Reports of the Fifth Committee

The General Assembly will now consider the reports of the Fifth Committee on agenda items 130, 149, 150 to 154, 156 to 160, 161 (a) and (b), 162 to 167, 148, 132 and 131. Before proceeding, I would like to emphasize to delegations that, since the Fifth Committee has just finished its work, the Committees’s reports are available only in English. It is my understanding that they will be issued in the other languages as soon as possible, and I thank delegations for their understanding. If there is no proposal under rule 66 of the rules of procedure, I shall take it that the General Assembly decides not to discuss the reports of the Fifth Committee that are before the Assembly today.

148.  Administrative and budgetary aspects of the financing of the United Nations peacekeeping operations Report of the Fifth Committee (A/69/963)

Statements will therefore be limited to explanations of vote. The positions of delegations regarding the recommendations of the Fifth Committee have been made clear in the Committee and are reflected in the relevant official records. May I remind members that, under paragraph 7 of decision 34/401, the General Assembly agreed that *1519398* 15-19398 (E) “When the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, i.e., either in the Committee or in plenary meeting, unless that delegation’s vote in plenary meeting is different from its vote in the Committee.” May I also remind delegations that, also in accordance with decision 34/401, explanations of vote are limited to 10 minutes and should be made by delegations from their seats. Before we begin to take action on the recommendations contained in the reports of the Fifth Committee, I should like to advise representatives that we are going to proceed to take decisions in the same manner as was done in the Fifth Committee, unless notified otherwise in advance.

The Assembly will now take a decision on the draft resolution entitled “Financing of the United Nations Disengagement Observer Force”. The Fifth Committee adopted it without a vote. I now give the floor to the representative of the Syrian Arab Republic, who wishes to speak in explanation of position following the adoption of the resolution.
My delegation joined the consensus on the adoption of resolution 69/301, on the financing of the United Nations peacekeeping forces in the Middle East — specifically the United Nations Disengagement Observer Force — and will vote in favour of the draft resolution (A/C.5/69/L.44) on the financing of the United Nations Interim Force in Lebanon, based on a principle that we have consistently reaffirmed, namely, that the responsibility for financing both of those forces must be shouldered by Israel, the transgressing party and occupying Power, which was the reason for the establishment of both forces. That is in conformity with the guiding principles set out in resolution 1874 (S-IV), adopted on 27 June 1963.

The Assembly has before it a draft resolution recommended by the Fifth Committee in paragraph 11 of its report, the text of which, for the time being, is contained in document A/C.5/69/L.44, as orally amended in the Fifth Committee. We will now take a decision on the draft resolution entitled “Financing of the United Nations Interim Force in Lebanon”. A separate recorded vote has been requested on the fourth preambular paragraph and on operative paragraphs 4, 5 and 14 , which was operative paragraph 13 prior to the oral amendment in the Fifth Committee. I shall put them to the vote now.

The fourth preambular paragraph and operative paragraphs 4, 5 and 14 were retained by 89 votes to 3, with 47 abstentions.

The Assembly has thus concluded this stage of its consideration of agenda item 131. I shall now call on those representatives who have requested to speak in exercise of the right of reply. I remind members that statements in the exercise of the right of reply are limited to 10 minutes for the first intervention and to 5 minutes for the second intervention and should be made by delegations from their seats.
With regard to the agenda sub-item on the United Nations Disengagement Observer Force, in an ever-changing, dynamic world, I am glad that there are a few things one can really depend upon. One of those few things is the outrageous Syrian statement made under that sub-item. Going through this exercise, from the informal to the formal, brings to mind the words of President Franklin Roosevelt, who said “Repetition does not transform a lie into truth”. That is the message that I would send through you, Sir, to the representative of Syria.
It is true that the truth is not changed through false arguments. The truth cannot be changed, period. The Golan Heights is Syrian territory occupied by Israel. Eventually — one day or another — by getting rid of the settlers, the Golan will return to Syria.
