113. Appointments to fill vacancies in subsidiary organs and other appointments (f) Appointment of members of the Committee on Conferences Note by the Secretary-General (A/69/107)
As indicated in document A/69/107, since the terms of office of the representatives of the Congo, France, Namibia, Paraguay, the Philippines, the Russian Federation and Sri Lanka will expire on 31 December 2014, it will be necessary for the President of the General Assembly to appoint seven members to fill the resulting vacancies. These members will serve for a period of three years, beginning on 1 January 2015.

Reports of the Special Political and Decolonization Committee (Fourth Committee)
The General Assembly will consider the reports of the Special Political and Decolonization Committee (Fourth Committee) on agenda items 48 to 59, 118 and 133.
I request the Rapporteur of the Committee, Mr. Gabriel Orellana Zabalza of Guatemala, to introduce the reports of the Committee in one intervention.
Mr. Orellana Zabalza (Guatemala), Rapporteur of the Special Political and Decolonization Committee (Fourth Committee) (spoke in Spanish): I have the honour to introduce to the General Assembly the reports of the Special Political and Decolonization Committee (Fourth Committee) submitted under agenda items 48 to 59, 118 and 133. These reports, contained in documents A/69/451 to A/69/464, include the texts of draft resolutions and decisions recommended to the General Assembly for adoption. For the convenience of delegations, a checklist prepared by the Secretariat of action taken in the Special Political and Decolonization Committee is contained in A/C.4/69/INF/3.
During the main part of the sixty-ninth session, the Special Political and Decolonization Committee held a total of 25 formal meetings, during the course of which it adopted 25 draft resolutions, 11 of which were adopted without a vote. The Committee also adopted four draft decisions without a vote.
The first report, submitted under agenda item 48, “Effects of atomic radiation”, is contained in document A/69/451. In the draft resolution, contained in paragraph 8 of the report, the General Assembly would decide, among other things, to endorse the proposed programme of work of the United Nations Scientific Committee on the Effects of Atomic Radiation, including its next Global Survey of Medical Irradiation Usage and Exposures and its assessments of the levels of ionizing radiation exposure resulting from electrical energy production. The General Assembly would also request the Secretary-General to provide the Assembly at its seventy-second session with a list of the Member States that have expressed their particular interest in membership in the Committee between the sixty-sixth and seventy-second sessions, for consideration.
The second report, submitted under agenda item 49, “International cooperation in the peaceful uses of outer space”, is contained in document A/69/452 and contains one draft resolution in paragraph 10. During its consideration of the item, the Fourth Committee held a number of meetings of a working group of the whole, chaired by the delegation of Algeria.
In the draft resolution, the General Assembly would request the Committee on the Peaceful Uses of Outer Space to continue to consider, as a matter of priority, ways and means of maintaining outer space for peaceful purposes and to report thereon to the Assembly at its seventieth session. It would also endorse the United Nations Programme on Space Applications for 2015.
The third report, submitted under agenda item 50, “United Nations Relief and Works Agency for Palestine Refugees in the Near East”, is contained in document A/69/453. The Fourth Committee considered the report of the Commissioner-General of the Agency, as well as other relevant reports. The Committee adopted four draft resolutions related to various aspects of the work of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, as contained in paragraph 17 of the report.
The fourth report, submitted under agenda item 51, “Report of the Special Committee to Investigate
Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories”, is contained in document A/69/454. The Fourth Committee considered the forty-sixth report of the Special Committee concerning the protection and promotion of the human rights of the Palestinian people and other Arab inhabitants of the occupied territories, as well as other reports by the Secretary-General. The Fourth Committee proposes that the General Assembly adopt five draft resolutions, which are contained in paragraph 20 of its report.
The fifth report, relating to agenda item 52, “Comprehensive review of the whole question of peacekeeping operations in all their aspects”, is contained in document A/69/455. The Fourth Committee heard comprehensive introductory statements by the Under-Secretary-General for Peacekeeping Operations and the Under-Secretary-General for Field Support. Many of the issues raised during the comprehensive debate held under this agenda item will be further considered by the Special Committee on Peacekeeping Operations in its 2015 period of meetings, the report of which will be considered by the Fourth Committee in a meeting that will resume in the first half of 2015.
The sixth report of the Fourth Committee, relating to agenda item 53, entitled “Comprehensive review of special political missions”, is contained in document A/69/456. Based on the provisions of the draft resolution contained in paragraph 8 of the report, the General Assembly would request the Secretary-General to submit to the General Assembly at its seventieth session a report on the overall policy matters pertaining to special political missions, including efforts towards improving transparency, accountability, geographical representation, participation by both men and women, special expertise and effectiveness, and encouraging the inclusion of detailed information on those matters.
The seventh report, submitted under agenda item 54, entitled “Questions relating to information”, is contained in document A/69/457. The Fourth Committee considered the report submitted of the Committee on Information (A/69/21) and the related report of the Secretary-General (A/69/310), and was briefed by the Acting Head of the Department of Public Information about the efforts being made by the Department to promote the United Nations message around the world. The Fourth Committee adopted draft resolution A, entitled “Information in the service of humanity”, without a vote. Paragraph 22 of draft resolution B,
entitled “United Nations public information policies and activities”, was adopted by a recorded vote, while the draft resolution as a whole was adopted without a vote. Both draft resolutions are contained in paragraph 15 of the report. The Fourth Committee also adopted a draft decision, contained in paragraph 16 of the report, by which it decided to appoint Iraq as a member of the Committee on Information.
With regard to the cluster of items 55 to 59 on Non-Self-Governing Territories and the Declaration on the Granting of Independence to Colonial Countries and Peoples, the Fourth Committee considered these five items together, holding a joint general debate on the cluster of items and hearing 74 petitioners on the various Non-Self-Governing Territories as well as the Chief Minister of Gibraltar and the President of the Government of New Caledonia. Under these items, the General Assembly has before it the following five reports.
Under agenda item 55, the report, entitled “Information from Non-Self-Governing Territories transmitted under Article 73 e of the Charter of the United Nations”, is contained in document A/69/458.
The report on agenda item 56, “Economic and other activities which affect the interests of the peoples of the Non-Self-Governing Territories”, is contained in document A/69/459.
Regarding agenda item 57, “Implementation of the Declaration on the Granting of Independence to the Colonial Countries and Peoples by the specialized agencies and the international institutions associated with the United Nations”, the report is contained in document A/69/460.
The report relating to agenda item 58, “Offers by Member States of study and training facilities for inhabitants of Non-Self-Governing Territories”, is contained in document A/69/461. The corresponding draft resolution in each of the four reports is contained in paragraph 7 of the respective report.
The report submitted under agenda item 59, “Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples”, is contained in document A/69/462. Under this item, the Fourth Committee adopted seven draft resolutions and a draft decision on matters related to implementation of the Declaration and the Non-Self-Governing
Territories, as contained in paragraphs 27 and 28 of the report, respectively.
With regard to agenda item 118, “Revitalization of the work of the General Assembly”, the report containing the proposed programme of work and timetable of the Fourth Committee for the seventieth session of the General Assembly is contained in document A/69/463. The report also contains two draft decisions in paragraph 8. Draft decision I is entitled “Rotation of the post of Rapporteur of the Special Political and Decolonization Committee (Fourth Committee) for the seventieth to seventy-third sessions of the General Assembly”. The Fourth Committee recommends the draft decisions to the General Assembly for adoption.
The need did not arise for the Committee to take up agenda item 133, “Programme planning”, at this stage of its work, as indicated in the report of the Committee contained in document A/69/464.
I have the honour to submit to the General Assembly for its consideration and adoption the draft resolutions and draft decisions recommended by the Special Political and Decolonization Committee in its reports, contained in documents A/69/451 to A/69/464.
Before I conclude, I should like to reaffirm that a high level of cooperation prevailed in the Special Political and Decolonization Committee. The Committee was able to fulfil the mandate entrusted to it by the Assembly and to complete its work effectively and constructively within the time allotted by the Assembly. I should like to express, on behalf of the Bureau of the Committee, our sincere appreciation to all delegations for their constructive participation in the work during this session.
I should like to especially pay tribute to the Chair of the Fourth Committee, Mr. Durga Prasad Bhattarai of Nepal, whose knowledge and experience in multilateral forums, enhanced by his consummate diplomatic skills, enabled the Committee to consider in depth all the agenda items allocated to it. The other members of the Bureau with whom I had the pleasure of working — Ms. Inese Freimane-Deksne of Latvia, Mr. Mordehai Amihai Bivas of Israel and Mr. George Patten of Liberia — also contributed greatly to the successful conclusion of the work of the Committee.
At the same time, I should also like to put on record our appreciation for the able and effective assistance provided by the entire staff of the secretariat
to the Committee and for the services provided by the Disarmament and Peace Affairs Branch of the Department for General Assembly and Conference Management.
I thank the Rapporteur of the Special Political and Decolonization Committee (Fourth Committee).
If there is no proposal under rule 66 of the rules of procedure, I shall take it that the General Assembly decides not to discuss the reports of the Special Political and Decolonization Committee which are before the Assembly today.

Before I proceed further, I wish to advise members on how I intend to proceed to refer to the reports of the Committee. In order to save time and given that this morning the Assembly is taking up only the reports of the Special Political and Decolonization Committee (Fourth Committee), I will mention the term “the Committee” only on the understanding that the formal name of the Committee, the Special Political and Decolonization Committee (Fourth Committee), will be reflected in the official records.
As I hear no objection, we shall proceed accordingly.
The positions of delegations regarding the recommendations of the Committee have been made clear in the Committee and are reflected in the relevant official records.
May I remind members that, under paragraph 7 of decision 34/401, the General Assembly agreed that
“[w]hen the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, that is, either in the Committee or in plenary meeting, unless that delegation’s vote in plenary meeting is different from its vote in the Committee”.
May I further remind delegations that, also in accordance with General Assembly decision 34/401, explanations of vote are limited to 10 minutes and should be made by delegations from their seats.
Before we begin to take action on the recommendations contained in the reports of the
Committee, I should like to advise representatives that we are going to proceed to take decisions in the same manner as was done in the Committee, unless the Secretariat is notified to the contrary in advance. That means that, where recorded votes were taken, we will do the same. I should also hope that we will proceed to adopt without a vote those recommendations that were adopted without a vote in the Committee.
Before proceeding further, I would like to draw the attention of members to a note by the Secretariat entitled “Checklist of reports of the Special Political and Decolonization Committee (Fourth Committee) to the General Assembly on agenda items 48 to 59, 118 and 133”, which has been circulated, in English only, as document A/C.4/69/INF/3. The note has been distributed desk-to-desk in the General Assembly Hall as a reference guide for action on draft resolutions and decisions recommended by the Committee in its reports. In that connection, members will find in the fourth column of the note, the symbols of the draft resolutions and decisions of the Committee, with the corresponding symbols of the reports for action in the plenary in column two of the same note. For reports containing multiple recommendations, the draft resolution or decision number is contained in column three of the note.
Furthermore, members are reminded that additional sponsors are no longer accepted now that draft resolutions and decisions have been adopted by the Committee. Any clarification about sponsorship should be addressed to the Secretary of the Committee.

I now give the floor to the representative of the Islamic Republic of Iran to speak in explanation of vote on the resolutions just adopted.
My delegation voted in favour of all resolutions submitted under agenda item 51, “Report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories”, to show its solidarity and sympathy with the Palestinian people.
However, my delegation would like to state the following. The Islamic Republic of Iran continues to emphasize the inalienable rights of the Palestinian people, who have suffered under occupation and oppression for more than six decades. We believe that a settlement of the Palestinian crisis will be achievable only if the inalienable rights of the people of occupied Palestine are fully recognized, restored and maintained.
The Islamic Republic of Iran is of the belief that resolving the question of Palestine and establishing a durable peace will be possible only by ending the occupation, restoring the Palestinian people’s right to self-determination, allowing the Palestinian refugees to exercise their right of return to their homeland, and the establishment of an independent, viable and contiguous Palestinian State with Al-Quds Al-Sharif as its capital.

Programme of work
I should like to consult members regarding an extension for the work of the Second Committee.
Members will recall that at its 60th plenary meeting, on 25 November, the General Assembly agreed to extend the work of the Second Committee until Friday, 5 December. However, I have been informed by the Chair of the Second Committee that the Committee requests an additional extension of its work to Thursday, 11 December, in view of the fact that such an extension would facilitate reaching consensus on the pending draft resolutions before it.
May I therefore take it that the General Assembly agrees to extend the work of the Second Committee until Thursday, 11 December 2014?
