Reports of the First Committee

The General Assembly will now take up the reports of the First Committee on agenda items 89 to 105, 121 and 136. I request the Rapporteur of the First Committee, Mrs. Szilvia Balázs of Hungary, to introduce the reports of the First Committee in one intervention. Mrs. Balázs (Hungary), Rapporteur of the First Committee: I have the honour to introduce to the General Assembly the reports of the Disarmament and International Security Committee, the First Committee, on agenda items 89 to 105, 121 and 136, as contained in documents A/74/360 to A/74/377. For the convenience of delegations, a list of the proposals contained in the reports of the First Committee has been prepared by the Secretariat and issued as document A/C.1/74/ INF/3/Rev.1. The revised version includes all proposed amendments and changes to the votes requested for consideration at today’s plenary meeting. During the main part of the seventy-fourth session, the Disarmament and International Security Committee held a total of 27 formal meetings to consider the 20 agenda items that were allocated to it. The severe liquidity crisis at the United Nations forced us to cancel all the additional meetings that had been envisaged and to manage time very strictly. Despite the significant amount of time spent on discussions not necessarily related to the substantive work of the First Committee, 132 delegations made statements during the general debate segment, compared to 135 delegations in 2018. Also, an impressive 347 interventions were made during the thematic discussion segment, compared to the 354 interventions made in 2018, despite two fewer meetings being dedicated to the segment compared to previous years. During the action phase, the Committee adopted 59 substantive draft resolutions and decisions — one was withdrawn and another was not adopted after a vote — 40 of which were adopted as a whole by recorded votes, with 58 separate votes requested. Twenty-two draft proposals were adopted as a whole without a vote, of which 19 were not voted on at all, either on separate paragraphs or as a whole. Of the 59 draft resolutions and decisions adopted by the Committee, 22 were under the cluster “Nuclear weapons”. Under the cluster “Other weapons of mass destruction”, three draft resolutions are recommended. In addition, four drafts are recommended under the cluster “Outer space (disarmament aspects)”, eight under “Conventional weapons”, 10 under “Other disarmament measures and international security”, five under “Regional disarmament and security” and, finally, eight under the cluster “Disarmament machinery”. The Committee adopted 10 new draft resolutions this year, thereby strengthening and developing the system of arms control, disarmament and non-proliferation treaties and agreements, including a resolution on youth, disarmament and non-proliferation. I would like to note that it was the first time that a draft resolution on youth had been presented in the First Committee. The Secretariat made oral statements on the financial implications of 12 draft resolutions adopted by the Committee under agenda items 89, 98, 99, 100, 102 and 105. No proposal this session attracted statements on programme budget implications. Regarding agenda item 121 entitled “Revitalization of the work of the General Assembly”, the draft decision containing the First Committee’s provisional programme of work and timetable for 2020 is contained in document A/74/377. I have the honour to submit to the General Assembly for its consideration and adoption the draft resolutions and draft decisions recommended by the Disarmament and International Security Committee in its reports contained in documents A/74/360 to A/74/377. Despite a difficult start and rather tense atmosphere in the conference room, I would like to note the high level of professionalism and cooperation prevailing in the First Committee, which was able to fulfil the mandate entrusted to it by the Assembly and to complete its work within the allotted time. On behalf of the Bureau of the Committee, I would like to express our sincere appreciation to all delegations for their constructive participation and cooperation during the session. In this regard, I would note in particular the positive manner in which the First Committee delegations continue to embrace the e-Delegate portal. I would like to express my deep appreciation to the Chair of the First Committee, His Excellency Ambassador Sacha Llorentty Solíz of the Plurinational State of Bolivia, who did his utmost to ensure that the Committee could successfully consider all of the agenda items allocated to it in a timely and efficient manner. I also thank the other members of the Bureau — Ms. Wendbigda Honorine Bonkoungou of Burkina Faso, Her Excellency Ambassador Amal Mudallali of Lebanon and Mr. Peter Horne of Australia — with whom it was a pleasure to work. Their teamwork and guidance were vital to the successful conclusion of the Committee’s work. Finally, I would like to recognize the dedicated support of Ms. Izumi Nakamitsu, High Representative for Disarmament Affairs, and the staff of the Office for Disarmament Affairs, as well as the Secretary of the Committee and her team from the Department for General Assembly and Conference Management, the conference officers, interpreters, record keepers, press officers, document officers, sound technicians and information technology staff. They all did a great job, and I thank them. In conclusion, and following the dry numerical data, please allow me to share my own thoughts regarding the seventy-fourth session of the First Committee. As I stated earlier, the Committee voted on 40 of the 59 drafts. That is an awful lot. Every year there is an increasing number of votes on First Committee draft resolutions and decisions, which tends to mirror the conflicts in the world. It seems that what our predecessors built up through long, hard work, namely, an operating mechanism that protected generations from world wars, is now being weakened. We are close to the brink and are risking our future and that of our children and their children. The First Committee is one of the main forums where States are called upon to discuss and resolve their disagreements in the field of non-proliferation and disarmament. Yet, at the moment, we are having difficulties with it. I have seen delegations successfully work together during the session, so I will dare to say that we can still stop at the brink and contemplate how we wish to proceed.

Before taking action on the recommendations contained in the report of the First Committee, I would like to advise representatives that we are going to proceed to take decisions in the same manner as was done in the Committee, unless the Secretariat is notified otherwise in advance. I should also hope that we may proceed to adopt without a vote those recommendations that were adopted without a vote in the First Committee. The results of the votes will be uploaded on the PaperSmart portal. I would like to draw the attention of members to a note by the Secretariat, in English only, entitled “List of proposals contained in the reports of the First Committee for consideration by the General Assembly”, which has been circulated as document A/C.1/74/INF/3/Rev.1. This note has been distributed desk to desk in the General Assembly Hall as a reference guide for action on the draft resolutions and decisions recommended by the First Committee in its reports. Members will find in column 1 of the note the agenda item of the respective issues considered by the Committee; in column 2, the symbols of the Committee’s reports issued for action in the plenary; in column 3, the draft resolution or draft decision number in reports containing multiple recommendations; in column 4, the titles and symbols of the draft resolutions and decisions of the Committee; and in column 5, the results of the Committee’s action on these drafts. Proposed amendments and additional voting requests, as communicated to the Secretariat, are also reflected in column 5. As members are aware, additional sponsors are no longer accepted now that draft resolutions and decisions have been adopted in the Committee. Any clarification about co-sponsorship in the Committee reports should be addressed to the Secretary of the Committee. Furthermore, any corrections to the voting intentions of delegations after the voting has concluded on a proposal should be made directly to the Secretariat after the meeting. I would seek members’ cooperation in avoiding any interruptions to our proceedings in this regard. Finally, I would like to inform delegations that, as announced in The Journal, the General Assembly will consider draft decision A/74/L.28, entitled “Improving the effectiveness of the work of the First Committee”, issued under agenda item 98 — “General and complete disarmament” — after the consideration of all the reports of the First Committee.

I have the honour to speak on behalf of the States members of the European Union. The candidate countries of North Macedonia, Montenegro and the European Free Trade Association country Norway, member of the European Economic Area, align themselves with this statement. While we welcome the deletion of paragraph 3 proposed in draft amendment A/74/L.27, entitled “Further practical measures for the prevention of an arms race in outer space”, we feel obliged to take the floor to underline our discontent with how this procedure came about. The main sponsors of the draft resolution had ample opportunity during the five weeks of deliberations in the First Committee to withdraw the paragraph, and were urged to do so by many delegations on several occasions. Today’s action in the General Assembly should serve to endorse the work done in the main Committees. We hope that, in the coming years, the agreed working methods of the First Committee will be respected, and we are of the strong opinion that this instance should not be allowed to set a precedent.
