary meeting to be held on Friday, 5 December, has been postponed to a later date to be announced. Additionally, the consideration of agenda item 34, “Zone of peace and cooperation of the South Atlantic”, originally scheduled as the fourth item of the plenary meeting to be held on Monday, 15 December, has also been postponed to a later date to be announced.
The meeting rose at 12.15 p.m.
